Guiyang County 2017 Implementation Plan for Cracking Down on Fake Agricultural Materials in the Breeding Industry

To fully implement the spirit of the national and provincial teleconference on the special campaign against fake agricultural materials, actively cooperate with the provincial and municipal joint provincial-municipal-county action against fake agricultural materials in the spring breeding industry, safeguard the quality and safety of livestock, poultry and aquatic products, and effectively protect the legitimate rights of the people, this plan is hereby formulated in light of the actual conditions of our county.

I. Work Objectives

In accordance with the overall requirements for safeguarding the quality and safety of livestock, poultry and aquatic products, we will adhere to the principles of addressing both symptoms and root causes with emphasis on root causes, combining crackdown with prevention, and territorial management; severely crack down on illegal acts of manufacturing and selling fake or inferior breeding inputs and illegally producing and operating prohibited breeding inputs; strictly implement the regulatory responsibility system; deepen the development of the credit system for breeding inputs; stabilize the breeding input market; focus on building a long-term regulatory mechanism; and strive to ensure that no quality and safety incidents involving livestock, poultry and aquatic products caused by fake or inferior breeding inputs occur.

II. Work Priorities

(1) Key varieties

Veterinary drugs: Strengthen supervision over the operation and use of veterinary drugs, strictly prohibit the use of human drugs for animals, strictly implement the classified management of prescription and non-prescription veterinary drugs, and carry out the veterinary drug GSP system; investigate and deal with illegal acts such as expanding indications and scope of use on veterinary drug labels and instructions in accordance with the law, and further regulate the use of antibacterial drugs; severely crack down on the manufacture and sale of fake or inferior veterinary drugs, the indiscriminate addition of antibacterial drugs, and the use of prohibited drugs and other toxic and harmful compounds, and intensify efforts to rectify the veterinary drug market and investigate and deal with illegal cases;

Feed and feed additives: Severely crack down on illegal acts such as producing and operating fake or inferior feed and feed additives, and strictly investigate the addition of prohibited drugs and illegal additives such as clenbuterol hydrochloride, ractopamine, salbutamol and melamine in feed, feed additives and breeding processes. Focus on monitoring prohibited drugs and illegal additives in feed, and intensify efforts to crack down on excessive addition of high copper and high zinc.

Aquatic seedlings: Intensify supervision over aquatic seedling breeding, severely investigate and deal with illegal use of prohibited drugs and toxic and harmful chemical substances such as nitrofurans, chloramphenicol and malachite green, improve the quality of aquatic seedlings, and safeguard the safety of fishery production.

(2) Key units

Large-scale breeding farms, feed and veterinary drug stores.

III. Work Steps

(1) Mobilization, deployment and publicity stage (February 28 - March 10). Formulate work plans, clarify work priorities, requirements and measures, and ensure the “three in place” - responsibilities in place, measures in place, and publicity and mobilization in place.

(2) Centralized rectification and investigation and punishment in accordance with the law stage (March 13 - end of April). Organize forces, highlight priorities, carry out centralized rectification of the breeding input market and breeding processes, and strictly prevent “problem breeding inputs” from being sold and entering the breeding process. From March to April, organize and carry out the special campaign against fake breeding inputs; from May to June, organize and carry out special rectification inspections of breeding inputs.

(3) Problem identification, rectification and implementation, and summary stage (July - December). Consolidate and expand the results of rectification, further strengthen and improve regulatory measures in response to existing problems and weak links, establish a long-term regulatory mechanism, and summarize the rectification work.

IV. Work Tasks

(1) Clean up and rectify feed and veterinary drug business entities. Organize forces to investigate feed and veterinary drug business entities within the jurisdiction, improve files, and cooperate with relevant departments to seriously investigate and deal with unlicensed and unregistered operations, and resolutely ban them.

(2) Strengthen quality supervision and random inspection of breeding inputs. Formulate targeted sampling plans and focus on monitoring regions and products with strong public reaction and prominent problems. For major problems found in monitoring, issue warning information in a timely manner; handle unqualified products found in supervision and random inspections in accordance with the law, and investigate illegal acts involving the manufacture and sale of fake or inferior products to the end in accordance with relevant provisions and deal with them seriously.

(3) Strengthen classified supervision. Actively promote the development of the credit system for breeding inputs, urge the establishment of purchase, sales and use ledgers and credit files; give policy support to units with good reputation and give priority consideration in project funds; warn or order units with poor credit and bad records to rectify within a time limit, and list units with serious dishonesty as key monitoring targets.

(4) Intensify case investigation and punishment. Encourage the public to actively report acts of manufacturing and selling fake or inferior feed and veterinary drugs, and ensure that “every report is received, every received case is investigated, and every investigation is carried through to the end.” Continuously improve the linkage mechanism between administrative law enforcement and criminal justice in the breeding industry, and increase the exposure of typical cases to deter criminals.

(5) Strengthen service guidance. By holding training courses, distributing publicity materials and on-site guidance, improve the quality and safety awareness and ability to identify fake or inferior feed and veterinary drugs of breeding and business units (households), foster the concept of the rule of law, and ensure lawful operation and legal breeding.

V. Work Requirements

(1) Strengthen leadership. Establish a leading group headed by the bureau director, with the leader in charge as deputy head, and heads of the veterinary drug administration station, fishery administration station, animal husbandry section, animal health inspection station and other sections as members. The veterinary drug administration station is responsible for the specific work of the rectification action.

(2) Strengthen responsibilities. Attach great importance to the work of cracking down on fake breeding inputs, implement work funds, and ensure that the crackdown work is carried out effectively. Implement the accountability system, and hold law enforcement personnel accountable for dereliction of duty, ineffective investigation and punishment, and soliciting and accepting bribes.

(3) Coordinated collaboration. Strengthen coordination and cooperation with relevant departments, improve departmental coordination mechanisms, achieve ideological integration, resource integration and work integration, give full play to the overall linkage advantage, form a joint force for the crackdown, and improve the effectiveness of rectification.

(4) Extensive publicity. Give full play to the role of public opinion supervision and publicity guidance, vigorously publicize the crackdown on fake agricultural materials, and create a good atmosphere in which the whole society cares about and supports the work of cracking down on fake breeding inputs. Teach knowledge on identifying fake breeding inputs and their scientific use, and guide farmers to purchase breeding inputs scientifically and rationally.
