Because Fushan Botanical Garden is located in a well-preserved natural broad-leaved forest in northern Taiwan, China, and adjacent to a water source protection area and Hapen Nature Reserve, the planning from the outset took into account the principle of causing the least damage to trees when creating the botanical garden display area and nature center, with a total area of about 30 hectares.

The botanical garden display area was originally planned on the concept of a tree specimen garden, but because the zone names were rather academic and there were many zones, ordinary visitors found them difficult to understand, so in 2011 the themed zoning of the botanical garden was replanned, emphasizing experiencing the beauty of nature and observing the fun of nature, and conveying the importance of forest conservation to the public through interpretive signs and the website.

Management philosophy: Fushan Botanical Garden, originally located on a site rich in natural resources, has become a high-quality venue for ecotourism, environmental education, outdoor teaching and academic research in the country because it adopts low-intensity development and tourism education that respects nature. Its rich ecological resources and the ease of observing various wild animals and plants have also become the greatest features and advantages of Fushan Botanical Garden, and also help the park promote conservation, research and education. Its management objectives are:

(1) Focus on the collection and display of native plants of Taiwan, China.
(2) Carry out research on ex situ conservation.
(3) Conduct long-term research on forest ecology and transform its results into materials for nature education.
(4) Develop into a nature education center and a demonstration site for ecotourism.
Because it possesses rich animal and plant ecological resources and beautiful scenery, and because the people of Taiwan, China have a growing demand for ecotourism, the botanical garden area has been open to visitors since 1993. However, on the premise of protecting the local ecology, minimizing impact on wildlife habitats, carrying out research work and improving the quality of educational tourism, carrying capacity control measures (currently 500 people on weekdays and 600 people on holidays) are implemented for general visitors entering the park, breaking the management model of ordinary forest recreation areas that mainly considers satisfying people's needs.

In addition to visitor carrying capacity control, Fushan Botanical Garden also formulates visitor control measures in line with the living habits of wildlife, such as restricting the time periods during which visitors may enter the park, not setting up trash cans in the park, not selling food and beverages, and strictly prohibiting the feeding or hunting of wild animals. An interpretive station is also set up at the entrance to the botanical garden display area, where volunteers provide explanations before visitors tour, so that all visitors entering the park can fully understand the reasons for these control measures set by the park.

Since Fushan Botanical Garden opened to the public, because it has adopted a development and tourism model that protects the local natural environment, it has not only received support from most people, but has also maintained the park's naturalness and biological richness. Visitors can easily see wild animals living in the area while touring the display plants, effectively deepening visitors' nature experience. Fushan Botanical Garden, which has not been overdeveloped, not only provides a comfortable recreational environment, but can also offer high-quality nature education opportunities and ecotourism experiences.
