2017 Work Highlights of the Jiaozhou City Animal Husbandry and Veterinary Bureau
The overall requirements for animal husbandry and veterinary work in 2017 are: fully implement the spirit of the 18th National Congress of the Communist Party of China and the third, fourth, fifth, and sixth plenary sessions of the 18th Central Committee; firmly establish the five major development concepts; adhere to the positioning of modern animal husbandry development; give overall consideration to both animal husbandry development and ecological conservation; further strengthen the supervision of the “four major safety” areas; accelerate the supply-side structural reform of the animal husbandry sector; and make every effort to build a green development mechanism. In 2017, the city's total output of meat, eggs, and milk shall remain stable at 135,000 tons, and every effort shall be made to ensure that no regional major animal epidemic or livestock product quality and safety incident occurs.
I. Accelerate the promotion of green development in animal husbandry
(1) Solidly carry out the demonstration city creation activity for green development in animal husbandry. Taking the three-level joint creation of demonstration cities, towns, and farms (sites) for green development in animal husbandry as the starting point, taking the transformation of the development mode as the main line, and focusing on reduced generation, harmless treatment, and resource utilization of waste, gradually establish a green development mechanism. Within the year, strive to create a Qingdao demonstration city for green development in animal husbandry, create 3 demonstration towns, and 30 demonstration farms (sites).

(2) Continuously advance standardized large-scale breeding. Adhere to the development direction of “controlling pigs and stabilizing poultry, with emphasis on developing cattle, sheep, and grass-eating livestock and poultry,” and continuously optimize the industrial structure. Vigorously pursue the construction of “two zones and one farm,” newly build or renovate more than 10 standardized large-scale breeding farms within the year, including creating 1 national-level demonstration farm and 2 provincial-level demonstration farms. Continue to promote the upgrading of existing “two zones and one farm” facilities and raise the city's standardized large-scale breeding level.

(3) Raise the level of industrialized operation. With Xinshengmu, Xinyu, and others as leaders, steadily develop the pig industry; with Yunxing, Jinhai, and others as leaders, steadily develop the laying hen and broiler industries; with Haoderui, Xinguang, Jinglinyuan, and others as leaders, accelerate the development of the dairy cattle, beef cattle, and mutton sheep industries, and focus on raising the level of standardization of facilities and equipment and the standardization of software support. Support key leading enterprises such as New Hope, Xinshenglian, and Jiaoheyuan in further improving the integrated operation mechanism of production, processing, and sales, strengthen the leadership of key leading enterprises, promote the integrated development of the primary, secondary, and tertiary industries, and realize the upgrading of all links and value appreciation of the entire chain in animal husbandry.

(4) Make every effort to promote the implementation of the “three zones” layout plan. Increase efforts to implement the Regulations on the Prevention and Control of Pollution from Large-Scale Livestock and Poultry Breeding, the Action Plan for Water Pollution Prevention and Control, and the Jiaozhou City Plan for Adjusting and Optimizing the Layout of Livestock and Poultry Breeding, and do a good job in closing breeding farms in prohibited zones of major water sources. Within the year, ensure the closure of 60 breeding farms on both banks of the Moshui River and Yang River, and strive to completely close all large-scale livestock and poultry breeding farms in the city's prohibited zones by the end of the year. At the same time, adopt effective measures to effectively strengthen the treatment of manure pollution from breeding farms and households in restricted zones and suitable zones.

(5) Vigorously promote ecological circular breeding models. In accordance with the overall requirements of combining agriculture and animal husbandry and circular development, cultivate and summarize typical models of the agricultural circular economy, and focus on promoting circular models suited to the city's actual conditions. At the same time, continue to select 10-15 large-scale breeding farms to carry out quantified pollution reduction work. Vigorously promote the “two separations, three preventions, two supporting facilities” model for livestock and poultry manure treatment. Within the year, build 3-5 demonstration sites for circular livestock and poultry manure models, and ensure that more than 70% of the city's large-scale breeding farms are equipped with complete facilities for rainwater and sewage separation of livestock and poultry manure, sewage storage, treatment, and resource utilization. Actively explore and establish a third-party treatment and utilization mechanism for livestock and poultry manure.

