Yichang City 2017 Key Points for Animal Husbandry and Veterinary Work
2017 is an important year for implementing the “13th Five-Year Plan” and a year of deepening supply-side structural reform. Doing a good job in animal husbandry and veterinary work is of great significance for supporting rural economic development and serving the overall work of the municipal Party committee and municipal government.
I. Overall Approach
Fully implement the spirit of the 18th National Congress of the Communist Party of China and the Third, Fourth, Fifth and Sixth Plenary Sessions of the 18th Central Committee, the Central and Provincial Agricultural and Rural Work Conferences, and the citywide rural work conference; thoroughly implement the spirit of General Secretary Xi Jinping's series of important speeches; always adhere to the new development concept; take advancing supply-side structural reform of the animal husbandry industry as the main line; take “ensuring supply, ensuring safety, ensuring ecology” as the goal; take green development as the orientation; and strive to advance structural adjustment, demonstration creation, integration of the three industries, scientific and technological innovation, disease prevention and control, and quality and safety supervision. Accelerate the building of high-quality animal husbandry characterized by the “three beauties”: clean and beautiful surrounding land and water, beautiful breeding environment, and safe and delicious livestock products.
II. Work Objectives
The citywide animal husbandry output value will increase by 3%, and the livestock product processing output value will increase by 6%; the output of meat, eggs and milk will remain stable; and ensure that no regional major animal epidemic and no major livestock product quality and safety incident occur.
III. Main Measures
(1) Deepen the advancement of structural adjustment in the animal husbandry industry
1. Optimize regional layout. In accordance with the requirements of environmental capacity, integration of agriculture and animal husbandry, smooth production and marketing, and circular development, and in conjunction with the distribution of no-breeding zones, restricted-breeding zones and suitable-breeding zones, coordinate the adjustment and optimization of the regional breeding layout of “pigs and poultry in the southeast, cattle in the east and sheep in the west, and the dairy industry in the suburbs.” In plains and hilly areas, implement quality improvement for pigs and poultry and barn feeding for cattle and sheep; in mountainous counties and districts, expand the construction of artificial grassland and improved grassland, and focus on building cattle and sheep breeding bases. Assist in closing or relocating large-scale farms in no-breeding zones in accordance with the law, and guide large-scale pig breeding to shift to places with greater environmental carrying capacity.
2. Stabilize pig production. Persist in optimizing breeding methods and product quality, and focus on stabilizing quantity and improving quality. The 6 counties and districts of Yidu, Zhijiang, Dangyang, Zigui, Changyang and Yiling must, as always, carry out the construction of major pig-transfer counties and strive not to fall behind. Comprehensively promote the model of circular development combining planting and breeding and the resource utilization of manure, vigorously advance efficient, large-scale and ecological pig breeding, and strive for a large-scale breeding rate of more than 60%. Vigorously implement the Qingping pig protection and development project, and strive for the slaughter of 1 million high-quality pigs mainly consisting of Qingping pigs. Coordinate the relationship between pig production and breeding pollution prevention and control, and prevent simply shutting everything down or banning everything.
3. Accelerate the development of cattle and sheep. Thoroughly implement the “Opinions of the Municipal People's Government on Accelerating the Development of the Cattle and Sheep Industry” (Yifufa [2014] No. 44), accelerate the development of the cattle and sheep industry, and restore the development of the dairy industry. Accelerate the construction of Yiling cattle and Yichang white goat breeding stock farms and multiplication farms, vigorously promote moderate-scale breeding models such as the “1210” model for beef cattle and the “1531” model for mutton sheep, and build 50 new hundred-head cattle farms and hundred-head sheep farms. Led by leading enterprises, focus on implementing the industrialized production of Yiling cattle snowflake beef, enhance the production capacity of famous-brand, high-quality and specialty livestock products, and strive for the city to produce 10 tons of Yiling cattle snowflake beef, reach a pasteurized fresh milk output of 5,000 tons, and slaughter more than 500,000 high-quality Yichang white goats. Accelerate the construction of the Yichang City cattle and sheep trading and slaughtering and processing plant.
