Yandu District Releases Key Points for Animal Husbandry and Veterinary Work in 2017
I. Overall Approach
Adjust the structure, transform the mode, protect the ecology, and ensure safety, and promote the development of the livestock and poultry breeding industry toward large-scale, standardized, ecological and healthy breeding.
II. Goals and Tasks
The total amount of livestock production will remain stable with a slight decrease. The number of major livestock and poultry species, pigs and poultry, will decrease by about 20% compared with 2016, and a group of free-range and small-scale households will be withdrawn from breeding; moderately develop herbivorous animals such as mutton sheep, meat geese and donkeys, as well as local chickens; the proportion of medium- and large-scale pig farming will reach 70%; improve the level of animal disease prevention and control and the safety guarantee for livestock product quality, and ensure that no regional major animal epidemic occurs and no major livestock product quality and safety accident occurs.
III. Key Work
(1) Advance supply-side structural reform and promote the transformative development of the livestock industry.
First, formulate the livestock industry development plan for Yandu District. Promote relevant livestock and poultry breeding varieties, technologies and models suitable for the local area. Varieties: Duroc-Landrace-Yorkshire three-way cross pigs, Landrace-Yorkshire-Berkshire three-way cross pigs, Sutai hybrid improved pigs, Lohmann brown-shell laying hens, Jinghong brown-shell laying hens, Hy-Line brown-shell laying hens, local high-quality chickens, mutton sheep, meat geese, etc.; technologies: supporting technologies for standardized ecological large-scale pig breeding, standardized breeding technology for large-scale laying hens, comprehensive prevention and control technology for major animal diseases such as avian influenza, and comprehensive utilization technology for livestock and poultry manure, etc.; models: combination of farming and animal husbandry, family farms, specialized livestock industry cooperative organizations, pig fermentation bed breeding, poultry raising under forests, biogas utilization, organic fertilizer production, etc. Second, implement livestock industry technology promotion projects. Implement the 2017 Yandu District high-efficiency livestock science and technology household project and the county project for reform and construction subsidies of the grassroots agricultural technology promotion system. Select demonstration households and science and technology instructors, promote leading varieties, technologies and models of livestock and poultry breeding, and organize technical training, etc. Third, carry out ministerial and provincial standardized (ecological and healthy breeding) demonstration creation. In 2017, it is planned to create 1 Ministry of Agriculture standardized pig farm and 3 Jiangsu Province livestock ecological and healthy breeding farms. From May to June, complete the selection and application work for creation targets; from July to August, provide on-site guidance by farm and centralized training; from September to October, complete the creation and accept superior inspection.
(2) Do a good job in prevention and control of major animal diseases and improve the level of epidemic prevention work.
First, strengthen the implementation of comprehensive prevention and control measures. Earnestly implement the "Yancheng City Medium- and Long-Term Animal Disease Prevention and Control Plan (2013—2020)", focus on major animal diseases, solidly carry out the “three major concentrated epidemic prevention actions” in spring, summer and autumn for major animal diseases, strengthen concentrated immunization in spring and autumn, achieve 100% immunization of livestock and poultry that should be immunized, and reach an immunization antibody qualification rate of more than 80%, strengthen epidemic monitoring and early warning, improve emergency response capacity, and ensure that no regional major animal epidemic occurs in the whole district. Coordinate the prevention and control of zoonoses, accelerate the purification of brucellosis, tuberculosis and rabies, and safeguard public health security. Explore the establishment of a new mechanism for compulsory immunization against major animal diseases, advance the self-purchase filing system for compulsory vaccines in large-scale farms, and actively carry out pilot work on direct subsidies for self-purchased compulsory vaccines. Second, strengthen technical support and guarantees for disease prevention and control. Strengthen collaboration with the municipal veterinary laboratory, fully equip instruments and equipment, strengthen staffing, and effectively improve the level of testing and detection such as etiology of animal diseases. Carry out livestock and poultry breeding disease monitoring and animal epidemic prevention skills training and competitions, animal epidemiological investigations, strengthen epidemic prevention supervision of large-scale farms, strengthen the assessment and training of grassroots animal disease prevention and inspection personnel, and give full play to their role as the main force in prevention and control. Third, strengthen the construction of safeguard mechanisms. Strengthen material and funding guarantees such as vaccine funds, epidemic prevention materials, emergency materials, monitoring funds and reserve funds for emergency handling of major animal epidemics, and ensure the normal development of animal disease prevention and control. Establish and improve an emergency system for rapid response and decisive handling of major animal diseases.
(3) Improve the level of pollution control and develop an ecological and environmentally friendly livestock industry.
First, strictly implement the livestock and poultry breeding layout plan. In prohibited breeding areas, cooperate with the governments of each town (district, street) and relevant departments to close or relocate within a time limit in accordance with relevant national, provincial and municipal regulations. In restricted breeding areas and suitable breeding areas, new farms (areas) shall strictly implement the environmental impact assessment and the “three simultaneous” system, and accelerate the progress of standardized transformation of existing large-scale farms within a time limit. Second, accelerate the promotion of manure resource utilization models. According to different breeding varieties and breeding scales, formulate technical guidance implementation plans, promote classified manure treatment and utilization models such as natural fermentation, litter fermentation beds, organic fertilizer production, and biogas production, cultivate 5 demonstration farms for manure treatment and resource utilization, carry out the construction of demonstration sites for combining planting and breeding, combine manure treatment and utilization with improving soil fertility, realize the fertilization of fields, high yield and enrichment of people through breeding manure, and achieve a livestock and poultry manure treatment and utilization rate of more than 90%. Third, focus on advancing the construction of a harmless treatment and collection system for dead livestock and poultry. Before the end of May 2017, fully complete the construction of 8 harmless treatment collection points for dead animals, accelerate the operation of harmless collection points for dead animals, include all large-scale farms in the harmless treatment system, establish and improve various supervision systems and various ledger records, improve the long-term mechanism for harmless treatment of dead animals, and prevent the occurrence of arbitrarily discarding dead livestock and poultry.
(4) Strengthen standardized supervision throughout the entire process to ensure the quality and safety of livestock products.
First, strengthen livestock and poultry slaughter supervision. Deeply carry out the “mine clearance” action for pig slaughtering, earnestly implement the announcement by the Provincial Agricultural Commission, the Public Security Department and the Food and Drug Administration on combating illegal slaughtering and other illegal and criminal activities endangering meat quality and safety, strengthen joint law enforcement, increase efforts to combat illegal acts such as private slaughtering, and severely crack down on illegal and criminal acts of purchasing and processing dead livestock and poultry. Strictly prevent diseased meat from entering the market. Second, strengthen the standardized management of quarantine supervision, actively carry out the management model of origin quarantine certification based on animal disease monitoring and supervision management, and strive to create a provincial “animal quarantine standardized management” demonstration county. Strengthen daily supervision of large-scale farms, and earnestly implement the main responsibility of enterprises and territorial supervision responsibility. Implement a combination of territorial grid-based supervision and double random inspections within the jurisdiction, further standardize animal epidemic prevention and input management at breeding sites, and ensure breeding safety. Third, organize and carry out special rectification actions for excessive residues of livestock and poultry antibiotics, banned compounds and veterinary drugs. Advance the construction of QR code traceability in the veterinary drug business link, organize and carry out double random inspections of veterinary biological product business enterprises and veterinary drug approval numbers, and promote the comprehensive implementation of the "Feed Quality and Safety Management Standards". Increase the intensity of livestock product monitoring and risk early warning, strictly implement the provisions for “lean meat powder” testing in the breeding link, and severely crack down on illegal acts of using “lean meat powder”.
