In order to thoroughly implement the requirement of "promoting the integrated development of primary, secondary and tertiary industries in rural areas" put forward at the 19th National Congress of the Communist Party of China and the requirement of "cultivating a number of pioneer zones for industrial integration" put forward in the Outline of the Thirteenth Five-Year Plan for National Economic and Social Development, and in accordance with the spirit of the Guiding Opinions of the General Office of the State Council on Promoting the Integrated Development of Primary, Secondary and Tertiary Industries in Rural Areas (Guobanfa [2015] No. 93), the Ministry of Agriculture has decided to support all localities in cultivating, building and creating pioneer zones for the integrated development of primary, secondary and tertiary industries in rural areas (hereinafter referred to as pioneer zones for integrated development), and in making pillar industries and various types of business entities in integrated development bigger and stronger. The following opinions are hereby put forward.
1. Fully understand the important role of cultivating, building and creating pioneer zones for integrated development
A pioneer zone for integrated rural industrial development refers to an area in the integrated development of primary, secondary and tertiary industries in rural areas, such as some counties, townships and other administrative areas or a certain industrial cluster, that adheres to the organic connection of pre-production, mid-production and post-production and the integrated development of primary, secondary and tertiary industries, has already formed a relatively mature and well-established integrated development model and a full industrial chain, has initially shown the effects of industrial value chain appreciation and regional brand premium, and has seen market competition rise from product competition to a new height of industrial chain competition, and whose practices and experience are replicable and promotable and can play a benchmarking, leading and typical demonstration role nationwide.
Cultivating and building a number of pioneer zones for integrated development is conducive to promoting the concentration and clustering of resource factors, enhancing the synergistic advantages of integrated development, and accelerating the improvement of the overall level of industrial development; it is conducive to summarizing and promoting new experiences and new models of integrated development, enhancing the radiating and driving effects of integrated development, and accelerating the integrated development of primary, secondary and tertiary industries in rural areas in China. All localities should unify and deepen their understanding, take this as an important lever for advancing work, an important measure for cultivating new rural industries, new forms of business and new models, and an inevitable requirement for deeply advancing the structural reform of the agricultural supply side, make great efforts to cultivate and build a number of pioneer zones for integrated development, focus on promoting farmers' employment and entrepreneurship, broaden channels for increasing income, build a modern agricultural production system, industrial system and operation system, promote the prosperity of rural industries, boost the construction of beautiful villages and a beautiful China, and provide strong support for implementing the rural revitalization strategy and realizing agricultural and rural modernization.
2. Overall requirements for cultivating, building and creating pioneer zones for integrated development
(1) Guiding ideology. Guided by the spirit of the 19th National Congress of the Communist Party of China, firmly establish and earnestly implement the new development concept, and implement the rural revitalization strategy; take the structural reform of the agricultural supply side as the main line, adhere to quality first and efficiency priority, and promote the integrated development of primary, secondary and tertiary industries in rural areas; take extending the industrial chain, improving the industrial layout, strengthening scientific and technological innovation, accelerating brand cultivation, and establishing interest linkage mechanisms as the development direction, promote the transformation of industrial competition from product competition to industrial chain competition, continuously build and reconstruct the industrial value chain, expand the space for brand premium, and accelerate the building of a number of pioneer zones for integrated development with diversified industries, close linkage mechanisms, strong market competitiveness, large brand premium space, and good effects in driving regional economic development.

First, focus on leading industries, and combine with the construction of national grain production functional zones, important agricultural product protection zones, and advantageous zones for special agricultural products, make overall plans and layouts, and form industrial advantages; second, adhere to market orientation, give play to the decisive role of the market in allocating resources, continuously enhance market competitiveness and the value-added space of the industrial value chain, and form value advantages; third, adhere to green development, all industries should promote green development models, establish long-term mechanisms for green, low-carbon and circular development, and form ecological and environmental protection advantages; fourth, promote farmers' income growth, actively develop poverty-alleviation industries, continuously improve interest linkage mechanisms such as contract farming and land management rights as equity, and form economic advantages for farmers' sustained income growth.
(3) Work objectives. According to the overall arrangement of "having a plan in one year, showing progress in two years, and seeing results in three years", strive to cultivate, build and create a number of pioneer zones for integrated development nationwide with advanced industrial integration methods, remarkable economic benefits, efficient industrial cluster development, and close interest linkages with farmers, form diversified new models and new experiences of integrated development, effectively promote the integrated development of primary, secondary and tertiary industries in rural areas, and let farmers share more of the value-added benefits of the secondary and tertiary industries.
