The "2017 Key Work Points for Animal Husbandry and Veterinary Medicine of the Whole City" are hereby issued to you. Please conscientiously implement them in light of the actual conditions of your locality and unit.

I. Overall Approach

Thoroughly implement the spirit of the central, provincial, and municipal rural work conferences and the provincial animal husbandry and veterinary work conference. In accordance with the decisions and arrangements of the Municipal Party Committee's Document No. 1, persist in using the new concepts of “innovation, coordination, green, openness, and sharing” to lead new development in animal husbandry and veterinary medicine. With the goals of “ensuring supply, ensuring safety, and ensuring ecology” and building a strong animal husbandry city, take the supply-side structural reform of the animal husbandry industry as the main line, and strive to improve comprehensive benefits and competitiveness; with safety and controllability as the guarantee, strive to strengthen the implementation of disease prevention and control and livestock product safety supervision measures; with the deepening of green development of animal husbandry as the driving force, strive to promote the integration of the primary, secondary, and tertiary industries, and accelerate the construction of modern animal husbandry.

II. Work Objectives

In 2017, the output value of animal husbandry in the whole city will grow by 2%; ensure that no regional major animal epidemic and no major livestock product quality and safety incident occur.

III. Main Measures

1. Advance supply-side structural reform to promote the transformational development of animal husbandry. First, vigorously develop “one high and three new” animal husbandry. It is planned to promote the “one high and three new” model to 310 farming households, accounting for 66% of the total number of scale farming households, an increase of 5 percentage points over 2016. Second, promote the integration of farming and animal husbandry, the grain-to-feed project, and develop grass planting for livestock rearing and straw-based livestock rearing. Every county, city, and district must establish a pilot project of 1,000 mu of grass planting for cattle and sheep raising, and the citywide area of grass planting for cattle and sheep raising shall reach 10,000 mu. Third, promote brand creation. Every county, city, and district shall, with “green, high-quality, healthy, and safe” as the standard, focus on creating 1-2 brands. Well-known brands such as Shendan shall be further expanded and strengthened. Fourth, adjust the industrial structure and promote the integrated development of the primary, secondary, and tertiary industries. Strengthen docking and cooperation with well-known e-commerce platforms, use new channels such as “two micros and one client”, and vigorously develop new forms of e-commerce marketing for livestock products. Actively develop landscape animal husbandry and experience animal husbandry, increase the proportion of livestock and poultry product processing, and continuously build supply chains, extend industrial chains, and expand value chains. Fifth, continue to carry out the “four-level joint creation” activity for standardized demonstration farms. In 2017, it is planned to create 1 ministerial-level and 5 provincial-level demonstration farms respectively. At the same time, strengthen poverty alleviation through the animal husbandry industry. Do a good job in leading-enterprise-driven poverty alleviation, nanny-style poverty alleviation, and training-based poverty alleviation.

2. Take multiple measures simultaneously to forcefully advance the comprehensive treatment of livestock and poultry breeding pollution. Comprehensively complete the closure and relocation of farms (communities) in prohibited breeding zones. Learn internally from Anlu and externally from Xiantao and Songzi to promote the comprehensive resource utilization of livestock and poultry manure. At the same time, strictly supervise environmental impact assessments and the construction of manure treatment facilities for newly built farms (communities), and strictly design, construct, and operate in accordance with the “three simultaneous” requirements.

First, improve the level of comprehensive utilization of manure. Actively develop the organic fertilizer industry, turn waste into treasure, and focus on supporting pilot projects for the comprehensive utilization of livestock and poultry manure mainly oriented toward rural energy and agricultural organic fertilizer.

Second, do a good job in the transformation and upgrading toward scale and intensification. Support eligible large-scale livestock and poultry farms in carrying out standardized renovation, strengthen the application and promotion of modern technology, and promote cost reduction and efficiency improvement and upgrading of the breeding industry.

Third, consolidate and expand the effectiveness of the pilot model of comprehensive manure utilization in Anlu City, and promptly summarize mature experience and models for livestock and poultry manure treatment.

3. Do a good job in the prevention and control of major animal epidemics and improve the level of epidemic prevention work. First, do a good job in compulsory immunization against major animal epidemics. Carry out spring and autumn prevention inspection and supervision and immune effect evaluation, and ensure that the basic immunization density for 6 major animal epidemics such as avian influenza and foot-and-mouth disease reaches 100%, and the herd antibody qualification rate reaches 70%.

Second, strengthen the management of animal vaccines. Do a good job in the statistical reporting of planned applications and actual usage numbers of compulsory immunization vaccines. Continue to advance immunization file recording and vaccine empty bottle recycling to promote the standardization of vaccine management.

Third, continue to advance the purification of sheep brucellosis and other disease purification work. Continue to intensify brucellosis purification work citywide to ensure that the effects of purification work become evident.

