Police-civilian coordination, fruitful results in banning cultivation and eradicating drugs

With spring plowing and summer sowing, autumn harvest and winter storage, Taihe County, located in the Huaibei Plain, is a traditional large agricultural county. The hardworking people of Taihe, following ancient farming practices, busy themselves in the fields day after day. However, in recent years, driven by profit, some people have harbored a mentality of taking chances and recklessly risked planting opium poppies in hidden locations such as fields, ditches, ponds, rivers, canals, and deep courtyards to seek profits. Taihe County once faced a severe drug situation.

In order to do a good job in banning cultivation and eradicating drugs, and to effectively crack down on the illegal cultivation of narcotic source plants, the Taihe County Public Security Bureau increased its efforts in publicity and enforcement, mobilizing the entire county's people to jointly participate in banning cultivation and eradicating drugs, setting off a spring upsurge in Taihe County.

First, comprehensive grid management coverage.Grid management implements the "one police officer, two officials, three village and group cadres" staffing, integrating grassroots forces, dividing the county's 32 townships (towns) and development zones into 256 anti-drug cultivation and eradication work grids. Each grid is staffed according to "one police officer, two town officials, and three village and group cadres," meaning each grid consists of one police officer, two town officials, and three village and group cadres. Each grid mobilizes the strength of the masses in its area, with full participation. The 256 work grids cover all areas of the county, including every farming household and every plot of land, weaving an inescapable net for banning cultivation and eradicating drugs.

Second, comprehensive mobilization of publicity and outreach.Public security police stations closely cooperate with Party committees and governments, jointly acting with drug control offices, judicial offices, and other units, entering villages, communities, schools, and work units, going deep into farming households to explain how to identify opium poppies, the penalty provisions for illegal cultivation, and the reporting reward system for banning cultivation and eradicating drugs. Townships such as Zhaoji, Shuizhen, and Hongshan held legal education lectures for students, conducted publicity on banning cultivation and eradicating drugs, and carried out "little hands holding big hands" anti-drug cultivation and eradication actions, guiding and calling on students to consciously resist and participate in banning cultivation and eradicating drugs together with their parents. Townships such as Shuangfu, Santa, and Niqiu established anti-drug cultivation and eradication volunteer teams, actively engaging in publicity, field inspection, and eradication actions, forming a positive social effect for banning cultivation and eradicating drugs. Daxin Town implemented reward measures, encouraging reporting and exposure, with a reward of 5 yuan per plant, and has so far rewarded informants with over 10,000 yuan.

Finally, comprehensive law-based crackdown.In order to effectively crack down on illegal and criminal acts of cultivating narcotic source plants, the Drug Enforcement Brigade of the Taihe County Public Security Bureau assigned dedicated personnel to go down to townships together with the supervision team of the Drug Control Committee for field inspection and supervision, cracking down according to law with maximum penalties. Public security police stations also jointly conducted meticulous field inspections with various units and departments, while making great efforts and striking hard, increasing the crackdown on illegal opium poppy cultivators, forming a social deterrent while punishing, taking clean land as their responsibility, and ensuring the achievement of the "zero output" target for opium poppy cultivation.

Since the launch of the spring anti-drug cultivation and eradication work in our county, the entire county has been coordinated between police and civilians with high enthusiasm, forming a good situation of "full participation, brigade operations, network deployment, and carpet investigation." Through the unremitting efforts of the entire county, our county's anti-drug cultivation and eradication work has achieved fruitful results. By the end of the entire special operation, our county had eradicated a total of 36,931 opium poppies, accepted 188 administrative cases, including 30 detention cases and 158 fine cases, and 20 criminal cases, with 2 people criminally detained and 18 people released on bail pending trial.

In this year's anti-drug cultivation and eradication work, the Taihe County Public Security Bureau shouldered the mission of "clean land is our responsibility," continuously increasing pressure, strengthening investigation and field inspection efforts, and increasing publicity and crackdown efforts, making positive contributions to purifying social conduct and building a "harmonious Taihe and safe Taihe"!
