Implementation Opinions of Jilin Province on Accelerating the Development of Modern Animal Husbandry to Promote Farmers' Income Growth
To the People's Governments of all cities (prefectures), the Changbai Mountain Management Committee, the Changchun New Area Management Committee, the People's Governments of all counties (cities), and all departments, offices, and directly affiliated institutions of the Provincial Government:
In order to accelerate the structural reform of the agricultural supply side, promote the transformation and upgrading of the animal husbandry industry, increase the effective supply of high-quality livestock products, promote the accelerated conversion of endowment resources such as corn, straw, and forage grass into economic advantages, give play to the role of animal husbandry as a central axis industry linking crop farming upstream and driving processing downstream, and expand channels for farmers to increase income, with the consent of the Provincial Government, the following opinions are hereby put forward.
I. Guiding Thought and Objectives
With the objectives of improving the quality of animal husbandry and increasing farmers' efficiency, innovate the development models and mechanisms of animal husbandry, give prominence to the implementation of income-increasing measures such as the construction of major projects, standardized large-scale breeding, conversion of forage and feed through animal digestion, and scientific and technological services, improve and perfect the industrial chain, economic chain, and value chain of animal husbandry, and build animal husbandry into a strategic pillar industry for sustained increases in farmers' income. By 2020, achieve the following objectives:
(1) Newly build (expand, renovate) 1,000 standardized large-scale breeding farms, driving more than 5,000 farmer breeding households.
(2) Convert 4.4 million tons of corn into feed, bring the pilot area for replacing grain with feed to 1.3 million mu, and use 6.2 million tons of straw as feed.
(3) Major animal husbandry projects to add more than 17 billion yuan in new investment, driving the creation of more than 10,000 new jobs for farmers.
(4) Per capita income from animal husbandry to reach 1,100 yuan, a 1.2-fold increase over 2015.
Based on the above objectives, in 2017, the province will newly build (renovate, expand) 300 standardized large-scale breeding farms, bring the pilot area for replacing grain with feed to 1 million mu, use 4.65 million tons of straw as feed, and add 4.5 billion yuan in new investment in major projects.
II. Main Tasks
(1) Give prominence to the construction of the entire animal husbandry industry chain to drive farmers' income growth.
1. Accelerate the construction of major projects under construction to promote income growth. Give prominence to 30 major animal husbandry projects each worth over 100 million yuan, including the 4 million head live pig project in Taonan, the one million head beef cattle project in Changchun, the 1 million head mutton sheep project in Dongfeng, and the 100 million broiler chicken project in Yushu, adding more than 4 billion yuan in new investment each year. Through project infrastructure construction, raw material procurement and transportation, equipment installation and commissioning, and other links, drive the creation of 3,000 new jobs for farmers each year.
2. Accelerate the development of deep processing to promote income growth. Increase investment in technology and product research and development, build deep processing projects, expand deep processing capacity, and relying on advantageous industries such as live pigs, beef cattle, mutton sheep, broiler chickens, and laying hens, cultivate 3 enterprises with sales revenue of over 10 billion yuan and 8 enterprises with profits and taxes of over 10 million yuan.
3. Accelerate brand marketing to promote income growth. Through agricultural expos, exhibitions, negotiation meetings, and other forms, strengthen the packaging, publicity, and promotion of “Jilin-brand” livestock products, focus on the public brand of disease-free zones, make enterprise brands bigger and stronger, make local specialty brands better and more refined, accelerate the pilot of iconic brands of antibiotic-free meat, and enable more than 60% of the province's livestock products to enter the market consumption field through brand marketing.
4. Accelerate the formation of industry alliances to promote income growth. Organize and guide large-scale livestock and poultry production and operation enterprises in live pigs, beef cattle, mutton sheep, broiler chickens, dairy cattle, sika deer, and other sectors to create animal husbandry industry alliances, take standardized large-scale breeding farms as important members of the alliance organization, implement order-based production, unify technical services, breeding standards, seed and feed supply, and market sales, and broaden channels for farmers to increase income.
5. Accelerate the construction of the cold chain logistics system to promote income growth. Use the provincial special fund for animal husbandry development and the agricultural industrialization interest subsidy fund to support the construction of cold chain logistics system projects, focus on providing interest subsidies for fixed asset loans of qualified cold chain logistics projects of provincial-level leading animal husbandry enterprises in agricultural industrialization, and cultivate and build 60 modern cold chain logistics enterprises.
6. Deeply carry out investment attraction to promote income growth. Seize the strategic opportunity of the domestic animal husbandry industry accelerating its transfer from south to north and from non-grain-producing areas to major grain-producing areas, rely on resource foundation advantages, adopt a combination of going out and inviting in, deeply carry out investment attraction activities, focus on introducing large deep processing projects such as biopharmaceuticals, leather processing, and animal bone and blood research and development, and introduce more than 8 billion yuan in funds.
(2) Focus on standardized large-scale breeding that brings along households to increase farmers' income.
