1. Project applicant units must comply with the overall township land use plan, be located in non-prohibited livestock raising areas as stipulated by laws and regulations, have a good ecological environment, scientific site selection, reasonable layout, good infrastructure, advanced breeding facilities and equipment, standardized management and epidemic prevention systems, and standardized financial management. They must be large-scale pig and laying hen farms that have not caused environmental pollution or quality and safety incidents in the past two years. Eligible farms under state-owned agricultural reclamation farms may also apply.
2. Project applicant units must have legal person status, financial personnel (if there are no financial personnel, they must hire part-time financial personnel with accounting certificates), a business license, an animal epidemic prevention conditions qualification certificate, and a land lease contract. Breeding livestock and poultry farms and those producing and operating commercial piglets must also have a “Breeding Livestock and Poultry Production and Operation License”.
3. Large-scale pig farms applying for subsidies for ecological and environmentally friendly pig breeding facilities must be equipped with or newly purchase at least 1 unit/set of harmless treatment equipment for dead pigs (including harmless treatment machines and refrigeration equipment). Subsidies may be applied for separately for newly purchased harmless treatment equipment.
4. Farms that have already enjoyed subsidies from the super-large-scale standardized pig farm construction project are not within the scope of application for this ecological and environmentally friendly pig breeding facility subsidy project.
5. Priority support will be given to newly built or expanded laying hen farms with an investment scale of more than 10 million yuan.
Application process for the facility livestock and poultry subsidy project
1. Application. Eligible farms apply voluntarily and submit a project application form to the county-level agriculture (animal husbandry) department where they are located, explaining in detail the project construction content (including equipment name, model, specifications, quantity, cost, investment amount, etc.), and in particular clearly specifying and refining the content and amount of construction funded by provincial fiscal subsidy funds.
2. Confirmation. The county-level agriculture (animal husbandry) department organizes professional and technical personnel to guide and assist project units in applying, is responsible for review and recommendation, proposes recommendation reasons for each farm (the necessity and feasibility of the project, whether it is in a non-prohibited livestock raising area, etc.), produces PPT materials (including panoramic views of the farm, photos of facilities and equipment, and manure treatment model facilities), and jointly submits documents with the county finance bureau to the city level for summary. The city-level agriculture department carefully reviews the application materials, conducts on-site inspections of each farm together with the county-level agriculture (animal husbandry) department, proposes review opinions, and summarizes and reports them to the Provincial Department of Agriculture.

Vigorously support new business entities such as leading agricultural enterprises, professional cooperatives, and family farms in building concentrated, contiguous, high-standard facility vegetable and fruit bases, with supporting construction of greenhouses and intelligent temperature-controlled greenhouses, integrated water and fertilizer systems, and storage and preservation facilities, and promote modern technologies such as soilless substrate cultivation and intelligent control. Vigorously develop deep processing of vegetables and fruits to increase product added value.
5. Livestock and poultry. Vigorously develop characteristic and green breeding industries and promote large-scale breeding. Support the transformation and upgrading of large-scale pig breeding enterprises with an annual slaughter of more than 50,000 head and the construction of advantageous and characteristic livestock and poultry breeding bases, and improve the level of standardized large-scale breeding. Strengthen pollution remediation of livestock and poultry breeding in key river basins, promote ecological and environmentally friendly breeding models, and reduce non-point source pollution from livestock and poultry breeding. 7. Flowers.