4. Revitalize the poultry industry. Persist in grasping both risk prevention and development promotion, focus on important links such as breeding poultry multiplication, feed processing, young poultry rearing and market sales, expand the breeding scale of broilers, laying hens and waterfowl, and shore up the weak links in the poultry industry. Plain and hilly areas must vigorously advance the construction of standardized large-scale chicken farms and duck farms, while the western mountainous areas must vigorously promote ecological breeding models such as chicken raising under forests and in orchards, and strive to build 20 new ten-thousand-bird poultry farms. Increase efforts in the protection and development of Shuanglian chickens, advance the development of the entire industry chain of production, processing and sales, revitalize local high-quality poultry breeds, and strive to produce 5 million high-quality Shuanglian chickens.
5. Expand the bee industry. Persist in planning first and market orientation, deeply cultivate the advantages of nectar source resources, and support the bee industry in becoming bigger and stronger. Areas such as Yidu, Zhijiang, Dangyang and eastern Yiling must accelerate the construction of the main production area for Italian bees, while mountainous areas such as Yuan'an, Xingshan, Zigui, Changyang, Wufeng and western Yiling must focus on building breeding areas and protection areas for Chinese bees. Vigorously develop standardized bee-keeping models such as the “1210” migratory model for Italian bees and the “135” fixed-site model for Chinese bees, and newly develop 1,000 households using standardized bee-keeping models. Actively cultivate leading enterprises in deep processing of bee products, carry out deep processing of products such as honey, royal jelly, bee pollen and propolis, cultivate the “Yichang Honey” public brand, and improve the competitiveness of the bee industry.
(2) Deepen the advancement of green development of the animal husbandry industry
6. Thoroughly implement livestock and poultry manure treatment and resource utilization. Focusing on major livestock and poultry breeding counties and towns, vigorously implement projects for livestock and poultry manure treatment and resource utilization, and support large-scale livestock and poultry farms in building supporting facilities and equipment for water saving, manure cleaning, storage and utilization. In accordance with the requirements of the “Action Plan of the Provincial Department of Agriculture for Implementing the Central Third Inspection Team's 'Look Back' Rectification of Comprehensive Treatment of Breeding Pollution,” the 3 urban districts of Yidu, Zhijiang and Yiling, which belong to the southern water network area, must complete the task of closing and relocating large-scale livestock and poultry farms (communities) in no-breeding zones by the end of June, and all other counties and districts must complete the closure and relocation of large-scale livestock and poultry farms (communities) in no-breeding zones by the end of the year. Earnestly implement the “river chief system,” coordinate the advancement of environmental rectification in the Manao River basin, actively participate in the environmental rectification of livestock and poultry breeding in other river basins, and ensure completion of the task of pollution reduction in large-scale livestock and poultry breeding assigned by the municipal government.
7. Vigorously advance circular development combining agriculture and animal husbandry. Actively carry out the “grain-to-feed” pilot, encourage large-scale cattle and sheep breeding enterprises to expand the planting of silage corn and feed rapeseed, achieve abundant grass and good livestock and the integration of grass and livestock, and strive for a demonstration planting area of 1.5 ten-thousand mu for silage corn and feed rapeseed. Vigorously advance the feed utilization of crop straw, further improve facilities and equipment for straw storage, mowing, baling and crushing, and strive for straw feed utilization to exceed 600,000 tons. Adhere to the principle of determining livestock by land, actively develop models combining planting and breeding such as “livestock-manure-fruit (tea, vegetables),” build an industrial development system featuring balanced planting and breeding, ecological circulation and environmental friendliness, and newly develop more than 30 models combining planting and breeding.
8. Deeply carry out the creation of demonstration counties for green development of the animal husbandry industry. Comprehensively implement the “Notice of the Office of the Municipal People's Government on Advancing the Creation of Demonstration Counties for Green Development of the Animal Husbandry Industry Citywide” (Yifubanfa [2016] No. 48), and in accordance with the work plans and assessment methods of the ministry and province on the creation of green development demonstration counties, further grasp key work such as mechanism establishment, responsibility implementation, mode transformation, policy support and technical guarantee, advance in depth the creation activity of demonstration counties for green development of the animal husbandry industry, and focus on supporting Yidu City in creating a national demonstration county for green development of the animal husbandry industry. Replicate, summarize and promote Yidu City's creation experience, and advance green development of the animal husbandry industry citywide.
