How to handle the production license and product filing for water-conditioning and water-fertilizing products

Seeking advice on production licenses and product filing for water-conditioning and water-fertilizing products
I plan to make some water-conditioning and water-fertilizing products, and I have a few questions:
1. Which government departments do I need to go to, and which certificates do I need to handle?
2. Do I need a production license? Where do I apply for it?
3. For product filing at the Quality and Technical Supervision Bureau, a business license is required. My business license does not include the business scope of producing water-conditioning and water-fertilizing products. Do I still need to go to the Administration for Industry and Commerce to add this to the business scope?
4. The production workshop has not been decided yet. I want to get all the certificates first and then look for a workshop. Is that okay? Can I get a production license that way?
5. Has any friend here done product filing in this area? Are there relevant national standards, industry standards, or other reference documents? Could you send me a copy? [email protected]. I would be extremely grateful.

I hope experts can give more guidance, and we can learn along with you.

Nowadays, among the people buying these things, how many have actually handled certificates the way you are doing?
--------------------------------------
You definitely need to get certificates; after all, it is a production-oriented enterprise.

Find someone who works with livestock and poultry to cooperate, and let professionals do professional work. There is no conflict of interest either.

1. If the business license does not include water-conditioning items, you can go to the Administration for Industry and Commerce to add them. It is best to go during the annual review, so it can be settled in one trip.
2. There is no national standard for water-conditioning products. Draft an enterprise standard and file it with the non-standard section of the local Technical Supervision Bureau. After that, you can start production. The product packaging must include the filing number given by the Technical Supervision Bureau!
3. The product packaging must clearly state: not a drug!
