Nehe City, Heilongjiang, Formulates Key Work Points for the Animal Husbandry Industry in 2017

In order to further accelerate the pace of modern animal husbandry industry development and promote the city's economic development, in light of our city's actual conditions, the key work for Nehe City's animal husbandry industry in 2017 is hereby formulated.

I. Work Approach

Guided by the spirit of the provincial rural work conference and the provincial animal husbandry industry development promotion work conference, with a focus on improving quality, expanding capacity and opening up markets, and firmly grasping our province's three-year window of opportunity for modern animal husbandry development, we will highlight the “one cattle, one pig” (beef cattle, live pigs) development strategy, persist in advancing standardization, large-scale operation, branding and industrialization in tandem, promote the integrated development of the primary, secondary and tertiary industries, and accelerate our city's transformation from a major agricultural city into a major animal husbandry city and a strong animal husbandry city.

II. Work Objectives

(1) Livestock and poultry breeding objectives

The city's breeding numbers for beef cattle, live pigs, goats and sheep, and poultry are 85,000 head, 590,000 head, 440,000 head and 3.9 million birds respectively, increasing by 18%, 8%, 4% and 3% respectively over the previous year. The city's animal husbandry added value is 1.44 billion yuan, an increase of 9.7% over the previous year. Actively develop young bull breeding, with the city's young bull breeding number reaching 30,000 head.

(2) Standardized large-scale breeding farm construction objectives

The city will build 12 new standardized large-scale breeding farms, including: 1 farm for 30,000 head of beef cattle and 1 farm for 30,000 head of dairy cattle.

(3) Project construction objectives

Relying on Hengyang Agricultural Group, the city's meat processing volume is 35,000 tons (including 28,000 tons of imported beef), achieving an industrial added value of 1.45 billion yuan and tax revenue of 100 million yuan.

(4) Forage and feed cultivation

The city will plant 130,000 mu of silage corn. Guide breeding farms to plant high-quality forage grasses such as alfalfa (Medicago sativa) to improve the quality of forage and feed.

(5) Socialized service system construction

Build 1 new livestock trading market and 1 harmless treatment plant for dead livestock and poultry.

III. Promotion Measures

To ensure the achievement of the above work objectives, the following tasks must be done well:

First, further strengthen the construction of breeding bases. First, strengthen the construction of standardized large-scale breeding farms. Make full use of the provincial “two cattle, one pig” standardized breeding base construction project funds to build 12 standardized “two cattle, one pig” breeding farms with 183 units. Focus on the construction of the 30,000-head beef cattle farm and the 30,000-head dairy cattle farm, do a good job in planning, design and construction, and achieve design, construction and production in the same year, driving the city's livestock and poultry breeding toward improved breeds, facility-based breeding, standardized production, institutionalized epidemic prevention and harmless manure treatment. Second, develop dairy bull breeding. Relying on Hengyang Agricultural Group, focus on the construction of the Xuetian dairy bull breeding base and the dairy bull breeding farms of three poverty-alleviation incubators in Hesheng, Nenan and Jiujing, driving the development of dairy bull breeding throughout the city. Continue to adhere to the “company + finance + farmers” model, vigorously develop dairy bull breeding farms, and breed 30,000 dairy bull calves.

Second, strengthen the construction of leading enterprises. First, accelerate the second-phase construction of the collagen casing project of Xinhengyang Biochemical Products Company. Invest 270 million yuan to complete the construction of the production workshop, warehouse and ancillary facilities, install 26 production lines, bringing the total number of production lines to 76 and producing 900 million meters of casings. Second, accelerate Hengyang Agricultural Group's grafting and transformation of Meilu Dairy. Invest 70 million yuan to renovate existing factory buildings, introduce advanced production equipment and processing techniques, and build a food processing enterprise with an annual processing capacity of 15,000 tons of beef and 24,000 tons of high-quality rice. Third, strengthen brand building. Strive to register a geographical indication for young bulls, build a high-end young bull beef brand, and promote green and organic dairy bull calf breeding, with a breeding number reaching 3,000 head. Fourth, strengthen product sales. Support Hengyang Agricultural Group in using e-commerce platforms such as JD.com and the Qiqihar Green and Organic Food Pavilion to build 10 e-commerce flagship stores, with planned online sales of beef product series amounting to 160 million yuan. Support Hengyang Cattle Industry and Xinhengyang Biochemical Company in their restructuring and listing matters with Xindazhou, expand financing channels and increase financing scale. Support Hengyang Cattle Industry and Beifang Hengyang in establishing 2 bonded warehouses to expand product sales and increase local fiscal revenue.

