Jinan Municipal Animal Husbandry and Veterinary Bureau Releases Its 2017 Work Priorities

2017 is an important year for implementing the “13th Five-Year Plan” and a year of deepening the advancement of supply-side structural reform. The city's animal husbandry and veterinary system must firmly establish and implement the concepts of innovative, coordinated, green, open and shared development, closely centering on the overall goals of “ensuring supply, ensuring safety, ensuring ecology, and promoting income growth,” take advancing supply-side structural reform as the main line, comprehensively optimize the product and industry structure, actively promote green production methods, focus on strengthening the drive of scientific and technological innovation, continuously expand new industries and new business forms, accelerate the cultivation of new momentum for the development of the animal husbandry industry, continuously open up new prospects for the development of modern animal husbandry in the provincial capital, and greet the victorious convening of the 19th National Congress of the Party with outstanding achievements. Focus on doing a good job in seven areas of work:

1. Do a good job in the creation of standardized livestock and poultry breeding demonstrations and the construction of modern animal husbandry parks.

Centering on the overall requirements of “high yield, high quality, high efficiency, ecology, and safety,” actively carry out standardized livestock and poultry breeding demonstration creation activities. Give full play to the exemplary and radiating driving role of standardized livestock and poultry breeding demonstration farms, comprehensively improve the level of the city's breeding industry infrastructure, and enhance the city's comprehensive animal husbandry production capacity, market competitiveness, and sustainable development capacity. Taking modern animal husbandry parks and key animal husbandry engineering project construction as the starting point, vigorously promote large-scale, intensive, and standardized breeding, promote the integration of agriculture and animal husbandry, matching of planting and breeding, discharge up to standards, and ecological circulation, give full play to the leading role of policy projects in the transformation and upgrading of the animal husbandry industry, and promote the development of the city's modern animal husbandry toward a green, safe, and sustainable level.

2. Do a good job in the comprehensive utilization of livestock and poultry breeding waste.

Conscientiously implement the spirit of documents such as the Regulations on the Prevention and Control of Pollution from Large-scale Livestock and Poultry Breeding of the State Council and the Notice of the General Office of the Jinan Municipal People's Government Forwarding the Opinions of the Municipal Animal Husbandry and Veterinary Bureau and the Municipal Environmental Protection Bureau on Strengthening the Comprehensive Treatment of Livestock and Poultry Breeding Pollution, strengthen work measures, increase governance efforts, and strive to achieve breakthrough results. At the same time, supervise and guide each county and district to complete the delimitation of the “three zones” (livestock and poultry prohibited breeding zones, restricted breeding zones, and suitable breeding zones), comprehensively promote cleaner production and ecological breeding, adjust and optimize the structure, layout, and scale of livestock and poultry breeding, strive to improve the level of comprehensive utilization of livestock and poultry manure, and further improve the city's ecological environment.

3. Do a good job in the prevention and control of major animal diseases.

First, with the prevention and control of major animal diseases such as highly pathogenic avian influenza as the focus, comprehensively complete compulsory animal immunization work, further strengthen prevention and quarantine work, and ensure that no major animal epidemic occurs. Second, accelerate the construction of harmless treatment plants for dead livestock and poultry and collection points at the township level, and ensure that harmless treatment plants for dead livestock and poultry in all counties and districts are fully built and put into use; establish and improve the insurance linkage mechanism to achieve timely treatment, clean environmental protection, and rational utilization of dead livestock and poultry. Third, increase the intensity of testing for major animal diseases, give full play to the technical advantages of the testing laboratory of the Municipal Animal Disease Control Center, and while doing a good job in centralized testing, further strengthen pathogen testing and testing for brucellosis and tuberculosis, effectively purifying the biological environment. Fourth, complete the work of putting the new laboratory building of the Municipal Animal Disease Control Center into use.

4. Do a good job in the supervision of livestock product quality and safety.

As General Secretary Xi Jinping recently instructed and required: “strictly prevent, strictly manage, and strictly control food safety risks, and ensure that the broad masses of the people can eat with confidence and peace of mind.” First, accelerate the construction of the monitoring system and enhance grassroots testing capabilities. Focus on strengthening monitoring capacity building in the circulation and slaughter links, and establish a livestock product quality and safety monitoring system with initial testing by township rapid testing rooms, key testing by county and district testing rooms, and comprehensive testing by the municipal quality supervision center. Second, strengthen the construction of the livestock product traceability system. Learn from the advanced experience of Qingdao and other places, accelerate the construction of the city's animal husbandry safety supervision information system with “Internet + livestock product traceability” as the main content, and strive in 2017 to achieve information-based and intelligent management of the city's livestock product quality and safety, reaching the networked intelligent supervision goals of traceable source, trackable flow, queryable information, and controllable status. Third, always maintain a high-pressure supervision posture, actively carry out the “Hundred-Day Action” to crack down on food safety illegal crimes, severely crack down on illegal acts such as the production, operation, and use of fake and inferior veterinary drugs, feed, additives and other inputs, as well as the abuse of antibiotics and the illegal addition of “clenbuterol,” “melamine” and other illegal acts, and ensure the quality and safety of livestock products.

5. Do a good job in pig slaughter management.

Conscientiously implement the spirit of the Notice of the General Office of the Jinan Municipal People's Government on Further Strengthening Pig Slaughter Management, orderly advance the reform of the city's designated pig slaughter management system, and ensure the quality and safety of pig products in the provincial capital. First, carry out planning and layout work for designated pig slaughterhouses (sites), implementing one plan for each county. Promote standardized management, encourage and support designated pig slaughterhouses (sites) to renovate and upgrade according to standardized requirements; reduce the number of designated pig slaughter sites, rationally lay out the designated pig slaughter sites that really need to be retained, and complete the upgrading and renovation before the end of June 2017. Second, carry out cleanup and rectification of existing designated pig slaughterhouses (sites), and through review and acceptance, re-recognize the qualifications of designated pig slaughterhouses (sites), and issue signs and slaughter certificates; those that do not meet the construction standards for designated pig slaughterhouses (sites) shall be resolutely shut down before the end of June 2017, and their designated pig slaughter qualifications shall be revoked. Third, establish a pig product distribution system. Fourth, severely crack down on illegal slaughter behavior.

6. Do a good job in poverty alleviation and tackling key difficulties.

Adhere to the poverty alleviation strategy of adapting to local conditions, implementing policies according to each household, and guiding according to circumstances, adopt poverty alleviation methods combining characteristic industry poverty alleviation, assistance by leading enterprises, driving by farmers' cooperative organizations, and promotion by industry science and technology, and effectively complete all tasks of poverty alleviation and tackling key difficulties assigned by the Municipal Party Committee and the Municipal Government.

7. Do a good job in the ideological and work style construction of the cadre and staff team.

First, strengthen the “Four Consciousnesses” and set a good example in safeguarding the authority of the Central Committee. Second, strengthen the awareness of learning and set a good example in firming up ideals and convictions. Third, strengthen the awareness of discipline and set a good example in strictly observing political discipline and political rules. Fourth, strengthen the awareness of responsibility and set a good example in vigorously grasping implementation.
