Xuecheng District Issues Key Priorities and Opinions for Animal Husbandry and Veterinary Work in 2017

The overall approach for the district's animal husbandry and veterinary work in 2017 is, under the correct leadership of the district Party committee and district government, to thoroughly implement the spirit of the 18th National Congress of the Party and the 6th Plenary Session of the 18th Central Committee, and the spirit of General Secretary Xi Jinping's series of important speeches; to fully recognize the importance and difficulty of modern animal husbandry development during the “13th Five-Year Plan” period; to closely focus on “one main line” (taking supply-side structural reform as the main line); to vigorously implement “two major strategies” (brand creation strategy and ecological development strategy); to solidly advance “three major projects” (the project of full coverage of compulsory immunization, the project of livestock product quality and safety supervision, and the project of manure treatment and resource utilization); to strive to achieve “four ensures” (ensure effective supply of livestock products, ensure livestock product quality and safety, ensure no major animal epidemic occurs, and ensure no major pollution incident occurs); and to focus on building a modern animal husbandry sector that is efficient in output, safe in products, resource-conserving and environmentally friendly.

I. Comprehensively advance “transforming the mode and adjusting the structure” and accelerate the transformation and upgrading of animal husbandry.

First, accelerate the advancement of standardized demonstration creation. Continue to carry out the “ministry, province, city, county” four-level joint creation activity for standardized livestock and poultry breeding demonstration farms, and create 5 demonstration farms at or above the municipal level for standardization, ecology, straw-based livestock feeding, and high-efficiency specialty farming. At the same time, actively create a modern animal husbandry demonstration county project. Second, accelerate the creation of major project counties. Around the leading industry, advance the 100,000-head pig breeding base construction project of Lunan Breeding Pig Co., Ltd., and strive to reach as soon as possible the standards stipulated in the Measures for the Administration of Reward Funds for Major Pig-Producing Counties issued by the Ministry of Finance. Third, cultivate high-quality brands. Support leading enterprises in strengthening technological transformation and product innovation, increase the proportion of high-quality, high-end, high-value-added products, advance quality improvement and efficiency enhancement in animal husbandry, comprehensively carry out the certification work for “three products and one label,” and strive for all standardized demonstration farms at or above the municipal level to pass pollution-free certification. Fourth, advance structural adjustment. Implement the pilot work of “grain-to-feed,” do a good job in policy publicity, help farmers calculate the “income increase account,” promote whole-plant silage technology for corn and other feed crops, and build a “grain, economic crop, feed” ternary planting structure. Vigorously develop grass-eating animal husbandry such as cattle, sheep and rabbits, and accelerate the advancement of breeding structure adjustment.

II. Comprehensively advance the treatment of livestock and poultry breeding pollution and vigorously develop ecologically friendly animal husbandry.

First, strictly implement the layout plan for livestock and poultry breeding. In prohibited breeding zones, cooperate with local governments and relevant departments to close or relocate within a time limit in accordance with relevant national, provincial and municipal regulations. In restricted breeding zones and suitable breeding zones, newly built farms (zones) shall strictly implement the environmental impact assessment and the “three simultaneities” system, accelerate the progress of standardized renovation of existing large-scale farms within a time limit, and cultivate 3 demonstration farms for manure treatment and resource utilization. Second, accelerate the promotion of manure resource utilization models. According to different breeding species and breeding scales, the animal husbandry station shall formulate technical guidance implementation plans, and promote by category manure treatment and utilization models such as natural fermentation, litter fermentation beds, organic fertilizer production, and biogas production. Carry out the construction of demonstration sites integrating planting and breeding, combine manure treatment and utilization with improving soil fertility, realize the fertilization of fields, high yields and enrichment of people through breeding manure, and achieve a livestock and poultry manure treatment utilization rate of more than 80%. Third, focus on advancing the construction of a harmless treatment and collection system for dead livestock and poultry. Implement the Opinions of the General Office of the State Council on Establishing a Harmless Treatment Mechanism for Dead Livestock and Poultry, actively seek policy support, build the Xuecheng District Harmless Treatment Center for Dead Livestock and Poultry at an appropriate time, strive to include all large-scale farms in the harmless treatment system, and prevent the random discarding of dead livestock and poultry.

III. Improve and perfect the animal disease prevention and control system and safeguard public health security and livestock and poultry breeding safety.