9. Effectively strengthen the harmless treatment of dead livestock and poultry. In accordance with the overall requirements of ecological civilization construction, earnestly implement the “Notice of the Office of the Municipal People's Government on Effectively Carrying Out the Harmless Treatment of Dead Livestock and Poultry” (Yifubanfa [2015] No. 22), further promote the construction of collection points and treatment centers for dead livestock and poultry, optimize the operating procedures for harmless treatment, improve the long-term mechanism for harmless treatment of dead livestock and poultry, achieve full collection, full treatment and full utilization in the harmless treatment of dead livestock and poultry, and ensure that no incident of random dumping of dead livestock and poultry occurs. Strengthen supervision of the harmless treatment of dead livestock and poultry in the breeding and slaughtering links, strengthen the connection between administrative law enforcement and criminal justice, strictly prevent dead livestock and poultry from entering the market, and standardize the application and use of subsidies for harmless treatment. Give priority to harmless treatment process technologies such as rendering, fermentation and incineration, and improve the level of resource utilization of dead livestock and poultry.
(3) Deepen the advancement of integrated development of the three industries
10. Actively develop standardized large-scale breeding. Adhere to the green ecological orientation, continue to carry out the “four-level joint creation” activity for standardized livestock and poultry breeding demonstrations, build high-standard standardized livestock and poultry breeding demonstration farms in accordance with the “five modernizations” requirements, and strive to build 7 new ministerial- and provincial-level standardized demonstration farms and more than 50 municipal- and county-level standardized demonstration farms. Actively strive to implement construction projects for standardized large-scale beef cattle and mutton sheep farms (communities), and improve the level of standardized livestock and poultry breeding. Strengthen the filing management of newly built large-scale breeding farms, and comprehensively establish an information system for manure treatment and resource utilization of large-scale livestock and poultry farms.
11. Make the livestock product processing industry bigger and stronger. Establish the concept of “big food, big animal husbandry,” strive for supportive policies, improve service quality, and encourage the development of primary processing, deep processing and cascade processing of livestock and poultry by-products. Guide processing enterprises to connect with large-scale breeding farms, adopt methods such as “company + base + cooperative + farmers,” build core breeding bases well, improve the interest linkage mechanism, and achieve integrated development of the primary and secondary industries. Strive for the city's pig, cattle, sheep and chicken slaughtering and processing capacity to reach 1.6 million head, 60,000 head, 1 million head and 30 million birds respectively, and the ratio of livestock product processing output value to animal husbandry output value to reach 1.7:1.
12. Actively develop leisure and sightseeing animal husbandry. Actively expand the multiple functions of animal husbandry, guide the construction of a number of sightseeing ranches, experience ranches, health-care ranches and smart ranches, and achieve integrated development of the primary and tertiary industries. Vigorously implement the southern modern grassland animal husbandry promotion action, the new round of returning farmland to grassland, and the pilot demonstration of integrated development of rural primary, secondary and tertiary industries, and focus on building 3 animal husbandry sightseeing tourism routes: Huanghua Town-Fenxiang Town Bailihuang in Yiling District; Ziqiu Town-Huoshaoping Township-Langping Town-Hejiaping Town in Changyang County; and Xiannv Town-Wen'an Town in Zhijiang City-Banyue Town in Dangyang City. Organize and hold the first Three Gorges beef and mutton food culture tourism festival and cattle racing fair.
13. Focus on enhancing the market competitiveness of livestock products. Accelerate the cultivation of new-type animal husbandry operating entities such as large breeding households, family ranches, professional cooperatives and industrialized leading enterprises, and develop 100 new-type animal husbandry operating entities. Thoroughly implement the brand strategy for livestock products, rely on leading enterprises, professional cooperatives and industry associations, focus on cultivating public brands, enterprise brands and product brands with high credibility and great influence, and strive to add more than 10 “three products and one standard” certifications. Promote integrated operation models of production, processing and sales such as “breeding-processing-catering,” and focus on building demonstration models of the entire industry chain, entire value chain and entire supply chain of the animal husbandry industry.
