Remarkable results achieved in the protection of forest and wetland resources

Over the past 5 years, Jiamusi City has continuously strengthened forest resource protection by establishing a target responsibility system for forest resource protection. It actively sought compensation for forest ecological benefits; the city's compensated area reached 2.7265 million mu, with a total of 70.5081 million yuan in management and protection funds implemented, effectively protecting forest resources. Through scientific management of forest resources, controlling final felling (clear-cutting) production, and intensifying tending of young and middle-aged forests, a total forest tending area of 36,260 hectares was completed, yielding 470,100 cubic meters of timber. Forest pest and disease prevention and control work was carried out scientifically, with the promotion and use of pollution-free control methods, achieving a simultaneous decline in three indicators: affected area, number of diseased trees, and county-level epidemic points. The pilot program for returning farmland to wetland was vigorously advanced. In 2014, two national nature reserves, Fuyuan Sanjiang and Fujin Sanhuanpao, were included in the first batch of national pilot projects for compensation for returning farmland to wetland, securing 12 million yuan in funding.

This year, three more wetlands - Tangyuan Heiyupao, Huachuan Yanjiang, and Fujin Sanhuanpao - were listed as provincial-level pilot projects for returning farmland to wetland. On this basis, the city intensified its efforts to secure returning farmland to wetland projects and expand the pilot scope. A total of 2,314 hectares of farmland-to-wetland conversion and wetland restoration were completed, and the wetland environment was effectively protected and restored. Through organizing special actions to protect forest resources, criminal and illegal activities such as indiscriminate logging, illegal occupation of forest land, and deforestation for reclamation were severely cracked down on. A total of 155 forestry administration cases were investigated and handled, 118 people received administrative penalties, 36 criminal cases involving forests were processed, 57 people were held criminally responsible, and economic losses of over 10 million yuan were recovered. Through scientific management and strict protection, the city's forest area and growing stock achieved dual growth. Forested land area increased from 268,300 hectares to the current 273,100 hectares, a growth of 4,800 hectares. Total standing forest growing stock increased from 25.27 million cubic meters to the current 27.76 million cubic meters, a growth of 2.29 million cubic meters. The full-caliber forest coverage rate reached 18.02%.
