What are the issues with raw material keepers?

Our company's monthly sales volume is around 5000 tons, and we have two raw material keepers. One is on-site, and one is dedicated to raw material ledgers. Do you all think this is necessary? Everyone comment!

I don't understand the responsibilities of that person dedicated to raw material ledgers? For 5000 tons/month, raw material quality control inspectors are not many.

I think there is no need for the keeper role to be divided into on-site and ledger-keeping two types, right? Raw materials seem to be divided into bulk raw materials and minor ingredients, right? Wouldn't it be better to separate them this way?