(6) Continue to improve and strengthen the promotion and training of animal husbandry and veterinary science and technology. Highlight problem orientation and demand orientation, strictly implement training funds, and increase the promotion and application of dominant breeds and main promoted technologies selected and published by the Qingdao Municipal Bureau. Focus on implementing grounded on-site teaching models such as “field schools” and “sending science and technology to the countryside,” implement precise training, and ensure that more than 4,000 person-times of various types of personnel are trained within the year. Fully implement the insurance policies for sows and fattening pigs in all eligible breeding farms throughout the city, and strive to expand insurance coverage. Establish and improve the policy coordination and linkage mechanism between insurance and centralized harmless treatment of dead animals. Do a good job in the pig price index insurance business, and through insurance operations, resolve market risks in the breeding industry.

(7) Effectively carry out targeted poverty alleviation in animal husbandry. In conjunction with the “three entries, four offerings, five promotions” thematic practical activity of revitalizing animal husbandry and benefiting the people, carry out paired assistance, establish files and cards for animal husbandry poverty alleviation targets, and establish a long-term mechanism for industrial poverty alleviation; relying on leading animal husbandry enterprises, increase the collective income of poor villages and the family income of poor households through methods such as poverty alleviation funds being converted into shares and dividends; through funding support, technical services, and other methods, support poor households that have the conditions and intention to develop livestock and poultry breeding to engage in animal husbandry and increase family income. Strictly implement the use and supervision of poverty alleviation funds to ensure earmarked funds are used exclusively for their designated purposes.

II. Continuously advance the improvement and promotion of livestock and poultry breeds
(8) Accelerate the conservation, breeding, and industrial development of the Licha Black Pig. Further consolidate and improve the conservation and breeding work of the Licha Black Pig core herd. With the support of the expert advisory group, fully tap the excellent characteristics of the Licha Black Pig, select the best crossbreeding combinations, promptly cultivate new Licha Black Pig breeds that meet market demand, and establish an industrialized operation system in which mid-to-high-end Licha Black Pig products develop competitively. Continue to increase publicity for the “Licha Black Pig” certification trademark and famous trademark to further enhance the social visibility of the Licha Black Pig. Strive for the Licha Black Pig Standard to be successfully approved as a national standard. Strictly enforce market access conditions and procedures for Licha Black Pigs, and effectively strengthen brand protection for Licha Black Pigs. Fully launch the construction of the China Licha Black Pig Ecological Culture Museum.

(9) Solidly carry out the promotion and utilization of livestock and poultry improvement technologies. Accelerate the pace of dairy cattle improvement and continuously improve dairy cattle production performance. Establish and improve the city's dairy cattle pedigree management files and electronic archives of improved dairy cattle breeding information. Continue to implement the pig improved breed subsidy project, promote pig artificial insemination technology, and raise the construction and management level of boar stud stations and breeding stations. Throughout the year, promote 160,000 doses of improved pig semen and breed 40,000 sows. Through the implementation of the introduction and breeding subsidy project for high-end beef cattle (black cattle, Luxi yellow cattle), accelerate the development of the high-end beef cattle industry.

(10) Regulate the market order of breeding livestock and poultry production and operation. Carry out 2 special rectification activities for breeding livestock and poultry archive management within the year, further improve the relevant archives and system construction of breeding livestock and poultry farms, with a qualification rate reaching 100%; strictly enforce the farm establishment approval system, implement the breeding livestock and poultry production and operation licensing system, and ensure that the Breeding Livestock and Poultry Production and Operation License holding rate of breeding livestock and poultry farms and breeding stations and sites reaches 100%; continue to carry out the signing of quality and integrity commitment letters for breeding livestock and poultry with breeding livestock and poultry farms and breeding stations and sites, with a signing rate of 100%; increase disease testing efforts for breeding livestock and poultry farms to ensure that no animal infectious diseases stipulated by the state occur in breeding livestock and poultry farms, with disease monitoring coverage reaching 100%; carry out supervision and law enforcement activities for breeding livestock and poultry farms, and strengthen the management of breeding livestock and poultry production and operation.

III. Comprehensively advance “Internet++ Animal Husbandry and Veterinary Medicine”
(11) Accelerate the construction of the Qingdao animal husbandry safety supervision information platform. Accelerate the pace of promoting online supervision of animal husbandry, effectively solve problems such as untimely data uploads, non-standard reporting, and inadequate daily management application, and ensure that the integrated online and offline supervision rate reaches 85%. Strengthen supervision and inspection of data updates for each module of the information platform, conduct a check on the data update status of each module once a month, and form a written notification. Accelerate the promotion and application of the Xingmu Huimin mobile APP.

