A clivia that's been cut has bloomed in the middle of summer - is that normal?

If Xiao Qi understands correctly, your clivia had root rot before, then you cut off all the roots at the bottom, and after it regrew roots and started growing, it sent up flowers directly - is that what you mean?

Whether it blooms has basically little to do with whether you cut the roots. It's because the plant has reached the age at which it can bloom, that is, it has grown big enough to be able to bloom. If you hadn't cut it before, and the roots hadn't rotted, it would have bloomed directly. You cut its roots and it regrew roots, and after sending out roots it grew normally, and then it produced flowers - this just delayed the blooming time.

From the fact that the flower is stuck when it blooms, it's not hard to see that its root system hasn't fully grown well yet, or the current temperature is too high and there's no temperature difference, so the flower stem can't pull out.

As long as the clivia grows normally and the plant has grown big enough, with sufficient light it will basically bloom. If you first see it sending up a flower stem, be sure to move it to a cool place, or tie the leaves on both sides together to appropriately increase the space for the flower stem to come out, so it doesn't get too badly stuck. You can also use shading to help its flower stem come out.
