With the consent of the municipal government upon request, the 2017 key work points for animal husbandry and veterinary work citywide are hereby issued to you; please implement them conscientiously in light of the actual conditions of your county/district.
I. Overall Requirements
Conscientiously implement the spirit of the important speech delivered by General Secretary Xi Jinping during his inspection tour in Shaanxi, closely focus on the positioning of “catching up and surpassing” and the requirements of the “five solid efforts”, follow the five major development concepts, highlight distinctive advantages, adhere to the development direction of “efficient output, safe products, resource conservation, and environmentally friendly”, take transforming the development mode of animal husbandry as the main line, and take ensuring supply, ensuring safety, ensuring ecology, and ensuring sustained and stable increases in farmers' incomes as the main tasks, fully advance the transformation and upgrading of modern distinctive animal husbandry industries and supply-side structural reform, focus on building a modern animal husbandry production system, operation system, industrial system, animal disease prevention and control system, and livestock product quality and safety supervision system, and enhance the comprehensive production capacity, market competitiveness, and sustainable development capacity of animal husbandry.
II. Goals and Tasks
The main goals and tasks of the city's animal husbandry and veterinary work in 2017 are to promote the transformation of animal husbandry development from quantity expansion to quality and efficiency, and strive to achieve “two stabilities, two breakthroughs, two improvements”, namely, maintaining stable raising scales for major livestock and poultry (including sheep stable at 10.5 million, pigs at 2.4 million, poultry at 11 million, and beef cattle at 125,000), and high-quality forage grass bases stable at 10 million mu; achieving new breakthroughs in the level of industrialized development and product market competitiveness; and further improving the safety guarantee capacity for animal husbandry production and the capacity for scientific and technological innovation.
III. Work Measures
(1) Accelerate the transformation and upgrading of animal husbandry
1. Continue to advance standardized large-scale livestock and poultry breeding. With the goal of saving costs and increasing efficiency, continue to carry out standardized livestock and poultry breeding demonstration creation activities, and create 30 demonstration farms at or above the municipal level. Increase support for appropriately scaled breeding, and around “improved livestock and poultry breeds, facility-based breeding, standardized production, institutionalized epidemic prevention, and harmless manure treatment”, enhance the level of appropriately scaled standardized breeding.
2. Accelerate the development of the entire sheep industry chain. With the goal of improving the economic benefits of the sheep industry, further optimize the industrial structure, stabilize the scale of cashmere goat raising, and increase the coverage rate of improved breeds; focus on supporting the development of large-scale meat sheep breeding, further expand the core herds of improved meat sheep breeds such as Suffolk and Dorper, carry out economic crossbreeding improvement, and establish a meat sheep production system. Guide well-known domestic and foreign mutton production enterprises to invest and build factories in Yulin, support local mutton sheep slaughtering and processing enterprises in building fine mutton sheep cutting and slaughtering lines, and encourage enterprises to develop distinctive and high-end mutton products. Create the parent brands of “Yulin Mutton”, “Yulin Cashmere”, and “Yulin White Cashmere Goat”, and build a brand system integrating regional brands with enterprise brands and product brands. Increase the construction of marketing platforms focusing on live sheep trading markets, e-commerce, and cold-chain distribution, and promote the organic combination of online and offline channels. Increase publicity for mutton food culture and raise the visibility and market share of Yulin mutton.
3. Focus on advancing targeted poverty alleviation through distinctive industries. Study the current status of distinctive industry development and identify the paths for targeted poverty alleviation through distinctive industries. Effectively use integrated financial funds for industrial poverty alleviation, actively develop sheep, bees, donkeys, rabbits, and other distinctive breeding, focus on cultivating large breeding households, family farms, farmers' professional cooperatives, leading enterprises, and other business entities, and use differentiated development to boost targeted poverty alleviation through distinctive industries.
(2) Promote the green development of animal husbandry
4. Strengthen pollution prevention and control in livestock and poultry breeding. In accordance with the requirements of the “Yulin City Plan for the Division of Restricted and Prohibited Livestock and Poultry Breeding Zones”, accelerate the designation of prohibited and restricted livestock and poultry breeding zones; comprehensively ascertain the distribution, breeding scale, and pollution prevention and control status of all large-scale livestock and poultry farms within the jurisdiction, formulate relocation and rectification plans for large-scale farms in prohibited and restricted breeding zones, and actively cooperate with county and district governments to complete relocation and rectification tasks. Carry out the creation of demonstration counties for green development of animal husbandry, summarize and promote efficient and practical comprehensive utilization models for livestock and poultry manure, and improve the level of resource utilization of manure. Improve the harmless treatment mechanism for dead livestock and poultry, and actively advance the harmless treatment of dead livestock and poultry.