(12) Advance informatization management within the bureau. Launch mobile office software to achieve seamless connection and smooth circulation in official document management, information release, official vehicle management, attendance management, and other links. Strengthen the construction and management of the bureau's official website, and establish and improve the editing management and information release system for the “Jiaozhou Animal Husbandry” official WeChat account. Update information in each section of the bureau's official website once a week, and update the WeChat public platform twice a month. In 2017, build more than 40 breeding farms (parks) applying the Internet of Things model; advance the development of e-commerce in animal husbandry, and develop 20 micro-store online merchants; vigorously develop on-site experiential and sightseeing leisure animal husbandry, and create more than 1 provincial-level animal husbandry tourism demonstration zone. IV. Comprehensively carry out the prevention and control of major animal epidemics
(14) Solidly carry out the prevention and control of major animal epidemics. Strictly implement the principle of giving priority to prevention, and solidly carry out compulsory immunization in spring and autumn, supplementary immunization in summer, and disinfection and eradication of sources for highly pathogenic avian influenza and foot-and-mouth disease. Firmly grasp immunization quality, continue to do a good job in the supervision of program-based immunization in large-scale breeding farms, comprehensively promote and popularize program-based immunization for free-range households, ensure that the coverage rate of program-based immunization for free-range households reaches more than 90%, and the qualified rate of immune antibodies reaches more than 80%, and make every effort to ensure that no regional major animal epidemic occurs. Strengthen emergency management, and cooperate with the Qingdao Municipal Bureau to do a good job in practical emergency response drills for cross-district and cross-city sudden animal epidemic incidents.

(15) Do a good job in the “vaccinate first, subsidize later” compulsory immunization work. Publicize and implement the primary responsibility of breeders for epidemic prevention, and advance the pilot of “vaccinate first, subsidize later” for self-purchased vaccines for major animal epidemic immunization in large-scale breeding farms. Strengthen the supervision and management of the “vaccinate first, subsidize later” pilot for self-purchased vaccines, strengthen immune antibody monitoring in pilot farms, with a testing coverage rate of 100%, to ensure immunization quality. Strengthen the verification of immunization status in pilot farms and the supervision of subsidy funds, improve work systems and procedures, and strictly prevent illegal acts such as misappropriation, false reporting, and fraudulent claiming.

(16) Strengthen disease monitoring and early warning. Carry out monitoring of 13 animal diseases including foot-and-mouth disease, avian influenza, swine fever, and porcine reproductive and respiratory syndrome, expand monitoring coverage, complete 34,000 tests throughout the year, and achieve full coverage of the supervision grid. Among them, the sampling coverage rate of the city's breeding livestock and poultry farms, modern animal husbandry demonstration parks, and standardized large-scale breeding farms shall reach 100%. Strengthen animal epidemic early warning and forecasting work, carry out one expert consultation and risk assessment on animal epidemics, and provide a scientific basis for effective prevention and control of animal epidemics.

(17) Solidly carry out the prevention and control of brucellosis and other zoonoses. Organize the creation of brucellosis purification demonstration farms and demonstration towns, strictly implement the regional brucellosis prevention and control plan formulated by Qingdao, strengthen transfer supervision and testing oversight, standardize the process for issuing culling subsidies for infected animals, and resolutely curb the rising trend of brucellosis. Complete monitoring of 10,000 head (animals) throughout the year, control the individual positive rate of animal brucellosis below 2%, and achieve purification standards for bovine tuberculosis in dairy cattle.

(18) Strengthen the building of the grassroots epidemic prevention safety team. Strengthen the building of grassroots laboratory testing capacity, and carry out a sampling and testing skills competition. V. Make every effort to strengthen animal health supervision
(19) Strengthen quarantine supervision. Strictly implement full-process traceability in quarantine work, and strengthen the management of quarantine certificates and seals. Further standardize the new origin quarantine model of “official veterinarians + coordinators” and “designated point + on-farm inspection,” ensure that the origin quarantine declaration rate reaches 100%, and the origin quarantine rate increases by more than 10 percentage points over the previous year. Strictly implement corporate primary responsibility at slaughterhouse sites, earnestly implement the new slaughter supervision model of “official veterinarians + assistant inspectors (quality inspectors)” for pig slaughter inspection and quarantine “two inspections in one,” and strictly implement synchronization of quarantine and inspection. Strictly control the entry gate, pre-slaughter inspection gate, synchronous quarantine gate, product factory-exit certificate issuance gate, and “lean meat powder” self-inspection gate, and ensure that all animal products leaving the factory pass quarantine inspection.

