Implementation Plan for the Battle against Pollution Prevention and Control (2018-2020) issued
The Municipal Party Committee and the Municipal Government jointly issued the "Implementation Plan for the Battle against Pollution Prevention and Control in Chongqing (2018-2020)" (hereinafter referred to as the "Implementation Plan"), planning to carry out 180 projects in 25 items across 4 areas (see table below), to fight the battle against pollution prevention and control, build an important ecological barrier in the upper reaches of the Yangtze River, and achieve 34 indicators in 6 areas: clearer water, bluer sky, greener land, cleaner soil, quieter sound, and safer environment.
The content of the "Implementation Plan" is divided into 6 parts: overall requirements, strengthening the treatment of prominent environmental problems, accelerating the filling of the "shortcomings" of environmental protection facilities, consolidating the foundation of pollution prevention and control, strengthening whole-process environmental management, deepening the reform of the environmental supervision system, and organizational implementation. With the core of continuously improving environmental quality, it coordinates "construction, treatment, reform, and management", highlights focusing on key points, filling shortcomings, and strengthening weak links, and in accordance with the requirements of projectization and engineeringization, proposes 180 engineering tasks in 25 items across 4 areas.
Based on Chongqing's actual conditions, the "Implementation Plan" proposes 34 indicators in 6 areas: clearer water, bluer sky, greener land, cleaner soil, quieter sound, and safer environment. These mainly include the proportion of water quality at 42 cross-sections reaching the excellent rate stably at 95.2% or above, the number of days with good air quality stably at 300 days or above annually, the forest coverage rate reaching 51% or above, the safe utilization rate of contaminated cultivated land reaching about 95%, the average regional environmental noise not higher than 53 decibels, and no major or extraordinarily serious sudden environmental incidents. Among them, indicators such as the comprehensive elimination of black and odorous water bodies in urban built-up areas and inferior Class V cross-sections of Yangtze River tributaries, the water quality compliance rate of township centralized drinking water sources reaching 86% or above, and the annual average concentration of fine particulate matter controlled within 40 micrograms per cubic meter are higher than national requirements.
A person in charge of the Municipal Environmental Protection Bureau introduced that at present, the ecological and environmental protection situation in our city is still not optimistic, and there are still problems such as unreasonable industrial structure, unbalanced regional and urban-rural ecological and environmental protection, still severe ecological degradation, and the prominent phenomenon of polluting enterprises "moving to the mountains and countryside". Therefore, the situation of pollution prevention and control in our city is very urgent, and there must not be the slightest relaxation.
The drafters of the "Implementation Plan", through half a year of in-depth investigation and research, extensive solicitation of opinions, and repeated revision and improvement, fully implemented the requirements of the Party Central Committee, the State Council, and the Municipal Party Committee and Municipal Government on ecological and environmental protection work such as the battle against pollution prevention and control, fully absorbed opinions and suggestions from all aspects of the city, and integrated them with our city's opinions on deeply promoting the development of the Yangtze River Economic Belt and accelerating the construction of a beautiful place with green mountains and clear waters, the action plan for implementing the rural revitalization strategy, the action plan for implementing the ecological priority and green development strategy, and the implementation plan for the land greening improvement action, finally forming this plan.
