Yanchuan County Key Work Arrangements for Animal Husbandry in 2017
To all towns, subdistrict offices, the Animal Disease Prevention and Control Center, the Animal Health Supervision Institute, the Slaughterhouse Management Office, and all township animal husbandry and veterinary stations:
The animal husbandry industry is one of the important pillar industries of our county's agricultural and rural economy, and plays an important supporting role in the development of the county's agricultural industry. 2017 is the closing year for the county to achieve comprehensive poverty alleviation and prosperity. To ensure the healthy development of our county's animal husbandry, in accordance with the requirements of the county Party committee and county government and higher-level departments, and in light of the actual development of the animal husbandry industry, the following arrangements are hereby made:
I. Work Approach
Guided by the five development concepts, we will take poverty alleviation as the overarching framework for all animal husbandry work. With the advancement of supply-side structural reform in agriculture as the focus, we will promote local, special, and high-quality products and pollution-free industries, and cultivate new prosperity-generating industries. We will focus on promoting the circular agriculture production model of fruit-livestock-biogas, jujube-livestock-biogas, and vegetable-livestock-biogas to achieve organic circular development in agriculture. We will continuously advance the standardization, large-scale operation, ecological development, and branding of the animal husbandry industry, and strive to improve the management level of the entire animal husbandry chain.
II. Production Tasks
2017 production tasks (stock): pigs 89,000 head, cattle 28,000 head, donkeys 2,000 head, sheep 60,000 head, poultry 265,000 birds; meat 8,000 tons, eggs 3,800 tons, milk 430 tons.
III. Key Work
1. Clarify tasks and arrange a rational layout. According to the county government's “13th Five-Year Plan” and the “22111” agricultural industry development goals, the plan is for the county's large livestock stock to reach 100,000 head by 2020. This year, developing large livestock will be the focus of laying the foundation. In 2017, it is planned to add 10,000 head in conjunction with targeted poverty alleviation. Through the model of “poverty alleviation development company + cooperative (company) + farming households,” with government support, companies providing the platform, cooperative operation, and driving farming households, we will use the sites, funds, and management experience of companies (cooperatives) to cooperate with farming households, sign benefit-sharing agreements, solve cost issues such as hiring personnel for companies and cooperatives, and use the labor and land of farming households to solve the practical problems of farming households lacking funds, technology, and management experience. We will transfer terrace, dam, and plateau land to solve the winter straw problem. For chickens, pigs, sheep, etc., in light of actual conditions, we will build bases and establish demonstrations, determine scale and match industries according to village and household conditions, advocate local, special, high-quality and pollution-free products, and produce green products to lead the healthy development of the animal husbandry industry.
2. Take overall charge of agriculture and advance circular development. Ecological circular development and green development are the main themes of a modern animal husbandry industry. We will further strengthen the concept of green ecological circular development. Following a breeding structure that integrates breeding with planting and supports livestock-biogas-fruit, closely around the “four roads and four belts, twelve industrial parks” development plan, and in light of the current situation, we will match breeding with fruit industry, jujube industry, and vegetables, and match biogas, using breeding as the foundation to provide organic fertilizer for the industry and promote quality improvement and efficiency enhancement in the agricultural industry. In 2017, according to the approach of combining points and areas and gradually expanding, we will radiate across the county's agricultural industry over three years, basically forming a rational green ecological circular production model and promoting the healthy development of the industry. This year, 40 livestock-biogas-fruit demonstration sites are planned as supporting facilities.
3. Take a long-term view and cultivate industries. The bee-keeping industry is the most typical energy-saving and ecological agricultural industry, and also a foundational industry for improving crop quality and efficiency. In recent years, through our efforts, we have built training bases for Chinese bees and Italian bees. The two bases at Guanzhuang Village in Guanzhuang Town and Beicun Village in Yanshuiguan Town can provide training and operational demonstrations at any time. Through multiple invitations to national chief experts for lectures and exchanges, more than 60 new bee-keeping households were added in 2016, among which many villages chose bee-keeping for poverty alleviation for stable poverty eradication, with good results. Yanchuan has unique natural conditions for bee-keeping. Every year, more than 500 professional bee farmers from Zhejiang, Guangxi, Jiangsu and other places come and all return with a good harvest. Several years of investigation prove that in Yanchuan each bee colony yields an annual income of no less than 1,500 yuan. One person can easily manage 20 bee colonies, with an annual income of more than 30,000 yuan. With low costs, quick results, low labor intensity, and simple technology, it is suitable for ordinary farming households to choose, and is also a supplementary industry for officials to engage in during their spare time. Therefore, the bee-keeping industry, as a new industry, must be continuously cultivated and gradually become a good industry for farmers to prosper.
4. Enhance environmental protection and strengthen measures. In 2017, starting with slaughterhouses, we will formulate harmless treatment measures for the county's farming households, give play to the main role of breeding entities, and jointly solve pollution problems. National environmental protection inspections and supervision have strict requirements and hard responsibilities. Slaughterhouses are the focus, and the problems of pig farms and households are serious. Within three years, step-by-step improvements will be made as required to achieve rational layout, separation of rainwater and sewage, sanitation and cleanliness, and compliance with environmental standards.