(20) Strengthen transfer supervision. Earnestly implement the Technical Specifications for the Management of Animal Epidemic-Free Zones, strictly implement the declaration, approval, and isolation quarantine system for livestock and poultry transfers, and ensure this system is implemented by official veterinarians and coordinators. Give full play to the role of animal isolation and feeding farms. All susceptible animals introduced by air from outside epidemic-free zones shall be isolated in strict accordance with relevant regulations, quarantine supervision measures shall be strengthened, and they may only be transferred and raised after the isolation quarantine period at the animal isolation and feeding farm expires and they pass quarantine inspection. At the same time, solidly carry out special rectification actions for transfer supervision, severely crack down on illegal transfer, evasion of quarantine, and other illegal and non-compliant acts, and consolidate the achievements of animal epidemic-free zone construction.

(21) Improve the long-term mechanism for harmless treatment of animals. Strictly implement the four-copy recovery and handover system for dead animals and the supervision system for harmless treatment and post-treatment products. Comprehensively promote the use of the handheld terminal APP for supervision of harmless treatment of dead animals, and implement synchronous online and offline supervision of collection, factory entry, treatment, and product destination. Further improve the “three transformations” management mechanism of harmless treatment, resource utilization, and online supervision of dead animals, and realize real-time, data-based, and transparent supervision throughout the entire process. Strictly implement the subsidy policy for harmless treatment and ensure the standardized and timely issuance of subsidy funds.

VI. Effectively carry out the supervision and management of feed and veterinary drugs
(22) Strengthen supervision of veterinary drugs and feed. Strictly implement the GMP and GSP requirements for veterinary drugs, actively promote good manufacturing practice for feed production, and regulate the production and operation of veterinary drugs and feed. Strengthen supervision of the use of veterinary drugs and feed, sign the Commitment Letter on Standardized Drug and Feed Use with breeders, and carry out more than 4 inspections of drug use in livestock and poultry breeding throughout the year to ensure drug safety in the breeding process. Advance the construction of the veterinary drug product traceability information system. Within the year, include all veterinary drug production enterprises in the national veterinary drug product traceability system and realize QR code traceability. Increase sampling and inspection efforts, expand the frequency and batches of unannounced inspections, and conscientiously complete the input product sampling tasks assigned by higher-level business departments. Actively do a good job in the grain-to-feed reform, develop 4,000 mu of whole-plant silage corn and high-quality forage grass, and 55,000 tons of silaged straw.

(23) Solidly carry out special rectification actions for input products. Increase testing frequency, pay attention to the use of test results, and strictly investigate and punish problems in accordance with the law when found. Carry out special rectification actions, focusing on cracking down on unlicensed production and operation, unauthorized changes to formulas, peddling and feeding fake or inferior veterinary drugs and feed, and prohibited drugs and other illegal acts. Earnestly implement the “blacklist” management system. Effectively strengthen coordination and cooperation with public security, comprehensive administrative law enforcement, and other departments, increase the intensity of case transfer and investigation, and form a work synergy. VII. Effectively strengthen the supervision of livestock product quality and safety
(24) Comprehensively advance the “dual creation” work. In accordance with the national food safety city acceptance rules and the national agricultural product quality and safety county assessment measures, and according to the requirements of all levels, focus on major business formats, strengthen livestock product quality supervision measures, further identify and fill gaps and improve and upgrade, resolutely hold the two bottom-line indicators of no major livestock product safety accidents or safety incidents with severe impact and no “lean meat powder” detections, and comprehensively complete the “dual safety, dual creation” construction tasks to ensure high-quality passage of acceptance verification by the National Food Safety Office and the Ministry of Agriculture.

