Wuqi County Releases 2017 Key Work Points for Animal Husbandry and Veterinary Medicine

2017 is the opening year for implementing the spirit of the city's Fifth Party Congress, a crucial year for realizing the reform of the agricultural supply-side structure and accelerating the catch-up and surpassing, and also a key year for accelerating the transformation and upgrading of the animal husbandry industry.

The basic approach to animal husbandry work in 2017 is: conscientiously implement the spirit of the provincial and municipal agricultural and rural work conferences and the municipal animal husbandry and veterinary medicine work conference, adhere to the five major development concepts, closely follow the requirements of supply-side structural reform, catch-up and surpassing, and “ensuring supply, ensuring safety, ensuring ecology”, follow the development approach of “scale expansion, quality improvement, processing breakthrough, transformation and upgrading”, center on the main thread of supply-side structural reform, take transformation and upgrading and catch-up and surpassing as the two major goals, strive to achieve breakthroughs in three aspects: standardized large-scale breeding, “one village one product, one township one industry” construction, and livestock product quality and safety, and strive to realize four improvements: large-scale operation, refined management, green circular development, and deep processing of livestock and poultry, ensuring the sustained, healthy, and rapid development of our county's animal husbandry industry.

The overall goals are: the county's raising volumes of pigs, cattle, sheep, and poultry reach 143,000 head, 4,600 head, 232,000 head, and 425,000 birds respectively, of which the year-end inventories of pigs, cattle, sheep, and poultry reach 68,000 head, 3,000 head, 150,000 head, and 205,000 birds respectively, and the slaughter volumes reach 75,000 head, 1,600 head, 82,000 head, and 225,000 birds respectively. Achieve total meat output of 6,000 tons, poultry egg output of 1,500 tons, and milk output of 35 tons. Build 200 semi-enclosed pig houses with an area of 90 sq m or more and an inventory of 25 head or more, and build 25 standardized sheep farms with an area of 400 sq m or more and an inventory of 200 head or more (for the target tasks of each town and subdistrict office, see the attached table), develop 2 livestock-related “one village one product” specialized villages, create 2 municipal-level standardized livestock and poultry breeding demonstration farms, cultivate 9 large livestock and poultry breeding households, cultivate 3 large livestock product processing households, develop 7 livestock and poultry breeding specialized cooperatives (associations), and certify 1 family pasture.

Centering on the above basic approach and overall goals, the following 9 areas of work will be focused on in 2017:

(1) Strive to promote structural adjustment and mode transformation of the animal husbandry industry

First, establish an industrial pattern led by pigs and sheep, with trials of beef cattle and meat donkeys providing demonstration-driven guidance, strengthen technical services, actively promote standardized large-scale breeding, develop contract animal husbandry, and strive to promote industrial transformation and upgrading. Second, carry out pollution-free certification of livestock products, establish a traceability system for livestock product quality and safety, and promote the transformation of animal husbandry from extensive growth driven by scale and speed to intensive development driven by quality and efficiency. Third, consolidate the achievements of closing hillsides to prohibit grazing and returning farmland to forest, actively develop sheep breeds suitable for housed feeding such as Hu sheep, explore new paths to resolve the conflict between forestry and animal husbandry, and achieve the goal of a win-win situation for ecological construction and animal husbandry industry development.

(2) Actively carry out standardized demonstration creation for livestock and poultry

First, take the standardized demonstration creation activity as an opportunity, with the goal of achieving “improved livestock and poultry breeds, facility-based breeding, standardized production, institutionalized epidemic prevention, and harmless manure treatment”, focus on sheep, live pigs, beef cattle, meat donkeys, and poultry, promote standardized large-scale production and industrialized operation of livestock and poultry, and gradually reverse the situation in which the county's farms are large but not strong, and numerous but not excellent. Second, further optimize the structure of large-scale breeding, encourage and support farms to accelerate technological upgrading and transformation, and improve the level of automated, intelligent, and facility-based equipment. In 2017, the county strives to create 2 municipal-level standardized breeding demonstration farms. Third, solidly carry out comprehensive prevention and control of livestock and poultry breeding pollution, strengthen whole-process supervision, and continuously expand the supply of green and high-quality livestock products. At the same time, strengthen communication and coordination with environmental protection and other relevant departments, cooperate closely, scientifically delineate prohibited and restricted livestock and poultry breeding zones, and lawfully close livestock and poultry farms within prohibited zones, jointly promoting the prevention and control of livestock and poultry breeding pollution.

(3) Strive to promote “one village one product” construction

First, in accordance with the requirements of the “Implementation Opinions on Promoting the Construction of ‘One Village One Product, One Township One Industry’ in 2017”, and in light of our county's actual conditions, vigorously develop livestock-related “one village one product, one township one industry” specialized villages and towns. Earnestly implement the preferential support policies of the central, provincial, and municipal governments, actively seek project funding support from higher-level departments, integrate and coordinate relevant project funds, and continuously increase investment and support for “one village one product, one township one industry”. Second, actively organize and hold various forms of training courses, strengthen breeding technology training, enhance service guarantee capacity, and cultivate a group of excellent leaders and technical backbones for “one village one product, one township one industry” who understand operations, can manage, and have drive, optimize their development concepts and approaches, provide strong technical support and talent guarantee for “one village one product, one township one industry”, and promote the upgrading of “one village one product, one township one industry” specialized village and town construction. In 2017, the county strives to build 2 livestock-related “one village one product” demonstration villages.