1. Promote the “six-type” household-bringing breeding model. Focus on developing the six-type household-bringing breeding model of “company + farmer, company + cooperative + farmer, shareholding dividends, enterprise trusteeship, cooperative breeding, and joint operation and joint construction.” Support cooperative economic organizations and breeding enterprises in developing household-bringing breeding. Carry out family ranch demonstration creation activities, and support family ranches that meet county-level standardized breeding acceptance standards in renovating breeding pens, improving manure treatment facilities, and expanding breeding production scale.
2. Give priority to developing green ecological breeding. Carry out national-level pilot counties for green development of animal husbandry and pilot projects for county-wide advancement of combining planting and breeding, promote effective connection between crop farming and animal breeding, develop green, ecological, sightseeing, leisure, and tourism animal husbandry, and promote circular development of the industry and increased production and income for farmers. Build 4 national-level demonstration counties for green development of animal husbandry and 2 pilot counties for county-wide advancement of combining planting and breeding.
(3) Improve the conversion and utilization rate of forage and feed to drive farmers' income growth.
1. Accelerate the development of the feed industry. Launch and implement in stages the subsidy policy for feed enterprises' procurement and processing, and encourage enterprises to purchase more grain and convert more. Centering on major advantageous animal husbandry production areas such as Changchun, Jilin, Siping, and Songyuan, deeply carry out the action plan for the transformation and upgrading of the feed industry, promote the process of large-scale and group-based development of the feed industry through mergers, integration, restructuring, and other forms, build 30 feed enterprises with an annual production capacity of over 50,000 tons, cultivate and build more than 10 regional famous and excellent feed brands, and improve market competitiveness. The corn conversion capacity of the province's feed industry reaches 4.4 million tons, promoting the conversion of corn through animal digestion to increase output value by 6.4 billion yuan.
2. Actively promote the development of the model of replacing grain with feed and combining planting and breeding. Use the national pilot policy for replacing grain with feed, support 13 pilot counties in exploring the county-wide advancement model, and expand the pilot scope of replacing grain with feed. Relying on large and medium-sized cattle and sheep breeding, processing, and production enterprises and cooperatives, focus on building 4 demonstration zones for replacing grain with feed, namely Baicheng dairy cattle, Songyuan beef cattle and mutton sheep, Jiutai dairy cattle and beef cattle, and central beef cattle, with a pilot area of 1.2 million mu, storing 3.9 million tons of high-quality forage, developing 420,000 head of cattle, sheep, and grass-eating livestock, and achieving an output value of 6.2 billion yuan.
3. Strive to improve the level of straw feed utilization. Deeply implement the straw feed utilization project, provide subsidies for the construction of silage pits and collection, storage, and processing machinery, and improve the conversion and utilization rate of straw feed. Support Changchun, Siping, Baicheng, Songyuan, Liaoyuan, and other places in building 15,000 silage pits, with a silage pit construction capacity of 12 million cubic meters, a straw feed utilization capacity of 6.2 million tons, a straw conversion and utilization rate of 17%, the development of 540,000 head of cattle, sheep, and grass-eating livestock, and an output value of 8.1 billion yuan.
4. Vigorously develop grassland animal husbandry. Organize and implement the “Master Plan for the Construction of the Returning Grazing Land to Grassland Project in Jilin Province (2016-2025),” use the national grassland reward and subsidy policy, and support the western semi-agricultural and semi-pastoral areas in carrying out project construction such as grazing bans and subsidies, artificial grassland establishment, and natural grassland improvement. Deeply implement the grass-based animal husbandry pilot project, promote the integrated development of grass planting, livestock raising, and processing, increase the province's forage output by 80,000 tons, develop 22,000 head of cattle, sheep, and grass-eating livestock, and achieve an output value of 310 million yuan.
(4) Strengthen scientific and technological services to promote farmers' income growth.
1. Strengthen the construction of the livestock and poultry improved breed breeding system. Strengthen the introduction of excellent breeds, and support enterprises in introducing excellent breeds such as original breeding pigs, meat breeding chickens, meat breeding rabbits, and breeding bulls from abroad. Strengthen the cultivation of new breeds with Jilin characteristics, and support the cultivation, propagation, and promotion of breeds such as Jilin Black Cattle, meat-type sheep, Luhua chickens, and sika deer. Vigorously promote the construction of pig and cattle breeding improvement networks, and build 300 standardized pig artificial insemination technical service stations and 1,000 cattle artificial insemination technical service stations.
2. Strengthen the prevention and control of major animal diseases. Make good use of national and provincial epidemic prevention funds, and continue to implement the policy of free compulsory immunization against major animal diseases. Accelerate the construction of a disease-free province, expand the disease types in disease-free zones, improve the capacity and level of prevention and control of major animal diseases, and continuously and steadily increase the scope of immunization against major animal diseases. Innovate mechanisms and means for animal disease prevention and control, reduce the mortality rate of animal diseases, and prevent the disease risks and quality and safety risks faced by farmers in developing the breeding industry. The incidence rates of live pigs, cattle, sheep, and poultry in the province drop to below 5%, 4%, 3%, and 6% respectively, and the animal incidence rate, mortality rate, and public health risks are significantly reduced.
