The Ministry of Economic Affairs has long cared about the operation of micro-enterprises with fewer than five employees, providing services and measures including financing and credit guarantees, innovation and entrepreneurship, business opportunity expansion, and various guidance services. Since 101 (ROC year), it has achieved important results including assisting micro-enterprises in obtaining financing loans of 16.923 billion yuan, investment and fundraising amounts of 9.732 billion yuan, and increasing turnover and driving business opportunities of 1.81 billion yuan.

The composition of our country's enterprises is mainly small and medium-sized enterprises, of which 940,000 are micro-enterprises, accounting for 79.79% of all small and medium-sized enterprises. From the early start-up stage to growth and development after stable operation, micro-enterprises have different resource needs at different stages of development. As technology advances rapidly and internet technology applications develop quickly, diverse and flexible working models have emerged, giving rise to many high-value-added new types of micro-enterprises. The SME Administration is committed to guiding micro-enterprises from entrepreneurship toward innovation, using four strategies: "strengthen capital," "stabilize foundations," "build benchmarks," and "expand business opportunities." In addition to providing various guidance services such as promoting investment and financing, accompanying mentorship, and online-offline integration, it assists micro-enterprises in expanding domestic and international markets to effectively provide the support that micro-enterprise operators need, and further focuses on the development of high-value-added new types of micro-enterprises.

Looking at the development of micro-enterprises in European and American countries, they have moved toward trends of strong professionalism and innovation. In promoting guidance for micro and individual businesses in the future, our country will strengthen their innovation capacity. In addition to encouraging knowledge-based micro-enterprise entrepreneurship, it will continue to strengthen the linkage of public and private sector resources, provide integrated one-stop services and mentor accompaniment, and assist micro-enterprises in moving toward high-value-added innovative development. It will assist micro-enterprises in making good use of network information and communication technology, making flexible use of the "online-offline integration" model, using the promotion of government big data and open data, integrating talent, capital, information, and networks, strengthening the "operational flexibility" and "professional energy" of micro-enterprises, giving play to the driving effect of "knowledge-based" core enterprises, and promoting the innovative and entrepreneurial development of micro-enterprises to start the employment engine, thereby becoming the innovation momentum of a high-value knowledge economy.