(4) Deepen the advancement of animal disease prevention and control
14. Strengthen the management of vaccines for major animal diseases. Persist in the four-level linkage of city, county, township and village, solidly grasp work such as building information platforms, training management teams, truthfully entering data and improving supporting systems, comprehensively implement the “Yichang pilot” for information-based management of major animal disease vaccines in Hubei Province, and advance the standardization and scientification of animal vaccine management in links such as application, allocation, receipt, storage, distribution, use and empty bottle recycling, ensuring that successful experience in information-based management of major animal disease vaccines is explored for the whole province.
15. Strengthen animal disease prevention and treatment. Persist in combining routine immunization with quarterly prevention and monthly supplementation, solidly carry out compulsory immunization against major animal diseases such as highly pathogenic avian influenza, livestock foot-and-mouth disease, highly pathogenic porcine reproductive and respiratory syndrome, swine fever, Newcastle disease and peste des petits ruminants, and ensure that immunization density reaches 100% and the antibody qualification rate reaches the standards of the Ministry of Agriculture. Focusing on breeding livestock and poultry farms and large-scale breeding farms, promote the purification of key diseases and the construction of biosafety isolation zones. In accordance with the spirit of the “Urgent Notice of the Office of the Municipal People's Government on Effectively Carrying Out Brucellosis Prevention and Control Work,” advance brucellosis purification citywide with counties and districts as units. Strengthen joint prevention and joint control, and carry out prevention and treatment of zoonoses such as schistosomiasis, rabies and tuberculosis.
16. Strengthen emergency handling of animal epidemics. Newly revise and issue the “Yichang City Emergency Plan for Sudden Animal Epidemics.” Strengthen monitoring and epidemiological investigation of animal diseases such as highly pathogenic avian influenza, and strengthen the analysis and application of monitoring results. Earnestly implement the risk assessment system for major animal epidemics, organize experts to regularly hold risk assessment meetings, and timely report assessment situations. Strengthen cooperation with departments such as health and family planning, forestry, commerce, and entry-exit inspection and quarantine, and effectively carry out joint prevention and joint control of zoonoses such as H7N9 avian influenza and brucellosis.
17. Strengthen the construction of the veterinary system. Organize the implementation of the new veterinary system, further strengthen the construction of official veterinarians and practicing veterinarians, and earnestly do a good job in organizing the 2017 national practicing veterinarian qualification examination. Strengthen veterinary prescription management in animal diagnosis and treatment activities. Encourage innovation in grassroots animal epidemic prevention mechanisms, promote the professionalization reform of township animal epidemic prevention teams, advance the standardized transformation of veterinary diagnosis and treatment, and improve the level of animal husbandry and veterinary services. Further strengthen the construction of veterinary laboratories at the city and county levels, comprehensively improve animal disease inspection and testing capabilities, and actively carry out comparative testing of animal disease diagnosis and testing capabilities.
(5) Deepen the advancement of supervision over the quality and safety of livestock products
18. Further strengthen administrative law enforcement supervision. Comprehensively implement the “Seventh Five-Year” law popularization plan, actively participate in the construction of a law-based government, deepen the reform of the administrative approval system, and strengthen the standardization of supervision and law enforcement. Strengthen animal health supervision and law enforcement, and in accordance with the requirements of origin approval for market entry and market access, strictly implement the systems of animal quarantine declaration, origin quarantine and slaughter quarantine, further strengthen the electronic issuance of animal quarantine qualification certificates, and ensure that the declaration rate for origin quarantine and the slaughter quarantine rate reach 100%. In fields such as veterinary drugs, animal diagnosis and treatment sites, “lean meat powder,” raw fresh milk, large-scale breeding farms and slaughterhouses, continuously carry out special rectification of prominent problems, and severely crack down on illegal acts such as prohibited use of veterinary drugs and illegal addition of prohibited substances. Deeply carry out activities to excel in the quality and safety of livestock products, and ensure that 1 county or district enters the ranks of advanced creation units in the whole province. Earnestly implement the “four strictest” requirements, and fully participate in the creation of a national food safety demonstration city.
19. Further strengthen monitoring of the quality and safety of livestock products. Focusing on prohibited substances and drug residues such as “lean meat powder,” melamine and sulfonamides as key items, regularly and irregularly carry out monitoring of the quality and safety of livestock products, and ensure that monitoring coverage reaches 100%. At the municipal level, laboratory testing is the main method, completing 2,000 routine monitoring and supervisory sampling tests; each county and district mainly uses rapid testing, completing 4,000 routine monitoring tests. Guide each township to complete the tasks of daily inspection and rapid testing for the quality and safety of livestock products.
