A Complete List of Key Supported and Restricted Projects for Crop Cultivation and Livestock Breeding Startups by Province in 2017
Nowadays, anyone doing agricultural projects, especially crop cultivation and livestock breeding, must first understand the direction of national agricultural structural adjustment. For example, if you are going into pig farming, you absolutely must know which places the state will focus on promoting pig farming in the coming years and which places will be strictly restricted. If you dive in without understanding the policy direction, and within a few years the government comes to shut you down, all your effort will have been wasted.
Drawing on documents issued by the state in recent years, including the "Guiding Opinions of the Ministry of Agriculture on Further Adjusting and Optimizing the Agricultural Structure," we have sorted out the direction of national agricultural structural adjustment by region and province, so that entrepreneurial friends can more intuitively compare and see whether their startup direction meets policy requirements.
2017Direction of Structural Adjustment in the Livestock Breeding Industry
①Northeast China
(1) Promote ecological circular projects combining crop cultivation and livestock breeding, and spread family ranch breeding and specialized farming households;
(2) Support the high-quality, high-yield dairy industry and the beef cattle and mutton sheep industries.
②North China
Stabilize the breeding scale of cattle and sheep, live pigs, meat poultry, egg poultry and other categories.
③Northwest China
Promote rotational grazing by zone and shed feeding or semi-shed feeding.

④ Middle and Lower Reaches of the Yangtze River
(1) Reduce the scale of pig farming in densely populated areas;
(2) Strongly support the farming of famous and high-quality aquatic products;
(3) Stabilize the production of bulk livestock products.
⑤Southwest China
Focus on supporting ecological animal husbandry and specialty fisheries.
Overall Trend of National Livestock Breeding Adjustment
①The regions with the greatest development potential for the livestock breeding industry14 regions
The three provinces of Northeast China, Inner Mongolia, **, Tibet, Qinghai, Gansu, Ningxia, Sichuan, Chongqing, Yunnan, Guizhou and Guangxi - these provinces and autonomous regions have been designated by the state as "rapid development zones." Because they are rich in resources for the development of the livestock breeding industry and still have many areas yet to be developed, they will serve as the receiving areas for the transfer of livestock breeding after structural adjustment, and their potential for future development of the livestock breeding industry is enormous.
②The regions where the state will restrict the development of the livestock breeding industry8 regions
Beijing, Tianjin, Anhui, Shanghai, Hubei, Hunan, Jiangxi and Zhejiang - the livestock breeding industry and feed industry in these eight provinces and municipalities will all be restricted. The state will strictly control the total development volume and allow moderate development, but will mainly focus on regional transfer.
③Regions with limited growth but still stable development9 regions
Hebei, Shandong, Shanxi, Shaanxi, Henan, Jiangsu, Fujian, Guangdong and Hainan - the livestock breeding industry in these nine provinces has a solid foundation and obvious advantages in raw materials, making them core areas of the national livestock breeding industry. The state will ensure the stable development of these regions, but the market is becoming saturated and growth will be limited.
2017Direction of Structural Adjustment in the Crop Farming Industry
① Northeast China
(1) Enhance the production capacity of staple grains;
(2) Control the rice planting area in the Sanjiang Plain (mainly targeting areas with groundwater overexploitation);
(3) Promote water-saving technologies and convert well irrigation to canal irrigation;
(4) Reduce the corn planting area, promote soybean planting, and spread grain-soybean rotation;
(5) Promote ecological circular farming and breeding models that integrate agriculture and animal husbandry.
② North China
(1) Moderately reduce the wheat planting area (mainly targeting areas with groundwater overexploitation);
(2) Promote water-saving and drought-tolerant crops;
(3) Promote grain-forage and grain-green manure rotation.
③ Northwest China
(1) Implement "compress summer, expand autumn" in dryland farming areas;
(2) Reduce wheat and expand the planting of forage grass and potatoes;
(3) Stabilize melon and fruit planting and cotton planting in oasis areas, and support the development of specialty horticulture industries;
(4) Promote returning farmland to grassland or grain-forage rotation.
④ Middle and Lower Reaches of the Yangtze River
(1) Reduce the rice planting area (targeting areas with severe heavy metal pollution);
(2) Support the planting of cotton and hemp, flowers, and leguminous forage;
(3) Stabilize the planting area of rice, sugarcane and vegetables.
⑤ Southwest China
(1) Stabilize the planting area of rice and corn;
(2) Expand the potato planting area;
