The National Dairy Industry Science and Technology Innovation Alliance officially announced the Quality Milk Project standards today, which means the long-standing gap caused by the lack of industry standards will be filled. At the same time, the quality milk labeling system will also be officially implemented.
In the view of many industry insiders, China's dairy industry currently seems to have fallen into a "strange cycle." Although domestic dairy consumption has continued to rise and the dairy products industry has flourished, the livestock farming sector, which is the core link of the industry, is still in crisis. Losses, dumping milk, and shutdowns remain the normal state of survival for the farming industry. Some industry insiders say bluntly that the root cause of this phenomenon lies in the lack of industry standards.
On the one hand, the current national industry standards allow many dairy products to add "reconstituted milk," causing large quantities of imported bulk milk powder to flood the domestic market, continuously hitting China's dairy cattle farming industry and causing the "industrial foundation" of China's dairy industry to keep losing strength.
On the other hand, the lack of industry standards has also led to the increasing homogenization of domestic milk and imported milk. China's current dairy industry standard (2010 edition) has been widely criticized for its low threshold. Among its provisions, the limits for some key indicators in the raw milk standard are even lower than the previous 1986 national raw milk standard. (For example, the current raw milk total bacterial count standard stipulates ≤2 million per ml, while the 1986 edition was ≤500,000, and the standards of the European Union and the United States are ≤100,000.) Standards that are too low have also led to uneven raw milk quality, forcing the use of ultra-high-temperature overheating processing, which has led domestic milk into homogenized competition with imported milk.
The above reasons have further led to an overflow of imported ambient milk in the domestic dairy market. Data show that in 2017 China imported 2.47 million tons of dairy products, equivalent to 1,485 tons of raw milk, accounting for 40.6% of domestic output. Data show that in the first quarter of 2018, imported dairy products increased by 12%. Although China's dairy consumption scale has continued to rise, the newly added portion has been almost entirely taken by imported milk.
Facing fierce competition in the international dairy industry, China's dairy industry urgently needs to formulate new industry standards and encourage dairy enterprises to use fresh raw milk to produce high-quality dairy products, thereby restoring the survival space of the upstream farming industry and resolving the crisis at the source of the industry.
Encouragingly, the problem of missing dairy industry standards has already attracted great attention at the national level. The recently issued "Opinions" set clear goals and tasks for dairy industry development and highlighted the requirements for high-quality development, while also emphasizing the improvement of the legal and standard system, including revising and raising national standards for fresh raw milk and pasteurized fresh milk, and establishing a fresh raw milk quality grading system and process standards. Whether improving dairy industry standards or unswervingly promoting the development of pasteurized fresh milk, the China Quality Milk Project team has gone through years of continuous effort. The technical specifications officially announced for the first time at the Second China Quality Milk Project Pasteurized Fresh Milk Development Forum mean that the long-standing gap caused by the lack of industry standards will be filled. At the same time, the quality milk labeling system will also be officially implemented.
Release of the quality milk label
Next, the China Quality Milk Project will continue to focus on creating a quality milk labeling system, promoting the upgrading of dairy cattle farming technology, and fully implementing dairy product processing standards, so as to promote the development of the dairy industry. It is reported that the quality milk label will soon be launched, and the National Dairy Industry Science and Technology Innovation Alliance is also drafting labeling management measures. In the future, dairy enterprises will need to pass qualification grade evaluation, and only dairy enterprises that pass acceptance for all product categories can use the quality milk label on their products.
"Through the quality milk labeling management system, the raw material grade, processing technology, and quality level of products are all labeled, allowing consumers to consume with clarity." Wang Jiaqi said that by implementing the China Quality Milk Project, popularizing pasteurized fresh milk, promoting the healthy development of China's farming industry, and at the same time enabling Chinese people to truly drink good milk and realize the value of drinking milk, letting local dairy enterprises give play to local advantages, enhancing the competitiveness of the national dairy industry, and achieving true benefit to the country and the people.