20. Further strengthen management of the slaughtering industry. Earnestly implement the decisions and arrangements of the ministry and province on the management of the slaughtering industry, strengthen statistical monitoring of livestock and poultry slaughtering, increase publicity and training on slaughtering regulations, strictly implement the list of “two responsibilities,” and guide the transformation and upgrading of the slaughtering industry. Continue to advance the review and cleanup of designated pig slaughtering qualifications, strictly implement the cleanup standards for designated pig slaughtering enterprises, urge the first batch of 14 designated slaughterhouses that passed review and publicity but have not been issued certificates to complete environmental protection rectification, and order designated pig slaughterhouses that do not meet standards to close, suspend operations or relocate. Earnestly carry out the “mine-clearing operation” for pig slaughtering supervision, and severely crack down on illegal pig slaughtering acts. Urge designated pig slaughterhouses to implement the “lean meat powder” self-inspection system, and strictly implement synchronization of “lean meat powder” testing and slaughter quarantine.
21. Further strengthen management of the veterinary drug industry. Publicize and implement laws and regulations such as the “Measures for the Administration of Veterinary Prescription Drugs and Non-prescription Drugs,” and guide veterinary drug operating enterprises and breeding farms and households to consciously standardize veterinary drug operation and use behavior. Strictly strengthen supervision of veterinary drug production, operation and use, implement measures such as daily supervision and inspection, special rectification and flight inspections, increase supervision and spot checks on veterinary drugs with high risk and hidden dangers, and severely crack down on illegal acts such as illegal addition, production and sale of counterfeit goods, and illegal use of veterinary drugs. Continue to carry out the five-year action for comprehensive treatment of veterinary antibacterial drugs, focusing on supervision of the operation and use of veterinary biological products, licensing of veterinary drug operations, special inspections of veterinary drug operating sites and implementation of the supervision responsibility system, and organize and carry out the GSP re-standardization action for veterinary drug operations, ensuring that the standardized operation rate of veterinary drug GSP reaches more than 65%.
(6) Deepen the advancement of scientific and technological innovation in animal husbandry
22. Carry out research on major topics. Give full play to the leading role of 4 academician expert workstations, continue deep cooperation with the National Modern Animal Husbandry Industry Technology System, China Agricultural University and other scientific research institutions, focus on issues such as resource utilization of livestock and poultry breeding waste, protection and development of Yiling cattle and Yichang white goats, dairy industry development and construction of biosafety isolation zones, and organize and implement major scientific research projects. Concentrate the strength of expert teams in the animal husbandry and veterinary industry at the city and county levels, actively carry out research, integration and application of comprehensive barn-feeding technology for Yichang white goats, and strive to win natural science and technology achievement awards from the Ministry of Agriculture and Hubei Province.
23. Accelerate the promotion of applicable technologies. Continue coordinated interaction with Huazhong Agricultural University, Hubei Three Gorges Polytechnic and other colleges and universities, hold animal husbandry technology training activities, diversify the cultivation of practical talents majoring in animal husbandry and veterinary medicine and new-type professional farmers and herdsmen, with a planned training of 2,000 people. Increase the promotion of advanced and applicable technologies, focusing on five applicable technologies: PCAI artificial insemination for pigs, ectopic fermentation bed breeding, efficient planting and breeding under grain-to-feed reform, green breeding and disease purification in large-scale pig farms, and brucellosis purification in sheep.
24. Advance the informatization of the animal husbandry industry. Earnestly implement the “Yichang City Three-Year Action Plan for Smart Animal Husbandry (2016-2018),” take “Internet+” as the driver, support the development of new industries and new forms of business such as animal husbandry e-commerce, add 10 animal husbandry e-commerce businesses throughout the year, and build 10 new smart animal husbandry demonstration bases. Carry out baseline surveys of large-scale livestock and poultry farms and households, strengthen information entry and reporting, and advance the construction of the “Livestock and Poultry Large-scale Breeding Information Service Cloud Platform” and the “Digital Dairy Service Cloud Platform” “Yichang Platform” to high standards. Solidly carry out the pilot for information-based management of animal vaccines in Hubei Province, and complete docking with the Yichang City Animal Husbandry and Veterinary Comprehensive Information Platform. Accelerate the docking of animal husbandry and veterinary information systems of each county and district with the citywide animal husbandry and veterinary comprehensive information platform.