(4) Actively cultivate new industry formats and new business entities

First, guide farms (households) to form farmers' specialized cooperatives or associations. In 2017, the county strives to newly establish 7 breeding and processing specialized cooperatives or associations. Second, implement the provincial-level mutton sheep base county construction project well, and newly develop 15 to 30 Hu sheep breeding households and 1 family pasture. Third, encourage and support business entities to strengthen mutual assistance and cooperation through “company + base + farmers”, “cooperative + farmers”, e-commerce, and other methods, encourage college students to start businesses, and provide effective organizational carriers for industry development.

(5) Make every effort to promote the integrated development of the animal husbandry industry

First, gradually extend the focus of animal husbandry industry development toward the value-added deep processing of livestock products, extend the industrial chain, increase the added value of livestock products, open up the channel for the integrated development of the primary, secondary, and tertiary industries, and promote income growth for breeders. Second, actively implement the brand strategy, make good use of the brand “Wuqi Dijiaojiao Mutton”, strive to build market visibility, and by innovating livestock product marketing and promotion methods, try to develop e-commerce, and promote the deep integration of “Internet++” with animal husbandry production and operation entities.

(6) Solidly carry out animal epidemic prevention work

First, earnestly implement the “dual-track system” requirements for animal epidemic prevention, clarify target tasks, sign target responsibility statements at each level, implement the main responsibility for animal disease prevention and control work at the county, town, and village group levels, and form a work pattern in which each level supervises the next and responsibilities are implemented level by level. Second, in conjunction with the “Medium- and Long-Term Animal Disease Prevention and Control Plan (2012-2020)”, strictly carry out the prevention and control of major animal diseases and zoonoses such as brucellosis, tuberculosis, rabies, and anthrax, ensuring the smooth implementation of our county's medium- and long-term animal disease prevention and control plan. Third, strictly in accordance with the spirit of the central, provincial, and municipal major animal disease prevention and control work conferences, carry out major animal disease prevention and control work in the spring and autumn, ensure that the compulsory immunization density for livestock and poultry is maintained above 90% year-round, the immunization density of livestock and poultry that should be immunized reaches 100%, and the qualified rate of immune antibodies remains above 70%, so that epidemic prevention leaves no blind spots, and ensure that no regional major animal epidemic occurs in our county. Once an epidemic occurs, it must be reported quickly, responded to immediately, and handled decisively to prevent the spread and diffusion of the epidemic.

(7) Effectively strengthen supervision of livestock product quality and safety

First, strictly supervise animal husbandry inputs, fully implement credit archives and purchase and sales ledger management for the production and operation of animal husbandry inputs, and actively carry out traceability work in the veterinary drug operation segment. Increase monitoring of the quality and safety of veterinary drugs, feed, and livestock products, deeply carry out special testing for banned additives such as “lean meat powder” and veterinary drug residues, and ensure livestock product quality and safety from the source. Second, strengthen quality safety and production safety supervision of slaughterhouses, cut off the channels for substandard livestock products to enter the market, and promote the standardization of livestock and poultry slaughter management. Third, continuously and deeply carry out special rectification activities. This year, the county animal health supervision institute must carry out at least two or more special rectification activities for veterinary drugs, raw milk, slaughtering, and crackdowns on fake agricultural materials. Especially during holidays, supervision and law enforcement must be intensified. In the future, the animal health supervision institute must strengthen supervision of key links such as livestock and poultry production, transportation, and slaughtering, strictly investigate and punish illegal acts in the production and operation process in accordance with the law, and ensure the people's “safety on the tip of the tongue”.

(8) Earnestly do a good job in statistics on the completion of animal husbandry production target tasks

According to the 2017 animal husbandry production assessment targets issued by the municipal animal husbandry and veterinary medicine bureau, our bureau now decomposes the tasks to each town and subdistrict office. Each town and subdistrict office is requested to take the lead in implementation according to the target tasks, ensure completion on time, and before the 16th of each month, complete the “2017 Monthly Report on the Completion of Animal Husbandry Production Target Tasks”, affix the official seal, and fax it to our bureau office.

(9) Continuously strengthen Party building and discipline and work style rectification of government agencies and units

First, continue to deepen the “two studies, one action” learning and education, treat “two studies, one action” learning and education as a routine, normalized, and institutionalized activity within the Party and persist to the end, integrate it into the new normal of Party member education and management, and persist unremittingly for the long term. Second, resolutely implement and carry out the spirit of the central “eight-point regulation” and the “Guidelines” and “Regulations”, relentlessly correct the “four winds”, actively carry out the “three special” investigations, conduct self-examination and self-correction of various unhealthy tendencies in the industry, and promote the continuous transformation of cadre work style. Third, vigorously rectify the work style of government agencies and units. This year, problems such as drifting thinking, low standards, and poor state must be solved; problems such as weak awareness of serving the grassroots, failure to observe work discipline, unauthorized departure from duty, and arbitrary lateness and early departure must be solved; focus on rectifying problems such as disregarding the organization, acting without rules, failing to observe discipline, doing as one pleases, putting the individual above all, and failing to obey leadership arrangements. Through the rectification of agency discipline and work style, enable all system staff, especially grassroots stations, to establish the idea of starting businesses and doing practical work, observe discipline, obey commands, and strive to change the external image.