3. Strengthen technology promotion and training. Relying on the national technology system reform and construction project, organize personnel from the four industrial technology systems of modern live pigs, beef cattle, mutton sheep, and poultry, screen, introduce, and assemble a batch of advanced technological achievements in modern animal husbandry, and carry out promotion of healthy breeding technology in five aspects, including livestock and poultry breed improvement, disease prevention and control, pollution-free livestock product production, roughage development and utilization, and harmless treatment and resource utilization of waste, level by level and in stages and batches. Accelerate the updating of the knowledge structure of grassroots talent teams, and train more than 500 person-times of county (city, district) technology promotion service personnel and more than 5,000 person-times of breeding practitioners each year.
III. Policy and Funding Support
(1) Implement the agricultural industrialization interest subsidy policy to support the development of leading enterprises in animal husbandry industrialization; facility agricultural land for the development of modern animal husbandry that is directly used for or serves agricultural production shall be managed as agricultural land and does not require approval procedures for the conversion of agricultural land; implement the policy of reducing or exempting land-use taxes and fees, and where circumstances comply with relevant tax law provisions, cultivated land occupation tax shall not be levied. (2) Coordinate the reward funds for major live pig transfer-out counties, focus on supporting pen renovation, improved breed introduction, manure treatment, epidemic prevention, and insurance in the live pig production link, as well as the construction of cold chain logistics, warehousing, and processing facilities in the circulation and processing link; use the national comprehensive straw utilization and provincial new straw feed development and utilization subsidy funds to provide subsidies for the implementation of straw feed conversion, the construction of eligible silage pits, and collection, storage, and processing machinery. (3) National and provincial poverty-stricken counties shall integrate agriculture-related funds, and in accordance with the requirements of targeted poverty alleviation, give preferential support to animal husbandry industry projects included in poverty alleviation plans and those that drive poor populations out of poverty; for animal husbandry projects that conform to the plan for supporting advantageous and characteristic industries through comprehensive agricultural development and industrial policy, give priority to inclusion in the annual project support plan, increase funding input, and focus on supporting the construction of characteristic animal husbandry industry projects such as sika deer. (4) Use the provincial special fund for animal husbandry development to coordinate support for standard-compliant household-bringing cooperative economic organizations and breeding and processing enterprises and family ranches, support the cultivation and development of high-quality characteristic livestock product brands such as black pigs, and support the construction of the livestock and poultry improved breed breeding system; use the special fund for contiguous rural environmental improvement to focus on supporting the harmless treatment of livestock and poultry manure, and encourage villages and towns to build centralized livestock and poultry manure treatment facilities in concentrated breeding areas. (5) Expand the scope of “Jilin Animal Husbandry Loan,” coordinate the province's existing relevant funds, and provide support at a 1:1 ratio to regions where the government at the same level invests more than 10 million yuan to establish risk compensation funds. Gradually expand the pilot of Yanbian yellow cattle insurance financing, so that by 2020 participating breeding households reach 300, enterprises reach 30, insured fertile cows reach 70,000 head, and financing reaches 230 million yuan, and actively organize breeding households to participate in policy-based insurance for breeding sows, fattening pigs, and dairy cattle. Agricultural credit guarantee companies shall support large-scale breeding in the animal husbandry industry at the lowest guarantee fee rate. Give full play to the platform role of Jilin Province Equity Fund Investment Co., Ltd., establish special sub-funds through equity participation by the provincial industrial investment guidance fund, attract social capital to invest in animal husbandry enterprises and projects, and support the development of animal husbandry. IV. Organizational Guarantee
(1) Strengthen organizational leadership. Establish a leadership and coordination mechanism for the work of animal husbandry promoting farmers' income growth. The Provincial Animal Husbandry Bureau is responsible for the coordination and scheduling of daily work, comprehensive summary and feedback of work situations. All localities shall also establish corresponding working mechanisms, take animal husbandry promoting farmers' income growth as an important task of rural economic work, and major leaders shall attach great importance to it, personally study and deploy it, and leaders in charge shall command from the front, fully organize and implement it, and form a good atmosphere of joint promotion.
(2) Implement work responsibilities level by level. All localities shall adhere to the principles of adapting measures to local conditions and highlighting key points, clarify specific promotion measures, refine target responsibilities year by year, level by level, and item by item, establish a target responsibility implementation mechanism, achieve clear division of labor, assign responsibilities to individuals, have each level supervise the next, and ensure implementation at every level.
(3) Strengthen supervision and inspection. Establish a supervision feedback mechanism, regularly carry out supervision and inspection, and ensure that various income-increasing measures are implemented. All localities shall include animal husbandry promoting farmers' income growth in the scope of performance assessment and promote the implementation of all work.
(4) Focus on typical guidance. Focus on cultivating and exploring typical practices and successful experiences of promoting sustained increases in farmers' income through the development of modern animal husbandry, and through effective forms and means such as holding on-site meetings, observation meetings, and promotion meetings, form a good atmosphere across the province of jointly promoting animal husbandry and boosting income growth.