(25) Improve the long-term mechanism for livestock product quality and safety supervision. Strengthen the primary responsibility of breeding farms (households) for livestock product quality and safety. Strengthen routine testing and pre-slaughter testing for “lean meat powder” in pigs, cattle, and sheep, and continue to maintain zero detection of “lean meat powder” in the city's livestock products. Increase sampling and inspection efforts. On the basis of completing livestock product quality and safety sampling tasks assigned by higher-level business departments such as the Ministry of Agriculture, the province, and Qingdao, complete more than 10,000 batches of rapid “lean meat powder” testing, 320 batches of unannounced inspections, and 400 batches of commissioned third-party quantitative testing throughout the city. Strengthen the quality and safety supervision of raw milk, focusing on raw milk breeding, acquisition, and transportation links, and severely crack down on illegal addition and unlicensed acquisition and transportation. Earnestly implement the “blacklist” management system. (26) Build a livestock product quality and safety traceability system. Improve the three traceability modules for meat, poultry eggs, and raw milk, do a good job in traceability pilots at 1 pig slaughterhouse, 5 egg poultry farms, and 4 raw milk collection stations, and within the year realize livestock product quality and safety traceability for all pig slaughter enterprises, raw milk collection stations, and egg poultry farms certified through “three products and one standard.”

(27) Accelerate the pace of brand development in animal husbandry (livestock products). Vigorously carry out brand cultivation and creation, introduce modern elements to consolidate and enhance the visibility of existing livestock product brands such as New Hope Qinpai, Bazi Food, and Jiaoheyuan, support the creation of distinctive brands such as Licha Black Pig, and build a batch of premium, high-quality, and refined brand products with local characteristics and development potential. Within the year, cultivate 5 breeding enterprises with “dual certification” for pollution-free origin products, and strengthen post-certification supervision.

VIII. Solidly carry out livestock and poultry slaughter management
(28) Strengthen management of the livestock and poultry slaughter industry. Strictly implement the primary responsibility of slaughter enterprises for food safety, conscientiously do a good job in the supervision and inspection of the “eight gates” and “nine ledgers” of slaughter enterprises, strictly implement the waiting-for-slaughter rest system, and strictly implement various measures such as harmless recovery and treatment of diseased animals and products and harmless treatment of sewage. Ban unqualified slaughter sites in accordance with the law. Continue to implement the “reassuring meat project,” comprehensively promote the “centralized slaughter, distribution and delivery” operation model, expand distribution and delivery sites, and ensure that the people can eat reassuring meat. Formulate the planned layout of designated slaughterhouses (sites) for cattle, sheep, and poultry in the city, do a good job in the pilot work of designated slaughter of cattle, sheep, and poultry, and strive to build at least one designated cattle and sheep slaughterhouse and put it into production within the year. (29) Severely crack down on illegal private slaughter of livestock and poultry. Give full play to the role of the “city and town” two-level comprehensive law enforcement teams, persist in regular joint law enforcement inspections, and jointly carry out crackdowns on illegal private slaughter of livestock and poultry and illegal water injection and injection of other substances, ensuring that illegal private slaughter does not resurge or rebound. At the same time, establish a market verification reverse pressure mechanism. For meat products found without the “two certificates,” while legally seizing and punishing them in accordance with the law, trace them to their source, severely crack down on illegal private slaughter at the source, and transfer and investigate each case found to form a strong deterrent.

(30) Effectively strengthen the management of livestock and poultry trafficking brokers. Earnestly implement systems such as real-name registration and filing and dynamic supervision of livestock and poultry trafficking brokers. Regulate livestock and poultry purchase and trafficking behavior, sign the Quality and Safety Commitment Letter for Livestock and Poultry Purchase and Trafficking Brokers, and severely crack down on illegal acts such as peddling “lean meat powder,” injecting water or other substances before slaughter to increase weight, and operating and selling dead or diseased livestock and poultry and their products. IX. Comprehensively improve the capacity and level of law-based administration
(31) Strengthen publicity and education on law-based administration. First, carry out publicity and education on animal husbandry and veterinary policies and regulations throughout the industry, conduct 1-2 general rounds of training for all animal husbandry and veterinary staff, and carry out at least 1 examination on laws and regulations that all supervisory personnel should know and be able to apply. Second, further standardize administrative approval procedures and strictly implement completion time limit requirements. Comprehensively disclose administrative approval information in accordance with the law and implement “sunshine approval.” Third, actively advance streamlining administration, delegating power, and combining deregulation with regulation, focusing on strengthening work guidance for delegated approval authority and post-event supervision and inspection of enterprises under “license first, certificate later.” Fourth, strengthen the construction of the online government affairs system, comprehensively sort out government convenience service items, and deeply advance the work of sinking government convenience services downward. Fifth, further implement the “blacklist” supervision system and the rewarded reporting system, and focus on monitoring regulatory targets listed on the “blacklist.” At the same time, encourage and support public complaints and reports on illegal acts in the animal husbandry and veterinary industry.