Third, strengthen the construction of the animal husbandry service system. First, give prominence to animal disease prevention and control. In accordance with the arrangements of the Ministry of Agriculture and the Provincial Animal Husbandry and Veterinary Bureau, promptly carry out compulsory immunization against highly pathogenic avian influenza and foot-and-mouth disease, and comprehensive immunization against swine fever and highly pathogenic porcine reproductive and respiratory syndrome, with immunization coverage reaching 100%. Strengthen epidemic monitoring and epidemiological investigation to ensure the safety of the city's animal husbandry production. Second, promote practical breeding techniques. Relying on research institutions and universities such as the Provincial Animal Husbandry Research Institute and Northeast Agricultural University, focus on promoting supporting techniques such as high-yield research on beef cattle, fattening of dairy bull calves and high-yield research on live pigs, to raise the level of animal husbandry production. Third, strengthen forage and feed cultivation. Focusing on newly built dairy cattle and beef cattle farms, the city will plant 130,000 mu of silage corn. Fourth, increase breeding and improvement efforts. Focus on promoting the use of Longjiang Snow Cattle frozen semen to improve existing beef cattle breeds and raise the grade of beef products. Actively introduce and promote fine new livestock and poultry breeds to raise the level of improved breeds in animal husbandry. Fifth, strengthen the construction of harmless treatment centers for dead livestock and poultry. Actively attract social capital to build 1 harmless treatment center for dead livestock and poultry, creating conditions for the construction of a specified disease-free zone project. Sixth, accelerate the construction of large livestock trading markets. Through investment promotion, invest 6 million yuan to build 1 livestock trading market, creating conditions for the development of the animal husbandry industry.

Fourth, strengthen administrative law enforcement work. Implement the Regulations on the Prevention and Control of Pollution from Large-Scale Livestock and Poultry Breeding, and in accordance with the requirements of the Qiqihar City “Two Cattle, One Pig” Large-Scale Livestock and Poultry Breeding Farm Pollution Prevention and Control Special Rectification Action Plan, conscientiously carry out the city's special rectification action on pollution prevention and control of large-scale livestock and poultry breeding farms, strengthen coordination with relevant departments, and complete the closure and relocation of large-scale breeding farms in prohibited breeding zones as required. Strengthen slaughterhouse industry management, crack down on illegal slaughtering in accordance with the law, and ensure the quality of meat brought to market. Strengthen supervision of the veterinary drug market, focusing on cracking down on unlicensed practice and the distribution of counterfeit and inferior veterinary drugs. Strengthen grassland management and severely crack down on illegal grassland reclamation.

Fifth, strengthen leadership over the animal husbandry industry. First, the municipal party committee and municipal government will continue to strengthen organizational leadership. Establish an animal husbandry industry construction leading group headed by the main leaders of the municipal party committee and municipal government, with the main leaders of departments such as finance, development and reform, agriculture, animal husbandry, agricultural economics, land and resources, forestry, water conservancy and environmental protection as members. The leading group shall have an office, located in the Animal Husbandry and Veterinary Bureau. All departments must strengthen the implementation of responsibilities, clarify duties, refine the division of labor, cooperate closely and jointly promote progress. Second, actively seek policy support from the state and province for animal husbandry development. Through various measures such as project funds and fiscal subsidies, increase capital investment, fully mobilize the enthusiasm of leading enterprises, breeding cooperatives and breeding farms, and drive the accelerated development of the animal husbandry industry. Support leading enterprises in building breeding bases, support small and medium-sized breeding farms in upgrading, and expand breeding scale. Third, strengthen financial support. Explore the establishment of an animal husbandry industry development fund, mainly used for building infrastructure for large-scale breeding farms, introducing fine breeds and technological transformation of leading enterprises. Financial institutions should innovate financial products, increase credit investment, and provide support in the construction of large-scale breeding farms and breeding cooperatives, the construction of “two cattle, one pig” standardized large-scale breeding bases, and young bull breeding. Carry out confirmation, registration and mortgage loan work for large-scale breeding farms, and establish a trading and transfer platform for large-scale breeding farm areas. Carry out animal husbandry insurance, promote bank-insurance cooperation, promote loan methods such as policy mortgage and live animal mortgage, and increase credit scale.