5. Grasp improvement and serve the people. In 2016, new improvement facilities were purchased and configured, solving problems that had puzzled farming households for many years. In 2017, with higher requirements, we will train technicians, create learning opportunities by sending them out and learning from experts, improve the level of technicians, meet the needs of the breeding industry in the county and surrounding counties, and promote the efficiency and rapid development of the breeding industry.
6. Expand capacity and upgrade, and promote breeding through slaughtering. For an industry to develop substantially, it needs the pull of a chain. In 2016, a new cattle and sheep slaughterhouse was built, which will be put into production along with environmental protection improvements. The slaughter scale will be determined according to the development goal of 100,000 head of large livestock. In 2017, it is planned to adopt contracted operation, expand capacity and upgrade, improve deep-processing capacity, and achieve fine cutting and refined packaging. We will gradually strive for cooked food processing, push products into markets and tourist attractions, actively expand e-commerce sales, and form a situation of mutual promotion and mutual drive with tourism.
7. Put prevention first and carry out solid epidemic prevention. According to the National Medium- and Long-Term Animal Disease Prevention and Control Plan (2012-2020), around animal disease prevention and control, we will improve emergency response and emergency material reserves and transportation capacity; guide township veterinary stations to do well in compulsory immunization, publicity and promotion, sampling, and epidemiological investigation, comprehensively advance the purification of animal diseases, strengthen the prevention and control of highly pathogenic porcine reproductive and respiratory syndrome, swine fever, and Newcastle disease, and coordinate the prevention and control of common diseases such as pig diarrhea and zoonoses. Every year, routine epidemic prevention in spring and autumn is trained separately at the county, town, and village levels to improve operational techniques and update requirements. During epidemic prevention, officials are strictly managed and responsibilities are strengthened. Leave approval requires one-person approval; those granted leave during the epidemic prevention period will have half a year's salary suspended, so as to eliminate leave requests and ensure manpower. During each epidemic prevention period, leaders are divided into three groups to inspect and spot-check on site, promptly discover problems and solve them. Ensure that epidemic prevention work is solid, thorough, quality-guaranteed, and quantity-guaranteed.
8. Enhance safety and strictly control quarantine. Implement the Opinions of the Ministry of Agriculture on Strengthening Slaughter Industry Management and Ensuring Meat Quality and Safety, and strengthen the management of the slaughter industry and the publicity, implementation, and training of slaughter regulations. Around core tasks such as animal health supervision and animal quarantine, optimize supervision methods, improve information-based regulatory capacity and standardized law enforcement and case handling capacity, and strengthen the institutionalized, standardized, and traceable management of business work. Strictly implement quarantine responsibilities at the four links of origin, transportation, market, and slaughter, strengthen supervision and spot checks on “lean meat powder” at the slaughter stage, continue to carry out the “mine-clearing operation” in pig slaughter supervision, and severely crack down on illegal pig slaughter activities. Food safety is no small matter. For consequences caused by ineffective work, dereliction of duty, or malfeasance, there will be zero tolerance and strict handling. Ensure that meat food is marketed safely and eaten healthily.
9. Targeted poverty alleviation and comprehensive poverty eradication. This year is the task year for thoroughly implementing the targeted poverty alleviation working mechanism. According to the county government's requirements on whom to help, who will help, and how to help, closely around the requirements of “seeing real poverty, helping real poverty, and truly alleviating poverty” and “five arrivals to the village and six arrivals to the household,” all departments must earnestly perform their duties, innovate ideas and methods, increase support, focus on precise efforts, coordinate the arrangement of poverty alleviation resources, focus on improving the quality of poverty eradication, stimulate the enthusiasm and initiative of poor households to prosper, establish and improve a long-term mechanism for poverty eradication, and complete the task of comprehensive poverty eradication.
10. Strengthen training and build the team. The technical service team is the main force supporting breeding technology and the backbone safeguarding the development of the animal husbandry industry and food hygiene and safety. This year, it is planned to jointly organize, in batches, with the Labor Service Bureau, the Disabled Persons' Federation, the Drug Inspection Bureau, and other units, 100-person technical training classes on standardized feeding, information-based management, livestock and poultry breeding technology, comprehensive utilization of livestock and poultry manure, quarantine law enforcement, animal disease prevention and animal immunization, and livestock product quality and safety monitoring, with a planned training of 500 person-times (with emphasis on treatment training), so as to improve the quality of practitioners, improve service levels, and comprehensively strengthen township technical levels.
11. Strict discipline and good management of officials. Adhering to “whoever manages the industry must manage the work style,” striving to build an animal husbandry team that is politically strong, has fine work style, and is loyal, clean, and responsible is the key to achieving strategic goals. To give play to the enthusiasm of officials, we must have flexible and humanized management methods. First, officials must abide by the rules, and their work enthusiasm must also be incentivized. We must fully organize Party members and officials to grasp Party building, set examples, lead the official team to unify thinking, make concerted efforts, and jointly push the animal husbandry industry to a new level.
