Gaoming's special fruit planting insurance implementation plan is about to be adjusted
Foshan News Network report, Foshan Daily trainee reporter He Zhiyong reports: Recently, the Gaoming District Agriculture, Forestry and Fisheries Bureau issued a notice proposing that Gaoming District will implement the relevant plan for Foshan's Lingnan special fruit planting insurance pilot by reference, and will make partial adjustments to the plan based on Gaoming's actual conditions. The insured amounts for the 4 types of fruit are all higher than Foshan's standards.
The notice points out that the 2017 Gaoming District policy-based Lingnan special fruit planting insurance pilot implementation plan will generally be implemented by reference to the relevant plan published by Foshan in 2016. The insured parties for Lingnan special fruit insurance in the district are the same as those in Foshan, namely farmers, enterprises, professional cooperatives and farms that plant bananas, papayas, lychees and longans. Insurance is based on one year (natural year) as one insurance period.
In order to make policy implementation more closely fit Gaoming District's own fruit planting reality, the District Agriculture, Forestry and Fisheries Bureau made partial adjustments to Foshan's implementation plan. Within the scope of Gaoming District, the insured amounts for bananas, papayas, lychees and longans are 1280 yuan/mu, 1280 yuan/mu, 960 yuan/mu and 960 yuan/mu respectively. The insured amounts for bananas and papayas are 80 yuan/mu higher than the standard published by Foshan last year, while the insured amounts for lychees and longans are 60 yuan/mu higher than the city's standard.
Regarding insurance premium rates, Gaoming District has set the rate specified in the city's relevant plan as no higher than 8% to 7.5%, that is, the premium for bananas and papayas is 96 yuan/mu, and the premium for lychees and longans is 72 yuan/mu. Compared with Foshan's implementation plan, growers in Gaoming District only need to pay the same premium to enjoy a higher insurance compensation amount. In addition, regarding the proportion of fruit planting insurance premiums borne in the district, insured fruit growers only need to bear 20%, while the city, district and town levels of government bear 80%.
The relevant person in charge of fruit planting insurance at the District Agriculture, Forestry and Fisheries Bureau introduced that, apart from some changes made by Gaoming District according to actual conditions, the remaining implementation details are consistent with the plan previously published by Foshan. Insured persons submit insurance information such as name, ID number, planting location and area to the village (community) committee and accept review by the relevant departments. After passing the review, they pay the premium and can sign the insurance agreement. If the banana, papaya, lychee or longan planted by an insured grower suffers broken stems, death or loss of yield due to natural disasters or accidents such as earthquakes, fires, typhoons, low-temperature freezing damage and mudslides, and the loss rate reaches 20% (inclusive) or above, the insurance company shall be responsible for compensation according to the provisions of the insurance contract. A loss rate reaching 80% (inclusive) or above can be presumed to be a total loss.
At present, the relevant implementation plan in Gaoming District, which refers to Foshan's plan and makes partial adjustments, is soliciting opinions from all sectors. Citizens with questions and suggestions about this may submit them to the District Agriculture, Forestry and Fisheries Bureau before the 26th of this month.
