2017 Work Plan for the Breeding Industry in Suining County
Earnestly implement the spirit of the 18th National Congress of the Communist Party of China, take building a major ecological economy county as the main axis, take accelerating the transformation of breeding methods as the main line, develop production to ensure supply, strictly enforce the law to ensure safety, adopt comprehensive measures to protect the ecology, and ensure increased income through industrial operations, going all out to advance the sustained and healthy development of the modern breeding industry and make new contributions to the county's agricultural and rural development.
Work Objectives
1. Develop 1.13 million head of live pigs throughout the year; develop 170,000 head of cattle; develop 138,000 head of sheep; develop 7.76 million head of poultry.
2. Ensure that no major animal epidemic occurs within the county, and no livestock, poultry or aquatic product safety incidents occur.
Work Priorities
1. Do a good job in standardized large-scale breeding. Seize the series of policies for strengthening agriculture and benefiting farmers formulated by the state, and establish throughout the county improved-breed commercial pig bases, Qianshao Spotted Pig (Suining Dongshan Pig) breeding bases, beef cattle and mutton sheep breeding bases, poultry breeding bases and aquaculture bases. Accelerate the process of harmless treatment and resource utilization of breeding manure. Guide the construction of new environmentally friendly breeding pens; promote clean production processes to achieve separation of drinking water and sewage, separation of rainwater and sewage, and separation of dry and wet waste; advocate the use of bio-environmentally friendly feed; and promote supporting utilization technologies for comprehensive treatment of breeding manure such as planting-breeding balance, aerobic composting, anaerobic fermentation biochemical treatment of biogas, and bio-bedding fermentation. In 2017, focus on building 3 standardized large-scale breeding farms and carrying out manure treatment work for 3 large-scale breeding farms.
2. Do a good job in the development of the Qianshao Spotted Pig (Suining Dongshan Pig). Apply to register the trademark of the Qianshao Spotted Pig (Suining Dongshan Pig), carry out green food certification, and strive to create a famous-brand product and geographical indication product of the Qianshao Spotted Pig (Suining Dongshan Pig). Apply to the National Commission of Animal Genetic Resources for the inclusion of the Suining Spotted Pig in the national animal genetic resources bank, bring the characteristics of the Suining Spotted Pig to the market, and let more people learn about the Suining Spotted Pig.
3. Do a good job in the development of grass-fed livestock husbandry. With Baoding Mountain Pasture as the center, form ecological breeding demonstration sites linked by Wawu, Wuyang, Guanxia, Changpu Township, Dongshan, Hekou, Matang, Jinwu and others, introduce high-yield meat cattle and sheep breeds such as Charolais, Murrah buffalo, German Yellow Cattle, Boer goat, and Nanjiang Yellow Ram, and implement the business model of “specialized farmer cooperative economic organizations + farmers + bases”. Guide large-scale farms to plant grass artificially, promote straw ammoniation technology, and establish ecological circular breeding models such as “crop straw - silage - livestock raising” and “livestock - biogas - grain”, “livestock - biogas - fruit”, and “livestock - biogas - grass”. Build standardized cattle and sheep demonstration bases and strive to become a provincial demonstration county for the development of grass-fed livestock husbandry.
4. Do a good job in the prevention and control of major animal epidemics. Ensure that for nationally mandated compulsory immunization diseases such as highly pathogenic porcine reproductive and respiratory syndrome, highly pathogenic avian influenza, livestock foot-and-mouth disease, swine fever, and Newcastle disease of chickens, the immunization rate reaches 100%, the pass rate of livestock and poultry antibody testing reaches 70% or above, and the coverage of origin quarantine, slaughter quarantine rate, harmless treatment rate of diseased animals and animal products, and certification rate of animals and animal products in the circulation field all reach 100%. Do a good job in epidemic monitoring and epidemiological investigation.
5. Do a good job in product quality and safety supervision. Continue to carry out special rectification actions such as special rectification of veterinary drugs and special actions to crack down on illegal addition of “lean meat powder” and other prohibited drugs, strictly rectify the illegal addition of “lean meat powder” and veterinary antibiotics in the raising of livestock and poultry, strictly investigate and deal with the illegal use of malachite green and nitrofuran in farmed aquatic products, and strictly regulate the use of inputs. In veterinary drug quality and safety, focus on GSP supervision, standardize the order of veterinary drug operations, strengthen veterinary drug residue monitoring, and eliminate the use of prohibited veterinary drugs. Vigorously promote standardized production, standardized operation, and labeling management, and gradually realize “records in production, traceable flow direction, queryable information, and traceable quality”. Support and guide farmers to apply for “three products and one label” certification.
6. Do a good job in the construction of the improved breed breeding system. Accelerate the improvement of pig and cattle breeds. Strictly supervise and manage semen supply units and carry out artificial insemination technical training. Enhance the crossbreeding advantages of Murrah buffalo, Simmental cattle, and German Yellow Cattle with local cattle.
7. Do a good job in the conservation of fishery resources and fishery safety. Strictly investigate and deal with illegal fishing behaviors such as electric fishing, blast fishing, and poison fishing, actively organize and carry out artificial proliferation and release activities of aquatic organisms, strengthen fishery vessel inspection and safety production management, and develop and guide fishery practitioners to participate
