In order to summarize and exchange the work of designating prohibited zones and restricted zones in various places, solicit opinions and suggestions from various places on the “Guiding Opinions on Adjusting the Designation of Prohibited Zones and Restricted Zones”, convey and implement the spirit of the Ministry of Agriculture’s “Video Conference on Launching the Creation of Green Development Demonstration Counties for Animal Husbandry” and “Video Conference on Promoting the Structural Adjustment of the Planting Industry and Crop Rotation of Grain and Soybean and Converting Grain to Feed”, and arrange and deploy related work in our province, on May 5 the Provincial Animal Husbandry Bureau organized and held a province-wide animal husbandry business work conference.

Provincial bureau leaders delivered an important speech on the province-wide work of designating and adjusting prohibited zones and restricted zones and put forward clear requirements.

In terms of the work of designating and adjusting prohibited zones and restricted zones:

First, attach great importance to it.

The work of designating and adjusting prohibited zones and restricted zones is not only a need for advancing the construction of an ecological Henan, but also a need for promoting the sustainable development of animal husbandry, and moreover a political task. All localities should take this work as a key task and mandatory task for this year, place it in an important position, effectively strengthen organizational leadership, clarify the division of responsibilities, and implement key measures to ensure the task is completed on time and with quality.

Second, clarify the tasks.

The Provincial Animal Husbandry Bureau is responsible for urging and guiding all localities to complete the adjustment of the scope of livestock and poultry prohibited zones and restricted zones before the end of November 2016 and to list the farms (communities) and specialized farming households in prohibited zones that need to be closed or relocated

. Animal husbandry departments at all levels shall complete the survey work on the designation and adjustment of livestock and poultry prohibited zones and restricted zones before the end of June,

before the end of September, formulate and issue the adjustment plan for livestock and poultry prohibited zones and restricted zones,

before the end of November, list the farms (communities) and specialized farming households in prohibited zones that need to be closed or relocated,

before the end of December, submit policy opinions on closure or relocation to the local government.

Third, carry out the adjustment work in a scientific and reasonable manner. In response to past problems in the designation of prohibited zones and restricted zones such as “inconsistent designation standards, unclear boundaries, excessively large areas designated in some counties and cities, and slow progress in the closure and relocation of farms and households in prohibited zones”, doing a good job in the designation and adjustment of prohibited zones and restricted zones must adhere to the three principles of “coordinating production and ecology”, “advancing step by step and steadily”, and “highlighting key points in accordance with laws and regulations”, and focus on doing the three tasks of “conscientiously carrying out investigation and research”, “scientifically formulating adjustment plans”, and “listing prohibited zones”.

Fourth, make preparations for closure and relocation. Animal husbandry departments in all localities shall, together with relevant departments such as environmental protection, agriculture, finance, and land and resources, study policy measures to advance the closure and relocation of farms and households in prohibited zones, plan closure and relocation plans in advance, put forward reasonable opinions and suggestions, and serve as a good adviser to the government.