5. Accelerate the construction of a forage and feed supply guarantee system. Organize and implement the national projects for returning grazing land to grassland, the second phase of the Beijing-Tianjin sandstorm source control, and high-yield and high-quality alfalfa demonstration, and build 1 million mu of high-quality forage grass bases mainly based on purple alfalfa; optimize the three-element planting structure of grain, cash crops, and feed, advance the “grain-to-feed” conversion of corn, support the conversion of feed corn into silage and ammoniated feed, and promote the planting of 500,000 mu of feed crops mainly consisting of high-quality and high-yield varieties such as Keduo No. 8, sweet sorghum, and giant king grass. Promote pelletized processing and feeding technology for forage materials such as straw and shrubland, and cultivate 100 demonstration households. In accordance with the principle of “supporting the excellent, the large, and the strong”, support the cultivation of 2-3 grass product and cattle and sheep feed production and processing enterprises.
6. Strengthen grassland ecological protection and construction. Increase grassland law enforcement and supervision, and severely crack down on illegal acts such as illegal occupation and destruction of grasslands. Strengthen the stockpiling of grassland fire prevention materials and enhance the emergency response capacity for grassland disasters. Carry out experimental demonstrations of degradation grassland improvement and biological control of grassland pests and diseases, and further improve the grassland ecological environment.
(3) Effectively ensure production safety
7. Strengthen the prevention and control of major animal diseases. Organize and implement the “Yulin City Medium- and Long-Term Animal Disease Prevention and Control Plan (2012-2020)”. Earnestly implement the epidemic prevention responsibility system, and effectively carry out compulsory immunization against major animal diseases and the prevention and control of zoonoses such as brucellosis, tuberculosis, and rabies. Strengthen disease purification in breeding livestock and poultry farms, improve biosafety measures for large-scale farms, and carry out pilot programs of first immunization followed by subsidies. Improve and perfect animal epidemic laboratory and vaccine cold-chain preservation systems. Organize and carry out epidemic monitoring and epidemiological investigations, enhance emergency response capacity for animal epidemics, and ensure the stability of major animal epidemics citywide.
8. Strengthen supervision of livestock product quality and safety. Further strengthen supervision of inputs, continue to advance the standardized construction of feed enterprises, and strictly implement the main responsibility of enterprises; strengthen GSP supervision and inspection of veterinary drugs, and standardize veterinary drug business practices; earnestly implement the licensing system and regulatory measures for milk stations and transport vehicles, and deeply advance the construction of a milk source quality and safety traceability system; increase hidden danger investigation and special rectification in the breeding stage, and severely crack down on illegal addition and abuse of antibiotics. Carry out special rectification for the introduction of breeding stock and the transport of live livestock, and strengthen law enforcement supervision and inspection of breeding livestock and poultry production and operation. Do a good job in livestock and poultry slaughter supervision, and carry out standardized demonstration creation for livestock and poultry slaughterhouses. Strengthen quality testing of livestock and poultry slaughter meat, and ensure the quality and safety of livestock products.
(4) Focus on strengthening scientific and technological support
9. Improve the level of livestock and poultry breeding and propagation. Adhere to the synchronized development of “breeding, propagation, and promotion”, and accelerate the construction of a modern livestock and poultry seed industry system. Do a good job in improved breed selection, improved breed registration, and core herd construction for northern Shaanxi white cashmere goats. Focus on supporting the construction of original breeding farms and multiplication farms for improved meat sheep breeds. Earnestly implement subsidy projects for improved breeds of dairy cattle, beef cattle, and pigs. Do a good job in the protection and development and utilization of local germplasm resources such as Chinese bees, Jiami donkeys, Bamei pigs, Tan sheep, and northern Shaanxi fine-wool sheep. Standardize administrative licensing for breeding livestock and poultry production and operation, advance the construction of a production performance testing system for breeding livestock and poultry, and improve the seed production, supply, and service capabilities of improved livestock and poultry.
10. Strengthen the promotion and application of advanced technology and the building of talent teams. Strengthen coordination and interaction with the modern animal husbandry industrial technology system and scientific research and teaching institutions, and fully leverage the technical advantages and supporting role of expert teams. Accelerate the demonstration and promotion of ten key applicable technologies, including high-quality livestock and poultry (grass) breeds, comprehensive straw utilization, livestock and poultry disease prevention and control, and harmless manure treatment. Strengthen skills training for scientific and technical personnel and practitioners; municipal animal husbandry and veterinary departments shall complete training for 500 person-times of municipal and county/district teaching staff and technical backbones; counties and districts shall complete training for 1,000 person-times of breeding practitioners, rural veterinarians, and epidemic prevention personnel.
11. Improve the construction of the animal husbandry and veterinary information platform. Integrate information monitoring networks such as animal epidemic prevention and quarantine, livestock and poultry slaughter supervision, feed and veterinary drugs, and animal husbandry production statistics and monitoring, build a municipal-level comprehensive animal husbandry and veterinary information data platform, carry out analysis and release of production, epidemic, and quality supervision information, and scientifically guide animal husbandry production.