(7) Deepen the advancement of animal husbandry project construction
25. Actively strive for animal husbandry development projects. Adhere to the principle of municipal coordination and county implementation, increase efforts to seek projects from the ministry and province such as the creation of demonstration counties for green development of the animal husbandry industry, the “grain-to-feed” pilot, the construction of standardized large-scale beef cattle, mutton sheep and dairy cattle farms (communities), and livestock and poultry manure treatment and resource utilization, and strive for a stable increase in various types of animal husbandry project funds invested in Yichang. Actively strive for and implement the 10 million yuan special fund from municipal finances to support the development of the cattle and sheep industry. Vigorously carry out investment promotion, attract private capital into the animal husbandry industry, and strive for the Chia Tai Group (Yichang) 1-million-head pig entire industry chain construction project and the Wens Group 1-million-head pig industry green development project to land in Yichang.
26. Comprehensively carry out the pilot for inclusive finance credit enhancement loans. Establish a risk fund of more than 10 million yuan for inclusive finance credit enhancement loans for the animal husbandry industry. In accordance with the principle of departmental coordination and market operation, publicly invite and select three banks, namely Three Gorges Rural Commercial Bank, Postal Savings Bank Yichang Branch and Three Gorges Agricultural Bank, and entrust the Yichang City Animal Husbandry Industry Association to cooperate with the three banks. Through credit enhancement and interest subsidies, leverage the three banks to provide more than 100 million yuan in unsecured and unguaranteed credit loans, effectively solving the problems of “difficult loans” and “expensive loans” for animal husbandry enterprises.
27. Solidly advance targeted poverty alleviation in the animal husbandry industry. In accordance with the “accurate and practical” requirements, go all out to fight the tough battle of improving the quality of poverty alleviation through the animal husbandry industry. Earnestly implement the “Special Work Plan for Animal Husbandry Development in Yichang City's Poverty Alleviation Campaign,” select poor villages that have not yet been lifted out of poverty, actively promote the “121” breeding models for pigs, poultry, beef cattle, mutton sheep and Chinese bees, cultivate poor households into large breeding households, family ranches and members of professional cooperatives, and strive for per capita income to reach 3,000 yuan. In coordination with the Municipal Petition Bureau and the Municipal Earthquake Bureau, help Baozhen Village, Hejiaping Town, Changyang County to advance targeted poverty alleviation and poverty eradication work, develop the three major poverty-alleviation industries of animal husbandry, vegetables and Chinese medicinal materials according to local conditions, and ensure that 150 poor households in Baozhen Village are removed from the poverty list this year.
(8) Strengthen self-construction
28. Coordinate social affairs well. Strictly implement the responsibility system for ideological work, firmly grasp the management power and discourse power of ideological work in the animal husbandry and veterinary industry, and convey the positive energy of modern animal husbandry development. Further strengthen work such as united front and mass organizations, comprehensive social management, and civilized unit construction, and vigorously create a good environment for industry development. Earnestly carry out work such as letters and visits, handling and replying to motions and proposals, confidentiality, and archives management, and promote the institutionalization and standardization of unit management.
29. Focus on strengthening industry conduct construction. Persist in “managing the industry requires managing industry conduct,” vigorously carry forward the style of seeking truth and being pragmatic, be loyal to the people, brave in taking responsibility, pragmatic and action-oriented, and comprehensively improve industry service capabilities. Strengthen institutional construction, establish a new type of “clean” and “close” government-business relationship, go deep into the grassroots for investigation and research, go deep into the front line to solve problems, and promote the implementation and landing of various tasks with “craftsmanship spirit.” Strengthen positive publicity and public opinion guidance for the industry, and establish a good image of the animal husbandry and veterinary industry with excellent conduct.
30. Effectively strengthen comprehensive strict governance of the Party. Firmly establish political awareness, overall situation awareness, core awareness and alignment awareness, strictly implement the two responsibilities of comprehensive strict governance of the Party, and effectively strengthen the construction of Party conduct and clean government and the fight against corruption in animal husbandry and veterinary departments.
