Shandong Issues Emergency Notice on Monitoring and Control of Wheat Stripe Rust
To the agriculture bureaus (agricultural committees) of all cities:
Wheat stripe rust is a major epidemic disease spread by high-altitude air currents, characterized by strong sudden onset, rapid spread, great difficulty in monitoring, and severe damage and losses. This year, wheat stripe rust has occurred early, spread widely, and caused severe damage nationwide. Recently, in the main wheat-producing areas of the east, the disease has been found over a wide range and is spreading rapidly, having reached northward to Heze in our province and eastward to Changzhou, Jiangsu, with the northward expansion and eastward movement of the disease clearly accelerating, posing an increased threat to wheat security in the Huang-Huai and North China wheat regions. Our province discovered stripe rust on April 20 in Dongming County and Chengwu County of Heze City, 14 days earlier than last year. It is expected that wheat stripe rust this year will be significantly more severe than last year and in recent years. In order to promptly grasp the dynamics of stripe rust occurrence and effectively control the epidemic spread and diffusion, the following emergency notice is hereby issued:
I. Intensify monitoring efforts and closely track the occurrence situation
All localities must act immediately to carry out general surveys of wheat stripe rust, identify the scope of occurrence, and verify the area of affected fields. Implement “scouting with pesticides on hand”: upon finding a single spot, control a whole patch, promptly block and control the disease center, and strictly prevent the disease from spreading and becoming epidemic. Relevant situations must be reported promptly to local governments and higher-level competent departments. Counties (cities, districts) where stripe rust has been found must implement a daily reporting system and must report the latest occurrence and control dynamics of local stripe rust to the Provincial Plant Protection General Station (email: [email protected]) before 4 PM each day until the disease is eliminated.
II. Strengthen organizational leadership and implement emergency disaster prevention and mitigation measures
Once wheat stripe rust spreads, losses are severe. All levels must attach great importance to it, foster awareness of disaster prevention and mitigation, strengthen organizational leadership for emergency prevention and control, clarify prevention and control responsibilities, and implement prevention and control tasks. Areas where wheat stripe rust has already occurred must promptly secure prevention and control pesticides and equipment, mobilize the public to actively carry out prevention and control, and organize and mobilize specialized plant protection service organizations to implement unified prevention and unified control, striving to keep stripe rust damage under control at the initial stage.
III. Provide scientific guidance for prevention and control and implement key technical measures
All localities must use various effective media to actively publicize the symptoms, damage, and prevention and control techniques of wheat stripe rust, hold technical lectures, and select capable professional and technical personnel to form technical guidance teams to go deep into the fields to guide prevention and control work and ensure control effectiveness.
