The city's animal husbandry work must thoroughly implement the Municipal Government's "Opinions on Accelerating the Transformation, Upgrading and Green Development of the Animal Husbandry Industry," grasp the general tone of seeking progress while maintaining stability, coordinate the safeguarding of supply, safety and ecology, and promote the coordinated development of modern animal husbandry production and ecology.
I. Work Approach
Thoroughly implement the new development philosophy, center on building a strong modern animal husbandry city, aim for “optimizing supply, improving quality and efficiency, and increasing farmers' incomes,” and highlight the theme of planting-breeding circulation and green development; focus on structural adjustment and mode transformation, stabilize pigs, strengthen dairy cows, boost poultry and rabbits, and support cattle and sheep; take reform and innovation as the driving force, and strengthen support in policy, science and technology, facilities and equipment, talent and mechanisms; strive to build a modern animal husbandry production system featuring regionalized layout, scaled breeding, standardized production, industrialized operation and socialized services, and accelerate the transformation, upgrading and green development of the animal husbandry industry.
II. Main Goals
In 2017, the city's animal husbandry industry will achieve the “2345” work goals: add 2,000 tons of milk output, increase the number of slaughtered livestock and poultry by more than 3% (including: cattle and sheep by more than 3%, poultry by more than 4%, meat rabbits by more than 5%), increase the city's animal husbandry output value by 4%, and raise the proportion of major livestock and poultry in scaled breeding by 5 percentage points year-on-year. Strive to prevent the occurrence of regional major animal epidemics and animal-derived public health safety, major livestock product safety and production safety responsibility incidents.
III. Key Work Areas
(1) Highlight regional characteristics and advance supply-side reform. Centering on “Internet + modern animal husbandry,” advance the mechanization, intelligentization and automation of breeding, develop three-dimensional breeding, under-forest breeding, and new frame-type breeding that does not damage the cultivated soil layer, implement scientific and technological innovation, breed improvement, and equipment renewal, etc., increase the scientific and technological contribution rate by 0.5%, and reduce the average pig breeding cost by 2%. Change the production mode that pursues output, break through the shortcomings in processing, increase added value, and improve comparative benefits. In light of regional characteristics, steadily develop the pig industry, strengthen the advantageous industries of dairy cows and poultry, vigorously develop herbivorous livestock such as cattle, sheep and rabbits, actively develop specialty industries such as quail and bees, and increase the proportion of non-pig output value by 1 percentage point.
(2) Control livestock and poultry pollution and develop ecological animal husbandry. Thoroughly implement the important instructions of Secretary Li Jing on livestock and poultry breeding pollution control, which require “addressing both symptoms and root causes, scientific layout, circular utilization, and governing rural non-point source pollution with the most powerful measures and actions” and “striving to achieve zero pollution and zero emissions,” as well as the instructive spirit of Vice Mayor Zhongliang's written instruction to “ensure implementation in place and do a good job in livestock and poultry manure pollution control.” Before the end of the year, fully close or relocate farms (communities) in prohibited breeding zones, and complete the construction of manure storage, treatment and utilization facilities for scaled breeding enterprises in suitable breeding zones. Implement “scheduling time forward, working back from the deadline, operating by wall charts, kanban management, process supervision, and year-end settlement” for livestock and poultry manure pollution control. Strengthen guidance and services for the comprehensive utilization of livestock and poultry breeding waste, establish an agricultural-pastoral circular mechanism of “determining breeding by planting and combining planting with breeding,” and achieve a comprehensive utilization rate of manure from the city's scaled livestock and poultry farms of 65%. Support the creation of planting-breeding circular ecological demonstration parks and ecological demonstration pastures, and build 6 planting-breeding circular ecological demonstration parks (farms).
(3) Attract large and strong enterprises and cultivate industry leaders. Based on locational and resource advantages, encourage industrial and commercial capital and social capital to invest in modern animal husbandry; in response to the current situation that our city is relatively weak in deep processing of pork and has a blank in poultry product processing, introduce leading enterprises with strong economic strength and high brand awareness, and cultivate and strengthen local enterprises with a good foundation for green development and strong driving effects. Introduce more than 1 well-known brand animal husbandry enterprise to settle in Meishan, start construction on more than 1 major investment project, complete and put into production 1 major investment project, track and advance 10 key investment projects, and cultivate and strengthen 6 leading enterprises.
