to solve the regulatory difficulties for Chinese chives.

This management is jointly implemented by the agricultural department and the food and drug administration department. For Chinese chives that enter edible agricultural product wholesale markets, large and medium-sized supermarkets, production and processing enterprises, and catering units directly from planting bases, those without a certificate of conformity shall not be sold, processed, or used under any circumstances, and other business entities shall not sell Chinese chives without a sales certificate under any circumstances.

Starting from November 1, for Chinese chives that enter edible agricultural product wholesale markets, large and medium-sized supermarkets, production and processing enterprises, and catering units directly from planting bases, those without certificates shall not be sold, processed, or used under any circumstances, and other business entities shall not sell Chinese chives without a sales certificate under any circumstances. Smaller-scale Chinese chive growers in rural areas must also comply with the requirements, must pass inspection, and only then may they enter the market according to the unified process. Without the two certificates, they may not sell at specialized markets.

2. Chinese chive producers selling externally or directly supplying user units may, according to their own actual circumstances, adopt any form such as self-inspection, commissioned testing, internal quality control, or self-declaration as the basis for issuing a certificate of conformity, and are responsible for the quality and safety of the Chinese chive products they sell. If a certificate of conformity is not issued, the agricultural department shall organize investigation and handling in accordance with the law.

3. Operators shall not purchase Chinese chive products without the two certificates. For food production and business operators that do not retain sales certificates, do not inspect certificates of conformity, or cannot clearly explain the source of the products, the regulatory authorities will impose strict penalties in accordance with the provisions of the Food Safety Law, forcing food production and business operators to request and inspect the two certificates and issue sales certificates according to regulations. In addition, if the organizer of a centralized trading market fails to perform obligations such as inspection and reporting, the food and drug department will order it to rectify,confiscate the illegal gains, and impose a fine of not less than 50,000 yuan but not more than 200,000 yuan; if serious consequences are caused, order suspension of business, up to revocation of the license by the original licensing department.
