To all designated cities' agriculture bureaus and the Rural Development Bureau of the Pingtan Comprehensive Experimental Zone:

In order to fully implement the General Office of the Provincial Government's "Opinions on Further Strengthening the Management of the Livestock and Poultry Slaughter Industry" (Min Zheng Ban [2016] No. 119, hereinafter referred to as the "Opinions"), strengthen the management of the slaughter industry, and promote the healthy development of the slaughter industry in our province, the notice on doing a good job in the management of the slaughter industry in 2017 is hereby issued as follows:

I. Strictly enforce industry access and do a good job in planning and setup.

Policy guidance must be strengthened. With the goals of rational layout, reducing quantity through number control, and improving quality and efficiency, in accordance with the target requirement proposed in the Provincial Government's "Opinions" that “by the end of 2020, the total number of designated pig slaughter enterprises in the province shall be controlled within 100, basically achieving standardized large-scale slaughter,” and our department's implementation opinion that “in principle, one designated pig slaughterhouse shall be set up in the urban area of each designated city, no more than one designated pig slaughterhouse shall be set up in each county (city), and designated slaughter enterprises shall no longer be retained or newly built in urban peripheral areas and townships that can be reached by radiation and distribution from meat sales outlets,” work must be promptly done to compile the setup plan for designated pig slaughter enterprises during the “13th Five-Year Plan” period, which shall be published by the people's government of each designated city and reported to the Provincial Department of Agriculture for filing. The access management system for slaughter enterprises must be further improved, access conditions strictly controlled, and access approval standardized. Designated pig slaughterhouses with a daily slaughter capacity below 500 head or involving contract slaughtering shall no longer be approved, and approval shall be prohibited for newly built slaughter enterprises not explicitly included in the setup plan of the local city, county (district).

II. Strictly conduct review and cleanup, and rectify or close within a time limit.

In accordance with the closure deadlines stipulated in the Provincial Government's "Opinions," the review and cleanup of designated pig slaughter enterprises must be actively advanced. For unqualified designated pig slaughter enterprises (Attachment 1), once they pass rectification review or are closed, the competent agriculture department shall promptly request the municipal government of the designated city to issue a public notice, reissue or withdraw the designated slaughter certificate and designated slaughter signboard, and report to the Provincial Department of Agriculture for filing. A practical and feasible review and cleanup work plan must be formulated. The setup of designated pig slaughter points shall be strictly limited to remote rural areas with inconvenient transportation that truly cannot be reached by the meat sales network. A quarterly reporting system shall be implemented for the rectification and closure of unqualified small pig slaughter points. Before the last 5 working days of each quarter, the progress of rectification or closure of unqualified designated pig slaughter enterprises within the jurisdiction shall be reported to the Provincial Department of Agriculture (Attachment 2).

III. Strictly crack down on illegal private slaughtering and carry out special rectification.

Collaboration with public security, food and drug supervision, environmental protection, industry and commerce, and other departments must be strengthened. Focusing on important seasons, key areas, and weak links, special rectification actions for pig slaughtering shall continue to be organized, law enforcement intensity increased, and a high-pressure posture continuously maintained. Illegal acts such as private slaughtering, slaughtering sick and dead pigs, and water injection into live pigs shall be severely cracked down on in accordance with the law. The connection between administrative law enforcement and criminal justice shall be properly made, and relevant illegal cases shall be promptly transferred to public security organs. A reporting and verification system shall be established and improved, reporting and complaint telephone numbers shall be published, prominent problems reported by the masses shall be promptly verified and handled, the order of the slaughter market shall be maintained, and the quality and safety of meat shall be safeguarded.

IV. Strengthen routine supervision and implement main responsibilities.

In accordance with the requirements of the “two regulations and one specification,” routine supervision and annual inspection must be strengthened. Corresponding supervision and inspection plans shall be formulated for slaughter enterprises of different risk levels, and the risk assessment and traceability management of slaughter supervision shall be further advanced. Supervision of slaughter quarantine and inspection must be strengthened, the issuance of quarantine and inspection certificates standardized, and the provisions of the “six prohibitions” for animal husbandry and veterinary law enforcement and the “five must-nots” for slaughter quarantine strictly observed. Slaughter enterprises must be urged to fulfill their responsibility as the first responsible person for meat quality and safety in the slaughter process and their main responsibility for safe production, establish and improve systems for livestock and poultry entry and slaughter registration, meat quality inspection, “lean meat powder” self-inspection, harmless treatment of diseased livestock and poultry, and safe production management, standardize entrusted contract slaughtering behavior, and continuously improve meat quality and safety and supervision in the slaughter process.

V. Strengthen organizational leadership and ensure the implementation of measures.

The review and cleanup work involves a wide range of areas, is tight in time, and heavy in tasks. All localities must, under the unified leadership of the local government, have the principal leaders personally take charge and the leaders in charge handle specific matters, conscientiously do a good job in leading and coordinating, closely collaborate and cooperate with relevant departments, and ensure the formation of a joint work force. Specific rectification and closure work objectives, measures, and tasks must be formulated, and a countdown working method shall be adopted to implement the rectification and closure tasks for unqualified slaughter enterprises. Our department will carry out supervision and inspection according to the progress of rectification and closure work in various localities, ensuring that all measures stipulated in the Provincial Government's "Opinions" are put into effect and that supervision work such as review and cleanup achieves practical results.
