It said that the Ministry of Agriculture, the Ministry of Finance, and the Civil Aviation Administration decided that in 2017 they would select Zhejiang (farmland, commercial and residential land, industrial land) (including Ningbo (farmland, commercial and residential land, industrial land)), Anhui (farmland, commercial and residential land, industrial land), Jiangxi (farmland, commercial and residential land, industrial land), Hunan (farmland, commercial and residential land, industrial land), Guangdong (farmland, commercial and residential land, industrial land), and Chongqing (farmland, commercial and residential land, industrial land), 6 provinces (municipalities), to carry out pilot work using agricultural machinery purchase subsidies to guide the standardized application of plant protection drones, with the subsidy amount for each plant protection drone not exceeding 30,000 yuan.
1. What is a plant protection drone?
A plant protection drone, also known as an unmanned aerial vehicle, as the name implies, is an unmanned aircraft used for agricultural and forestry plant protection operations. This type of drone consists of three parts: a flight platform (fixed-wing, helicopter, multi-rotor aircraft), navigation and flight control, and a spraying mechanism. Through ground remote control or navigation and flight control, it carries out spraying operations and can spray pesticides, seeds, powders, and more.
2. What benefits can this aircraft bring to farmers?
It is understood that the plant protection drone is a remote-controlled small agricultural pesticide-spraying aircraft. The body is small but powerful, can carry 8-10 kg of pesticide, sprays pesticides at low altitude, and can complete the work on one mu of land per minute. Its spraying efficiency is 30 times that of traditional manual labor.
In addition, the aircraft adopts intelligent control. The operator controls it through a ground remote control and GPS positioning, and can also carry video equipment to monitor agricultural pests and diseases in real time.
Plant protection drones also have many advantages, including low operating altitude, little drift, the ability to hover in the air, no need for a dedicated takeoff and landing airport, downward airflow generated by the rotors helping to increase the penetration of the mist flow into crops, high control effectiveness, long-distance remote-control operation, and spray operators avoiding exposure to pesticides, which improves the safety of spraying operations.
3. How do you apply for this subsidy?
The targets of this subsidy are agricultural production and operation organizations engaged in plant protection operations, mainly including farmers' (agricultural machinery) professional cooperatives, plant protection operation organizations, and organizations for unified prevention and control of crop pests and diseases. Subsidies are temporarily not provided for individuals purchasing plant protection drones.
According to relevant personnel from the Chongqing Finance Bureau, the finance department will implement a fixed subsidy for plant protection drones. For single-rotor plant protection drones included in the pilot products, the subsidy is 29,000 yuan per unit, and for multi-rotor plant protection drones (including batteries), the subsidy is 16,000 yuan per unit. Each subsidy recipient may purchase no more than 3 subsidized machines.