(4) Increase exploration efforts and innovate development mechanisms. Develop new types of business entities such as leading enterprises, family pastures and professional cooperatives, and improve the degree of organization and risk resistance. Encourage industry capable people to drive the standardized development of specialized cooperatives, standardize the development of 10 animal husbandry specialized cooperatives (joint cooperatives) in the city, add 30 family pastures, and add 800 modern breeding business owners. Strengthen risk prevention, improve the market price early-warning mechanism, strengthen guidance, explore risk-sharing mechanisms for the industrial chain and market price insurance mechanisms to prevent market risks; do a good job in policy-based insurance for pigs and dairy cows, continuously explore insurance mechanisms for small poultry and rabbits, and resist natural risks.
(5) Carry out standardized breeding and expand regional brands. Adhere to the combination of improved varieties and improved methods, the integration of facilities and techniques, equal emphasis on improving quality and efficiency, and coordination between production and ecology, establish and improve a standardized production system, and build standardized breeding bases for high-quality livestock products with unique regional characteristics. Vigorously carry out “three products and one label” certification, and through “Internet +” and active participation in various promotional activities, enhance brand influence, strengthen enterprise brands, and expand regional brands. The city will add 10 pollution-free agricultural products, green foods, organic agricultural products and geographical indications of agricultural products, add 2 well-known brands, and achieve an e-commerce sales proportion of 25%.
(6) Strengthen monitoring and supervision and safeguard industry safety. Do a good job in animal epidemic prevention and control, strengthen the construction and operation management of the cold chain system, do a good job in animal epidemic monitoring and early warning, and do a good job in immunization against major animal epidemics and rabies; maintain the year-round immunization density of diseases subject to national compulsory immunization at above 95%, and achieve a qualification rate of immunized antibodies for specified diseases of above 70%. Do a good job in livestock product quality and safety, further strengthen supervision and random inspection of inputs such as feed and veterinary drugs; Dongpo District, Pengshan District, Renshou County and Hongya County shall do a good job in the 2017 national-level routine monitoring and sampling of livestock product quality and safety; advance the reduction and upgrading of designated pig slaughtering points, review and certification, and harmless treatment of dead livestock and poultry, strengthen quarantine, strengthen the linkage between law enforcement and justice, severely crack down on all kinds of illegal acts, and build a livestock product safety supervision pattern of “administrative supervision, industry self-discipline, social supervision and public participation”; achieve a quarantine rate of animals and animal products of 100%, “lean meat powder” testing of 30,000 head-portions, and raw milk monitoring of 1,200 head-portions. Do a good job in production safety and social stability; in accordance with the provisions of production safety “shared responsibility of Party and government, dual responsibility for one post, joint management, and accountability for dereliction of duty” and petition stability “dual responsibility for one post,” conscientiously do a good job in the industry's production safety and petition stability maintenance work.
(7) Make industrial assistance solid and boost poverty alleviation. Further integrate project funds to implement “six ones” targeted poverty alleviation, promote the “1235” model, and through the development of the animal husbandry industry achieve “annual income of 20,000, poverty alleviation in one year, loan repayment in three years, and never returning to poverty.” Promote models such as “foster care” and “substitute raising” to drive poor farmers to develop breeding, resolve problems such as lack of funds, lack of technology and the market, reduce epidemic risks, and avoid market risks. Guide poor households to participate in industrial development and share industrial benefits through methods such as land and project subsidies as shares. Through assistance, the city will complete animal husbandry industry poverty alleviation for 727 people, and fully complete the task of lifting 10,000 people out of poverty through animal husbandry in three years.
(8) Strictly administer according to law and strengthen animal husbandry law enforcement. Implement “promoting animal husbandry according to law and governing animal husbandry according to law,” and strengthen the study and publicity of animal husbandry and veterinary laws and regulations. Strengthen the construction of the law enforcement team, improve the quality of law enforcement personnel, strictly conduct legality review and law enforcement procedures, and improve the capacity and level of animal husbandry and veterinary administrative law enforcement.