Fourth, strengthen disease monitoring work. All localities must complete the annual monitoring and sampling submission tasks assigned by the province and city, expand the scope of animal disease monitoring, carry out epidemiological investigation and animal disease risk assessment work, and adhere to the principles of “early, fast, strict, and small” and “strike as soon as it appears” in handling emergency situations.

Fifth, do a good job in schistosomiasis control work. Solidly complete the monitoring, preventive medication, and risk assessment work for livestock schistosomiasis, and strengthen contact with health departments to maintain consistency in work.

Sixth, explore new mechanisms for epidemic prevention reform. Encourage innovation in animal epidemic prevention mechanisms and promote pilot work on the professionalization of epidemic prevention teams. Explore the effectiveness and existing problems of the “vaccinate first, subsidize later” pilot, and put forward measures and suggestions for further improving the pilot work.

4. Strengthen whole-process supervision to ensure the quality and safety of livestock products. Continue to thoroughly implement the “four strictest” requirements, deeply carry out special rectification of livestock product quality and safety and the agricultural product quality “Xiaogan Tour” activity, intensify supervision and random inspection, problem investigation and handling, and strengthening of main responsibilities, and ensure that no major livestock product quality and safety incident occurs.

First, complete the application of 1-2 counties and cities for provincewide livestock product quality and safety excellence and vying for the top work. Actively carry out the special action of “investigating responsibilities, plugging loopholes, and strictly supervising”.

Second, improve and establish a quality and safety supervision system covering the whole process, all links, and all elements. Continue to take the construction of veterinary drug business GSP as the starting point, and promote the implementation of standardized GSP operation of veterinary drugs and the transformation of rural veterinary diagnosis and treatment throughout the city. Strictly guard the source safety gate for market access of animal husbandry inputs. The monitoring qualification rate for veterinary drug residues and “clenbuterol” in livestock products shall be above 98.2%; the monitoring qualification rate for “melamine” in raw milk and poultry eggs shall be 100%; the qualification rate for veterinary drug quality shall be above 90%; the qualification rate for random inspection of feed quality and safety shall be above 95%. Livestock product safety screening shall be more than 2,000 batches per county.

5. Vigorously carry out investment attraction and strengthen project performance management.

First, according to project internal control and fund management requirements, formulate and improve relevant performance management systems, strengthen project performance evaluation and special audits, and for projects with poor performance and many existing problems, urge rectification and implementation and seriously pursue accountability and effectiveness.

Second, grasp project planning. Adhering to the concept of “creating something from nothing, making the existing excellent, and making the excellent strong”, rationally lay out and coordinate planning for ecological projects such as comprehensive manure utilization as well as integrated operation projects such as feed production, fine breed reproduction, scale farming, and deep processing of livestock and poultry products.

Third, grasp investment attraction. Pursue investment attraction with confidence, and each county, city, and district shall attract 2-3 projects with investment of more than 50 million yuan to land.

Fourth, increase the intensity of major project construction. Mainly do a good job in three project constructions, namely: the new project is the 10,000-head breeding pig construction project of Anlu City Dabeinong Group, and the continued construction projects are the Yunmeng 930 laying hen breeding project and the egg product processing plant and feed plant project of Yunmeng Shenda Agricultural Development Co., Ltd.

6. Advance the construction of a harmless treatment system for dead and diseased animals and standardize slaughter management work.

First, strengthen land expropriation, project landing, and environmental impact assessment, break through the bottleneck in the construction of harmless treatment facilities for dead and diseased animals, complete the construction of the Xiaochang livestock and poultry harmless treatment center, and ensure that in 2017 the whole city basically completes a harmless collection and treatment system for dead and diseased livestock and poultry covering links such as breeding, slaughtering, operation, and transportation.

Second, highlight the management of the slaughter industry. Do a good job in the promotion and demonstration of the Dawu model of “centralized slaughtering, unified distribution, and integrated operation”. Continue to do a good job in implementing the “five accounts and two forms”. Deepen the “mine-clearing operation” for pig slaughter supervision.

Third, fully give play to the coordinating and leading role of the Xiaonan District Government and the supporting role of relevant municipal departments, and accelerate the process of standardizing pig slaughter management in the Xiaogan urban area.

7. Do a good job in informatization construction and statistical work. Focus on the construction of the citywide animal husbandry informatization platform, strive to build a good Xiaogan animal husbandry and veterinary portal website, and better guide public opinion on animal husbandry. In 2017, each county, city, and district shall submit no fewer than 5 pieces of information to the municipal bureau information platform each month. At the same time, local animal husbandry departments shall cooperate in doing a good job in animal husbandry census work.

8. Effectively strengthen and improve leadership over animal husbandry and veterinary work. Firmly grasp ideological construction, capacity building, work style construction, and discipline construction, deeply carry out “two studies and one action” and the great discussion on emancipating the mind and rectifying tendencies and discipline to promote leapfrog development, persist in arming with theory, firmly maintain political stance, and strive to forge a contingent of animal husbandry system cadres who are “loyal, clean, and responsible”.
