In order to further advance the special rectification of “lean meat powder” and severely crack down on illegal acts of using prohibited additives such as “lean meat powder” in live animal breeding, and to ensure the quality and safety of livestock products, the Municipal Agriculture Commission will organize and carry out special monitoring of “lean meat powder” in the breeding stage.

1. Implementing monitoring units

The competent administrative departments of agriculture (animal husbandry, veterinary medicine, and fisheries) of Changsha County, Wangcheng District, Liuyang City, and Ningxiang County are responsible for sampling and on-site testing, and the Municipal Livestock and Poultry Aquatic Products Testing Center is responsible for the testing and confirmation of suspected positive samples.

2. Monitoring areas

4 districts and counties (cities), namely Changsha County, Wangcheng District, Liuyang City, and Ningxiang County.

3. Monitoring time

The relevant districts and counties (cities) shall organize two rounds of monitoring throughout the year. For the first round in the first half of the year, the sampling results and summary analysis report shall be submitted in paper documents and electronic documents to the Quality and Safety Division of the Municipal Agriculture Commission before May 20; for one round of monitoring organized in the second half of the year by the relevant districts and counties (cities), the sampling results and summary analysis report shall be submitted in paper documents and electronic documents to the Quality and Safety Division of the Municipal Agriculture Commission before October 20.

4. Monitoring quantity

A total of 3000 batches shall be monitored throughout the year. The sampling quantity for each district and county (city) is shown in Table 1.

5. Monitoring targets

The focus shall be on pig farms (households) with an annual slaughter volume of 50-500 head, beef cattle farms (households) with an annual slaughter volume of 10-100 head, and mutton sheep farms (households) with an annual slaughter volume of 20-200 head. According to actual conditions, farms (households) of different scales shall also be appropriately taken into account.

6. Monitoring samples

Urine of pigs, beef cattle, and mutton sheep in the late fattening stage.

7. Monitoring items

Clenbuterol, ractopamine, and salbutamol.

8. Sampling basis

1. Sampling and on-site testing requirements

(1) Pig urine sampling shall be carried out in accordance with the provisions of the Sampling Method for Pork, Pig Liver, and Pig Urine (NY/T763-2004), and cattle urine and sheep urine sampling shall be carried out by reference. When sampling personnel enter farms (households) to take samples, they shall strictly disinfect in accordance with relevant animal epidemic prevention regulations.

(2) 2-3 urine samples shall be collected from each farm (household).

(3) Sample numbering: numbering shall follow the principle of “first letter of the pinyin of the district and county (city) name (two digits) + year (two digits) + month (two digits) + serial number (three digits),” with one number for each sample.

(4) On-site testing shall be carried out using rapid test cards for clenbuterol, ractopamine, and salbutamol, and the Farm (Household) “Lean Meat Powder” Special Monitoring Registration Form (see Table 2) shall be carefully filled out and confirmed by the signatures of the sampling personnel (two persons) and the owner of the inspected farm (household).

(5) Suspected positive urine samples shall be divided, sealed, and retained in accordance with the Sampling Method for Pork, Pig Liver, and Pig Urine (NY/T763-2004), and the Farm (Household) “Lean Meat Powder” Special Monitoring Registration Form (see Table 2) and sampling form shall be carefully filled out. The sampling form and seal shall be stamped with the official seal of the sampling unit, the sampling date shall be filled in, and the two sampling personnel and the owner of the inspected farm (household) shall jointly sign across the seam. Samples shall be in triplicate, one of which shall be left with the farm (household), along with notification of storage conditions and storage time; two shall be kept by the sampling personnel at a low temperature of 4°C and sent to the Municipal Livestock and Poultry Aquatic Products Testing Center, one for confirmation testing and one for backup retention. The amount of urine sample collected shall meet the needs of testing, with at least 30ml per portion.

2. Testing methods

Testing and confirmation shall be carried out according to the Method for the Determination of β-agonist Residues in Pig Liver and Pig Urine   Gas Chromatography-Mass Spectrometry (Ministry of Agriculture Announcement No. 1031-3-2008) and the Method for the Determination of 11 β-agonists in Animal Urine   Liquid Chromatography-Tandem Mass Spectrometry (Ministry of Agriculture Announcement No. 1063-3-2008).

9. Judgment principles and basis

1. Judgment basis

Catalog of Drug Varieties Prohibited for Use in Feed and Drinking Water (Ministry of Agriculture Announcement No. 176), List of Veterinary Drugs and Other Compounds Prohibited for Use in Food Animals (Ministry of Agriculture Announcement No. 193), and Relevant Provisions of the Ministry of Agriculture on the Use of Inputs (Ministry of Agriculture Announcement No. 806).

2. Judgment principles

The limit of quantification of the confirmation testing method shall be used as the judgment value. If the limit of quantification is exceeded, it shall be judged as unqualified; if one indicator is unqualified, the sample shall be judged as unqualified.

10. Results summary analysis report

The sampling results summary analysis report shall include the following contents:

1. General overview of the sampling work;

2. Basic sampling information, including the number of samples, sampling items, sampling locations, and the scale of sampled farms (households), etc.;

3. Basic information on the local livestock industry;

4. Analysis of sampling results;

5. Problems encountered in the sampling work and suggestions.

11. Result handling and application

1. For farms (households) where on-site rapid screening shows suspected positive samples, the agriculture (animal husbandry and fisheries) departments of each district and county (city) shall immediately take temporary control measures for the animals they raise and prohibit their sale from leaving the farm before the confirmation results are available.

2. For farms (households) confirmed by testing to be positive for “lean meat powder,” the agriculture (animal husbandry and fisheries) departments of each district and county (city) shall immediately transfer the cases to public security organs for investigation and handling.
