Zichuan District Releases 2017 Key Work Points for Animal Husbandry and Veterinary Work
Earnestly implement the spirit of the Fifth and Sixth Plenary Sessions of the 18th CPC Central Committee, take the promotion of a new model of healthy breeding as the main line, take scientific and technological innovation as the driving force, take the treatment of breeding pollution as the focus, and take disease prevention and control and safety supervision as the guarantee, innovate working mechanisms, renew work concepts, transform the development mode, adjust the industrial structure, tap variety resources, highlight specialty breeding, and advance the faster and better development of modern animal husbandry.
Key Work
1. Grasp the comprehensive utilization of livestock and poultry manure, and lead a new model of healthy breeding. Earnestly implement the Shandong Province Implementation Plan for the Treatment of Livestock and Poultry Breeding Manure and the requirements of the Municipal Party Committee and Municipal Government for the construction of an ecological Zibo, focus on promoting the transformation of livestock and poultry breeding methods and the treatment and utilization of manure from livestock and poultry farms, actively promote technologies such as biological fermentation deodorization, adding enzymes to livestock and poultry feed, and biological fermentation beds, accelerate the pace of organic fertilizer production, promote comprehensive cyclic utilization, intensify manure treatment efforts, and ensure that livestock and poultry farms (zones) are equipped with facilities for comprehensive manure utilization or harmless treatment, so as to achieve harmless treatment of manure, improve the breeding ecological environment, and consolidate the results of odor treatment in the breeding industry. Create a resource-saving and environment-friendly modern animal husbandry development model, and realize a virtuous cycle in agriculture.
2. Grasp the supervision of breeding inputs, and ensure the quality and safety of livestock products. Taking the opportunity of creating an advanced district for food safety and an agricultural product quality and safety district in the whole province, improve the registration and filing management system for veterinary drugs, implement feed safety management standards, strictly supervise the quality of inputs, strengthen supervision of the operation and use of antibiotics, and effectively control the source of breeding inputs. Deepen the achievements of creating a demonstration county for livestock product quality and safety, and continue to carry out special rectification actions across the district for “lean meat powder”, melamine, raw milk, veterinary drugs, feed, and others. Strengthen quarantine supervision, do a good job in the management of designated pig slaughtering, strictly perform duties in accordance with the law, strengthen daily supervision and inspection of pig slaughtering activities, and crack down on illegal and criminal acts such as private slaughtering in accordance with the law; make full use of remote designated monitoring to improve supervision and management capabilities at key links across the entire industrial chain, and ensure that no major livestock product quality and safety incidents occur.
3. Grasp the prevention and control of animal epidemics, and ensure the healthy development of animal husbandry. First, do a good job in the prevention and control of major animal epidemics. Implement the spirit of higher-level major animal epidemic prevention and control, complete the spring and autumn major animal epidemic prevention and control work with quality and quantity, and consolidate the district's achievement of being free of epidemics. Second, do a good job in epidemic monitoring and epidemiological investigation. Improve the monitoring system and network, strengthen veterinary laboratory management, establish an epidemiological database, and provide a scientific basis for epidemic warning and prevention and control decision-making. Third, do a good job in the prevention and control of zoonoses. Collaborate with health departments to do a good job in follow-up investigation and monitoring screening of human brucellosis cases, improve the level of prevention and treatment of zoonoses, and enable brucellosis prevention and control to transition from effective control to gradual purification and elimination. Fourth, comprehensively do a good job in emergency response. Improve the emergency system and emergency plans, strengthen emergency duty, improve the ability to respond to sudden epidemics, and ensure that no major animal epidemics occur throughout the year. Fifth, do a good job in the collection, transportation, storage, and harmless treatment of dead livestock and poultry, ensure food safety and ecological environment safety, promote the healthy development of the breeding industry, and gradually advance a harmless treatment system for dead livestock and poultry covering all links such as raising, slaughtering, operation, and transportation, and build a scientific, complete, and efficiently operating mechanism for the harmless treatment of dead livestock and poultry.
4. Grasp standardized demonstration construction, and promote the upgrading of animal husbandry. Comprehensively advance the creation of modern breeding demonstration farms, and continuously improve the level of standardized livestock and poultry production. Vigorously develop herbivorous livestock and poultry and ecological circular animal husbandry, combine with livestock and poultry manure treatment and the promotion of new technologies, improve cost-effectiveness through wet feeding technology and fermentation bed technology, realize “zero discharge” of pig farm waste and sewage, realize cyclic utilization, and effectively improve the ecology; through policy guidance and demonstration-driven development, build a group of modern demonstration breeding farms with high technological content, advanced facilities, and significant comprehensive benefits.
5. Grasp the creation of livestock product brands, and enhance the market advantage of animal husbandry. Accelerate the pace of “three products and one label” certification, actively guide eligible breeding farms to apply for pollution-free livestock product certification, and improve the quality and safety level of livestock products. Give full play to our district's location advantages and variety resource advantages, vigorously develop specialty breeding such as Tibetan fragrant pigs, pheasants, bees, and red goats, form a Zichuan animal husbandry brand with distinctive characteristics and strong competitiveness, list Banyang fragrant pig pork as specially supplied food for the Shandong Provincial Sports School, and strive to create a provincial demonstration zone for animal husbandry tourism.
6. Grasp key projects in animal husbandry, and promote the enhancement of industrial competitiveness. Focus on the Provincial Green Animal Husbandry Demonstration County Construction Project and the Provincial Modern Animal Husbandry Demonstration County Construction Project, give full play to the demonstration and leading role of the projects, and accelerate the pace of green modern animal husbandry development across the district. Actively seek policy support, broaden financing channels, absorb industrial and commercial capital, and build an investment mechanism led by the government, with multi-party participation, and flexible and efficient.

Third, actively seek higher-level technical promotion projects such as animal epidemic prevention and control, resource utilization of livestock and poultry manure, and fermented feed wet feeding, and improve the scientific and technological level of animal husbandry across the district.
2. Strengthen scientific and technological support. Taking the “Zichuan Hundred Experts Tour Activity” as an opportunity, strengthen collaboration with institutions of higher learning and scientific research institutes, accelerate the pace of promoting and transforming scientific and technological achievements, and improve the scientific and technological level of animal husbandry development across the district.
3. Accelerate the transformation and upgrading of animal husbandry. Adhere to the principles of reducing quantity, improving quality, and increasing efficiency, position toward high-end characteristics, optimize the industrial structure, enrich development connotations, accelerate the transformation and upgrading of animal husbandry, lead the diversified development of animal husbandry, and realize the transformation from a “mid-range quantity type” to a “high-end quality type”, from “grain-fed livestock and poultry” to “grass-fed livestock and poultry”, and from “primary industry advancing alone” to “integration of the three industries”. Do a good job in deep processing of livestock products, increase the added value of livestock products, and build a new pattern of coordinated regional development integrating production, life, and ecology.
