Forest city creation accelerates, building a green ecological home together
Since 2017, the whole city has implemented the decisions and arrangements of the municipal Party committee and municipal government, advanced ecological civilization construction in a coordinated manner, and successively launched the creation of national (provincial) forest cities in Tengchong, Changning, Longling and Longyang, focusing on improving the human living environment and enhancing the city's quality and image. The construction of national (provincial) forest cities has advanced with steady and resounding steps.
In October 2017, the municipal Party committee and municipal government held an on-site meeting in Qinghuahai East Lake on the creation of national (provincial) wetland parks and forest cities across the city, arranging and deploying the creation of national (provincial) wetland parks and forest cities, and requiring the whole city to complete the application work for national (provincial) forest city creation in the five counties (cities, districts) by the end of 2020. After each county (city, district) is listed as a provincial forest city, the whole city's strength will be mobilized to apply for the creation of Baoshan national forest city.
Each county (city, district) promptly set up leadership bodies, arranged corresponding application work funds, completed the preparation of creation work plans, and proactively submitted creation requests. Tengchong was filed with the State Forestry Administration in June 2017, Changning County and Longling County were filed with the Provincial Forestry Department in April this year, and Longyang District is stepping up its application, striving to obtain filing approval from the Provincial Forestry Department within the year and begin master plan preparation. At present, Tengchong City has completed the preparation of the "Master Plan for the Creation of a National Forest City in Tengchong City" and passed the review of the State Forestry Administration on December 27, 2017. In May this year, Tengchong City issued the "Task Breakdown Plan for the Creation of a National Forest City in Tengchong City," marking Tengchong's transition into the creation stage. After Changning County and Longling County obtained provincial filing, they determined the master plan preparation units through government procurement and are stepping up the preparation of the master plans.
Since the creation work began, the forestry departments at the municipal and county levels have linked up and down, promptly coordinating Tengchong, Longyang, Changning and Longling to establish leadership bodies for national (provincial) forest city creation, respectively guiding Tengchong, Longyang, Changning and Longling in formulating work plans for national (provincial) forest city creation, and drafting requests for the creation of national (provincial) forest cities in Tengchong City, Changning County, Longling County and Longyang District to be reported level by level.
Since 2017, the whole city has integrated 126 million yuan in forestry protection project funds, 167 million yuan in ecological compensation project funds, and 132 million yuan in vegetation restoration project funds, secured 452 million yuan in various special development funds for forestry at the central and provincial levels, leveraged 231 million yuan in external investment, concentrated efforts on advancing the construction of "Forest Baoshan," completed 178,500 mu of returning farmland to forest and grassland, 127,000 mu of ecological management of steep slopes, 4.25 million mu of closed hillsides for forest cultivation, and developed 1.78 million mu of economic forests, achieving the "win-win" goal of ecological and economic benefits, and creating favorable external conditions for the city's creation of national (provincial) forest cities.
