Two industry standards including the Technical Regulations for Structured Forest Management pass review
Recently, the Department of Science and Technology of the State Forestry Administration organized a standard review meeting at the Chinese Academy of Forestry to review two industry standards, the "Technical Regulations for Structured Forest Management" and the "Technical Regulations for Structured Forest Inventory and Design," organized and formulated by Researcher Hui Gangying of the Institute of Forestry of the Chinese Academy of Forestry.
The review committee was composed of 7 experts from units including Professor Zhao Xiuhai of Beijing Forestry University, Professor Huang Xuanrui of Hebei Agricultural University, Senior Engineer Jiang Sannai of the Afforestation Department of the State Forestry Administration, Professor-level Senior Engineer Liu Yonghong of the Natural Forest Protection Office, and Researcher Sun Changzhong of the Hualin Center of the Chinese Academy of Forestry. The head of the Standards Division of the Department of Science and Technology of the State Forestry Administration chaired the review meeting.
At the meeting, the drafting group gave a detailed report on the formulation of the two industry standards. The review committee reviewed the contents of the two industry standards item by item. After discussion, it was unanimously agreed that the "Technical Regulations for Structured Forest Management" standard proposes strategies for structured forest management, clarifies the methods for determining the direction of structured forest management and the techniques for regulating stand spatial structure, and is of great significance for optimizing and regulating forest structure and improving forest quality. The "Technical Regulations for Structured Forest Management Inventory and Design" standardizes the methods and requirements of structured forest management inventory and design and the contents of operational design documents, and determines the design and requirements of management measures. The formulation of the two standards is based on theoretical research, verified through long-term management experiments, and completed on the basis of extensively soliciting opinions. The management concepts are advanced, the inventory methods are scientific, the technical measures are reasonable, the operational design contents are complete, and the operability is strong, conforming to the current reality of forest management in China. The review committee unanimously agreed that the standards pass review.
The theory and technology of structured forest management were initiated as a project in 1999 by Researcher Hui Gangying's research team at the Institute of Forestry of the Chinese Academy of Forestry, and were formally proposed in 2007, including management objectives, theoretical basis, management principles, data inventory and analysis systems, and structural regulation techniques. With the support of national "Eleventh Five-Year" and "Twelfth Five-Year" science and technology support projects such as "Research on Management Technology for Natural Forests in Northeast China Based on Spatial Structure Optimization," "Experimental Demonstration of Restoration and Management Technology for Degraded Natural Forests in the Mountainous Areas of Southwest China," "Research and Demonstration of Sustainable Forest Management Technology in Northwest and North China," and "Promotion of Forest Management Technology Based on Spatial Structure Optimization," as well as promotion projects of the State Forestry Administration, large-scale experimental demonstrations and promotion were carried out in the Korean pine broad-leaved forest region of Northeast China, the pine-oak mixed forest region of Northwest China, and the broad-leaved mixed forest and coniferous-broad-leaved mixed forest regions of Southwest China. At present, more than 100 monitoring sample plots with individual tree positioning have been established, experimental demonstration forests cover 5360 mu, and the promoted area has reached 920,000 mu. The numerous scientific research results obtained in earlier research and the verification through large-scale long-term management experiments have laid a good foundation for the formulation of the standards.
