Yidu City 2017 Animal Husbandry and Veterinary Work Priorities Released
I. Overall Approach
The overall approach for the city's animal husbandry and veterinary work in 2017: taking the supply-side reform of animal husbandry as the main line, fully implementing the decisions and arrangements of the First Session of the Eighth Municipal Party Congress on the transformation and upgrading of animal husbandry, in accordance with the requirements of developing green animal husbandry that combines agriculture and animal husbandry and integrates planting and breeding, and striving to create a provincial-level demonstration city for green animal husbandry development, with “highlighting green to grasp transformation, centering on ecology to seek development, and based on safety to strengthen supervision” as the main line, and with “three rectifications and three promotions” (vigorously rectifying livestock and poultry breeding pollution, arbitrary disposal of dead animals, and harmful residues in feed and veterinary drugs, and effectively promoting water, soil, and air treatment) as the starting point, to ensure the sustainable development of animal husbandry.
II. Work Objectives
Stabilize pig and poultry breeding, vigorously develop cattle, sheep, and beekeeping industries, complete the closure of breeding farms in prohibited zones, and complete pollution treatment of breeding farms in restricted and suitable zones. In 2017, 750,000 pigs, 26,000 beef cattle, 330,000 goats, and 4.9 million poultry are to be marketed, with poultry egg production of 5,500 tons, honey production of 530 tons, the proportion of animal husbandry output value in total agricultural output value reaching over 40%, animal husbandry output value increasing by 5%, fixed asset investment in animal husbandry reaching 90 million yuan, and 1 newly signed project with investment of over 20 million yuan through investment promotion. Ensure that no major livestock product quality and safety incidents, major livestock and poultry breeding pollution incidents, or major animal epidemics occur.
III. Main Measures
(1) Comprehensively complete the livestock and poultry breeding governance project
1. Adjust the division of the “three zones.” Adhere to the five major development concepts of innovation, coordination, green, openness, and sharing, and, based on the spirit of higher-level documents and the two objective realities of the city's environmental capacity, proactively, lawfully, and scientifically adjust the scope of the city's prohibited, restricted, and suitable zones for large-scale livestock and poultry breeding.
2. Resolutely close large-scale breeding farms in prohibited zones. In accordance with the approach of “territorial responsibility, administration according to law, maintaining stability, and completion within a deadline,” the Municipal People's Government takes the lead, relevant functional departments cooperate, and township people's governments serve as the implementing bodies, ensuring that the closure or relocation of breeding farms in prohibited zones is completed before June 30, 2017.
3. Increase efforts in breeding pollution treatment. In accordance with the requirements of the “Yidu City Implementation Plan for Pollution Reduction in Large-Scale Pig Farms,” carry out pollution treatment for 50 pig farms in 2017. Vigorously promote the breeding model of combining agriculture and animal husbandry and circular planting and breeding, provide technical upgrading rewards and subsidies to breeding farms in suitable zones that proactively treat pollution, and implement joint law enforcement against breeding farms that refuse pollution treatment, ordering rectification within a deadline up to closure.
(2) Comprehensively implement the green animal husbandry development project
1. Create a green animal husbandry demonstration county and city. Refine the bureau's creation rules around the city's creation plan, break down creation tasks, and have all units and departments of the bureau jointly advance the green development of animal husbandry. Grasp firmly and effectively the two fundamental tasks of resource utilization of manure and harmless treatment of dead livestock and poultry, ensuring smooth passage of acceptance inspection in 2017.
2. Build green animal husbandry demonstration zones and demonstration farms. With the “four-level joint creation” of livestock and poultry breeding as the starting point, create 3 experimental demonstration sites for rain-sewage separation and ectopic fermentation beds, and 3 experimental demonstration sites for combining agriculture and animal husbandry in the city. Give full play to the locational advantages of the Yiling Yellow Cattle gene core area, Yichang White Goat conservation area, and pig fine breed breeding area, and strive to create 10 new green animal husbandry demonstration farms throughout the year.
