Pilot Plan for Comprehensive Utilization of Agricultural Solid Waste Launched First in Shizhong District, Leshan City
Leshan, June 21 (Sichuan News Network) - Pan JingyunIn order to reduce the damage caused by agricultural solid waste to farmland ecosystems and alleviate agricultural non-point source pollution, on June 16, Shizhong District took the lead within the Leshan City area in launching the comprehensive utilization plan for agricultural solid waste, accelerating the construction of a beautiful countryside and ecological civilization.
It is understood that Shizhong District has more than 220 agricultural input sales enterprises, including 18 wholesalers and more than 200 retailers. According to the crop planting area in the statistical yearbook, it is estimated that the annual output includes 795,000 discarded seed packaging bags, 407,000 fertilizer packages, 5.81 million pesticide packages (bottles), and 1,135,000 jin of plastic film. At present, only some fertilizer packaging is being recycled and utilized by farmers, while other agricultural solid waste is thrown into garbage pits by farmers or discarded at will.
To this end, in recent times, the District Agriculture Bureau has vigorously carried out publicity work on the comprehensive utilization plan for agricultural solid waste, convened pesticide dealers and other relevant personnel for training, and adopted the main model of "recovery by market entities, disposal by professional institutions, support by public finance, and participation by enterprises," implementing the principles of "reduction, resource utilization, and harmlessness" to establish a recovery and disposal system for agricultural solid waste.
It is understood that Shizhong District is the first in the city to carry out this work. All agricultural input stores in the district will establish agricultural solid waste recovery points, and pilot work will be carried out in villages and communities in some townships. It is expected that by the end of 2017, the agricultural solid waste recovery rate in Puren Township, Suji Town, Tuzhu Town, and Guanmiao Township will reach 50%; in 2018, four additional townships, Qingping Town, Tongjia Town, Muzi Town, and Yuelai Township, will be added, with the recovery rate reaching 60%; in 2019, eight additional townships, Maoqiao Town, Jiulong Township, Yingyang Township, Yangwan Township, Luohan Town, Shuikou Town, Jianfeng Township, and Lingyun Township, will be added, with the recovery rate reaching 70%; by 2020, at least 1 agricultural solid waste recovery station will be set up in each township throughout the district, comprehensively classifying and treating agricultural solid waste, and achieving the goal of a recovery rate of over 80%.
Cui Peng, head of the Plant Protection Station of the District Agriculture Bureau, introduced that ultimately a long-term mechanism of "whoever uses, whoever operates, whoever recovers" should be formed. Through this approach, farmers and dealers will develop good habits, reduce the random discarding of agricultural production waste, reduce non-point source pollution, and restore our green mountains and clear waters.