(32) Strengthen the building of the official veterinarian and law enforcement supervision team. Strengthen discipline and work style rectification of the team, strictly implement the requirements of the “six prohibitions,” “five must-nots,” and “ten strictnesses, ten prohibitions,” comprehensively implement “two random selections and one public disclosure,” and standardize supervision and inspection behavior. Organize and carry out special rectification actions for the management of animal quarantine certificates and seal marks, and seriously investigate and punish illegal acts such as collusion between insiders and outsiders, reselling quarantine certificates and seals, and issuing certificates without seeing the animals. Verify the quarantine certificates issued by each official veterinarian monthly through on-site inspection and network management, and establish a supervision and assessment mechanism for each official veterinarian. (33) Increase patrol supervision and the transfer and investigation of illegal cases. Comprehensively implement the whole-process recording of administrative law enforcement and the case transfer work system, and standardize and optimize the processes of preliminary case investigation, case review, and case transfer. At the same time, adhere to problem orientation, widely carry out special rectification actions against illegal private slaughter, illegal transfer, evasion of quarantine, trafficking and processing of dead or diseased livestock and poultry, failure to establish breeding archives in accordance with the law, production and sale of fake or inferior veterinary drugs and feed, and illegal addition of prohibited drugs and prohibited substances, transfer and investigate a batch of typical cases, and continuously maintain a high-pressure posture. Strengthen the effective connection between supervision and law enforcement, increase joint law enforcement and case handling with comprehensive administrative law enforcement departments, strengthen the connection between administrative law enforcement and criminal justice, and resolutely eliminate the phenomena of not investigating cases that exist and not transferring cases that exist. Complete the transfer and investigation of more than 150 cases throughout the year.

X. Vigorously consolidate the foundation for green development of animal husbandry
(34) Improve the grid-based management system. Strengthen dynamic management of the supervision grid, keep grid supervision personnel relatively stable, update supervision content in real time, and incorporate all supervision targets into grid management. Regularly organize supervision spot checks, verify the inclusion of supervision targets in grid management, promote the implementation of “five to the grid” of task decomposition, pressure transmission, statistical analysis, supervision and inspection, and accountability, and give play to the advantages of grid-based management.

(35) Strengthen trace-based work management. Implement a work documentation system for the entire bureau and all staff, firmly grasp the implementation of trace-based work measures, ensure the entire work process leaves traces, and carry out at least 2 centralized inspections of work archives within the year. Implement ledger-based management of key work and important matters, formulate key work schedule tables, improve practices such as rolling supervision and follow-up supervision, and promote the implementation of work.

(36) Improve and innovate the work mechanism. Innovation work must grasp the innovation concepts of information sharing and business collaboration, may adopt multiple innovation methods such as independent and joint innovation, truly stimulate the internal driving force of sections, offices, stations, and institutes, and promote the green and healthy development of the city's animal husbandry through innovative work.

(37) Strengthen project fund management. Further improve the project fund management measures, strictly implement prescribed procedures, do a good job in project demonstration, application, and implementation, and coordinate and supervise the implementation of approved projects. Adhere to the principles of openness, fairness, and transparency, implement the monthly scheduling and quarterly summary system, and ensure the completion of all project construction tasks on time. At the same time, focus on carrying out special rectification work on outstanding problems in the use of funds related to animal husbandry that strengthen agriculture and benefit farmers, and ensure full-process real-time control of risk points and key links such as project fund management, issuance of agriculture-benefiting subsidies, and government bidding and procurement.

(38) Ensure stability in industry safety production. Earnestly implement the “three musts” and “shared responsibility of the Party and government, dual responsibility in one post” requirements for safety production, and establish a safety production responsibility system of “joint management and accountability for dereliction of duty.” The bureau's Party committee shall study safety production work no fewer than 4 times. Strictly implement territorial and tiered supervision responsibilities for safety production and corporate primary responsibility; promote practices such as third-party assessment of safety production risks and the implementation of “three-level interviews” with enterprise heads; strengthen safety production publicity and training, and deeply carry out “Safety Production Month” activities.