First, strengthen the implementation of comprehensive prevention and control measures. Earnestly implement the Zaozhuang City Medium- and Long-Term Animal Disease Prevention and Control Plan (2013—2020), focus on major animal diseases, strengthen centralized immunization in spring and autumn, achieve 100% immunization of livestock and poultry that should be immunized, strengthen epidemic monitoring and early warning, improve emergency response levels, and ensure that no regional major animal epidemic occurs in the district. Coordinate the prevention and control of zoonoses, accelerate the purification of brucellosis, tuberculosis and rabies, and safeguard public health security. Second, strengthen support and guarantees for disease prevention and control. Strengthen cooperation with the municipal veterinary laboratory, fully equip instruments and equipment, and effectively improve the district's testing and detection level for animal diseases, veterinary drugs and feed. Explore and establish a new mechanism for compulsory immunization against major animal diseases, deeply advance the filing system for self-purchased compulsory immunization vaccines on large-scale farms, and actively carry out pilot work on direct subsidies for self-purchased compulsory immunization vaccines. Third, strengthen the building of safeguard mechanisms. Strengthen the assessment and training of grassroots animal disease prevention and inspection personnel, and give full play to their role as the main force in prevention and control. Strengthen material and funding guarantees for vaccine funds, epidemic prevention materials, emergency materials, monitoring funds and reserve funds for emergency handling of major animal epidemics, and ensure the normal conduct of animal disease prevention and control.

IV. Strengthen law-based animal husbandry administration and focus on building a livestock product quality and safety safeguard system.

First, strive to ensure the safe use of inputs. Implement the official veterinary supervision system for livestock and poultry farms, continue to carry out special rectification of inputs such as veterinary drugs and feed as well as prohibited additives such as “clenbuterol” and “melamine,” increase the frequency and density of sampling inspections, and achieve a 100% rate of lawful handling of problem enterprises and problem products. Second, focus on strengthening animal health supervision and law enforcement. Solidly carry out origin quarantine, slaughter quarantine and highway animal health supervision inspection station inspections for livestock and poultry, continue to carry out the standardized construction of quarantine declaration points, the system of stationed inspection at slaughter enterprises and the 24-hour duty system on the Beijing-Taipei Expressway, improve the on-site law enforcement image recording system, and raise the level of informatization and traceability of quarantine. Third, focus on advancing the transformation and upgrading of the slaughter industry. Strengthen the main responsibility of district (city) governments, adhere to the principle of tackling easier tasks first and making breakthroughs at key points, reduce small slaughter sites in batches and by proportions, standardize the order of the slaughter industry, and eliminate safety hazards such as illegal slaughtering and slaughtering of dead livestock and poultry. Carry out “withdrawing sites and merging plants, fixed-point delivery,” and attract investment to build 1 standardized pig slaughter and processing enterprise. Gradually build a slaughter supervision technical system for the “reassuring meat” service system, and improve the traceability system for meat product quality and safety. Fourth, focus on advancing the construction of an informatized supervision platform. Formulate a plan for seeking an informatized supervision platform construction project, establish an informatized supervision platform for livestock product quality and safety covering the whole district, and realize digital, visual and traceable management of links such as inputs, breeding, disease prevention and quarantine, and slaughtering. Fifth, focus on advancing joint law enforcement. Integrate the law enforcement forces within the bureau, strengthen work connections among departments and offices, and carry out 2 comprehensive animal husbandry and veterinary law enforcement actions in a concentrated manner. Further strengthen collaboration with public security, food and drug and other departments, establish a linkage mechanism between inspection and enforcement, and form a work pattern of strong departmental connection, multi-party social participation and overall advancement of supervision. Severely crack down on illegal acts, increase penalties, and ensure the people's “safety on the tip of the tongue.” Ensure that no major livestock product quality and safety incident occurs.

V. Focusing on strengthening the construction of the support and safeguard system, stimulate the vitality of animal husbandry development.

First, actively seek support policies. Pay close attention to trends in policies supporting animal husbandry and benefiting farmers, combine them with the actual development of animal husbandry, actively do basic work such as data statistics, conscientiously do project packaging, and, in the spirit of “jumping up to pick peaches,” actively seek support policies for animal husbandry such as modern animal husbandry development platforms and major pig-producing counties; seek to include the working funds of the Beijing-Taipei Expressway animal health supervision inspection station in the provincial-level fiscal budget. Increase supervision over the implementation of support policies, and ensure that the application, allocation, implementation and acceptance of project funds are compliant and lawful throughout the entire process. Second, strengthen the promotion and training of animal husbandry and veterinary technology. Taking the implementation of fiscal support agricultural technology promotion projects as a starting point, strengthen the promotion and application of practical technologies such as improved breed cultivation, healthy breeding, program-based immunization, quality and safety control, feed crop planting, and waste treatment and utilization, and improve the overall scientific and technological level of the industry. Third, strengthen the writing and submission of animal husbandry information. All departments and offices shall, around the central work of animal husbandry, phased work priorities and important work of concern to leaders at all levels, collect and organize information, submit no fewer than 2 pieces of information and briefings to the office each month, and complete commissioned drafting tasks from relevant higher-level departments on time.