3. Key tasks for cultivating and building pioneer zones for integrated development
Cultivation and building are mainly carried out from the following five aspects:
(1) Planning first and overall layout. Pioneer zones for integrated development should closely focus on regional leading industries, study the development status and trends of related industries at home and abroad, align with the construction layouts of national grain production functional zones, important agricultural product production protection zones, advantageous zones for special agricultural products, and others, compile industrial integration development plans, optimize the regional structure, industrial structure, factor input structure and business entity structure, and focus on strengthening top-level design, scientific layout and publicity guidance in optimizing industrial layout, cultivating leading industries, improving the industrial chain, optimizing development methods, and building interest linkage mechanisms, so as to build a pattern of standardized raw material bases, intensive processing parks, regionalized pillar industries, and systematized service networks, and quickly form a development trend led by planning, driven by chain development, and based on win-win cooperation.
(2) Cultivate brands and let the market decide. Pioneer zones for integrated development should build an echelon pattern in which large processing and circulation enterprises take the lead, new business entities provide full industrial chain services, and a large number of raw material-producing farmers participate extensively. It is necessary to strengthen the certification and promotion of the "three products and one standard" and green food raw material bases in the raw material link, and continuously improve the quality of agricultural products; guide various new agricultural business entities in integrated development within the region to carry out certification of advanced quality management, food safety control and other systems, and improve quality management in the processing and circulation link; give play to the functional role of industry associations in serving the industry, regulating industry development, and strengthening industry self-discipline; strengthen market supervision, crack down on counterfeit and shoddy products, increase support and protection for enterprise brands, product brands and regional brands, and safeguard brand image and the legitimate rights and interests of consumers.

Pioneer zones for integrated development should, in accordance with the requirements of documents such as the Guiding Opinions on Promoting the Integrated Development of Primary, Secondary and Tertiary Industries in Rural Areas and the Opinions on Supporting Entrepreneurship and Innovation by People Returning to or Going to the Countryside to Promote the Integrated Development of Primary, Secondary and Tertiary Industries in Rural Areas issued by the General Office of the State Council, actively connect with relevant policy implementation departments and promote the implementation and effectiveness of policies and measures in the pioneer zones; actively connect with agriculture-related projects such as the integrated development of primary, secondary and tertiary industries in rural areas, agricultural product processing, and agricultural and rural informatization construction, and seek funding support for business entities within the region; organize and carry out activities such as bank-enterprise matchmaking and investment matchmaking to seek more credit support for business entities within the region.
(4) Give play to advantages and pursue green development. Pioneer zones for integrated development should adhere to the principle of serving agriculture, staying close to agriculture and benefiting agriculture, continuously improve interest linkage mechanisms, drive farmers' employment and income growth, and let more farmers share the value-added benefits generated by integrated industrial development; adhere to the combination of planting and breeding, agriculture and fishery, and agriculture and animal husbandry cycles, and improve the level of comprehensive resource utilization; uniformly build facilities for heating, water supply, sewage treatment, garbage treatment and others that save energy and reduce consumption, are low-carbon and environmentally friendly, and involve circular utilization, so as to provide a safe and environmentally friendly production environment for business entities; continuously increase the intensity of green industry development, create green policies, promote green development models, and establish long-term mechanisms for green, low-carbon and circular development.
(5) Entity leadership and scientific and technological support. Actively cultivate new agricultural business entities with leading advantages, so that they can give play to their advantages and roles in promoting the extension of regional industrial chains, the expansion of agricultural functions, the collaborative building of regional brands, and the innovation of interest linkage mechanisms. Guide various entities to aim at value appreciation and the improvement of industrial competitiveness, continuously improve the industrial system, and enhance the space for agricultural brand premium, functional premium and ecological premium; encourage various entities to strengthen research and development capacity building, and actively undertake the construction of innovation platforms such as national and provincial engineering technology research centers, key laboratories, and enterprise technology centers; support various entities in forming industrial development alliances, drive the coordinated development of upstream and downstream enterprises and relevant industrial business entities, help farmers, especially poor households, solve practical difficulties, and actively participate in social public welfare activities.