(3) Comprehensively advance the quality and safety assurance project
1. Standardize the harmless treatment of dead livestock and poultry. Solve the problems and difficulties in harmless treatment work through multiple channels, in accordance with the requirements of “accounts matching accounts, accounts matching goods, documents accompanying goods, daily clearing and monthly settlement, and supervision at every stage,” use “five forms and two accounts” to standardize traceable management of the city's collection, transfer, and treatment stages; use the “Internet++” remote video supervision system to implement “double random” retrospective inspection of the operation of the harmless treatment center, ensuring that treatment actions are lawful and law enforcement supervision is in place.
2. Strengthen supervision of inputs. Strengthen safety supervision of medication use in breeding farms, urge the lawful establishment of breeding archives, and improve medication records, withdrawal period, and prescription drug management systems. Establish a public blacklist system for input producers and operators, regulatory systems such as interviews with manufacturers of non-compliant products, and a “blacklist” database system for violating and illegal breeding enterprises, promote the construction of a credit system, and promote industry self-discipline. Deeply carry out governance of excessive veterinary drug residues, especially abuse of antibiotics, and severely crack down on prohibited and excessive use of agricultural and veterinary drugs, illegal additives, and use of additives beyond scope or in excess. Increase the frequency of spot checks and supervision, intensify law enforcement against fake and inferior inputs and illegal operations, and handle 1 influential case each in the production and operation stages. The acceptance rate, investigation and handling rate, and case closure rate of cases shall reach 100%.
3. Promote the transformation and upgrading of the slaughter industry. According to the model of “centralized slaughter, cold-chain distribution, and fresh product marketing,” guide township small pig slaughterhouses to transform into purchase-sales and distribution outlets and incorporate them into a unified supply chain management system. Implement centralized slaughter and unified distribution of pig products, and strictly control the quality and safety of livestock products.
(4) Comprehensively consolidate the disease supervision, prevention, and control project
1. Implement epidemic prevention policies. Earnestly carry out compulsory immunization, control, culling, and purification for 4 major animal diseases: foot-and-mouth disease, highly pathogenic avian influenza, peste des petits ruminants, and brucellosis. The livestock and poultry identification rate shall reach 100%, the mortality rates of pigs, cattle, sheep, and chickens shall be controlled within 3%, 1%, 4%, and 8% respectively, and the qualified rate of immune antibodies for swine fever, foot-and-mouth disease, avian influenza, and Newcastle disease shall reach over 70%. Comprehensively carry out brucellosis purification work and the peste des petits ruminants eradication plan, striving to ensure cleanliness and freedom from epidemics. Strengthen schistosomiasis prevention and control work. Strengthen grassroots prevention and control equipment and capacity building, and continuously optimize operating mechanisms. Improve the long-term mechanism for animal disease prevention and control, and promote the implementation of the “Yidu City Medium- and Long-Term Animal Disease Prevention and Control Plan (2014-2020).”
2. Strengthen epidemic prevention management. Persist in placing animal disease prevention and control as a major livelihood project in a prominent position without wavering, introduce incentive mechanisms to stabilize the epidemic prevention worker team, do a good job in the procurement and supply of compulsory immunization vaccines, the organization and implementation of epidemic prevention, and the recycling of empty vaccine bottles, and strongly advance the informatization management of animal vaccines. Actively explore the new model of “vaccinate first, subsidize later” for animal disease prevention and control, and gradually realize self-procurement by breeding farms and households with direct financial subsidies.
3. Expand the scope and frequency of epidemic prevention monitoring. Promote the use of monitoring data as the main basis for evaluating epidemic prevention quality and effectiveness, strengthen the training and management of laboratory personnel, and improve monitoring quality and monitoring capacity. The blood samples for centralized immune antibody monitoring in spring and autumn shall be no fewer than 2,000 head-samples. Complete without fail the testing tasks assigned by higher authorities for peste des petits ruminants, brucellosis, tuberculosis, and schistosomiasis.
(5) Comprehensively carry out the project of strengthening responsibility and taking on responsibilities
