Implementation Plan for the 2017 Aquatic Healthy Aquaculture Demonstration Creation Activity in Inner Mongolia
In order to advance healthy aquaculture and promote supply-side reform in the fishery sector, this plan is formulated in accordance with the spirit of the Notice of the Ministry of Agriculture on Carrying Out the 2017 National Aquatic Healthy Aquaculture Demonstration Creation Activity (Nong Yu Fa [2017] No. 18).
I. Work Objectives
Actively create Ministry of Agriculture aquatic healthy aquaculture demonstration farms and national fishery healthy aquaculture demonstration counties, and through the creation activity accelerate the improvement of quality and efficiency and green development of aquaculture. Conduct a review of the aquatic healthy aquaculture demonstration farms that expired in 2017 (Wuyuan County Hengyuan Agriculture and Animal Husbandry Development Co., Ltd., Zhenglan Banner Jinshi Seedling Co., Ltd., Tongliao City Early Breeding Fish Fry Experimental Farm, Jungar Banner Juhetan Huinong Fishery Cooperative, Baotou City Yellow River Carp Improved Breed Farm, Bayannur City Linhe District Fishery Association, Horqin Right Middle Banner Hangali Reservoir Engineering Management Office, and Inner Mongolia Hailar Experimental Station of the Chinese Academy of Agricultural Mechanization Sciences).
II. Work Priorities
First, standardize management and raise the level of aquaculture management. Establish and improve aquaculture production-related management systems in accordance with the law, refine regulations on the management of aquaculture facilities and equipment, aquatic product production records, input use records and safe use, disease prevention and control, aquaculture wastewater treatment, and self-inspection of aquatic product quality and safety, clarify specific operating procedures, and accelerate the process of aquaculture standardization.
Second, strengthen infrastructure construction and enhance the guarantee capacity for healthy aquaculture. Strengthen the standardized and large-scale renovation of aquaculture ponds, improve facilities and equipment for circulating water use, water quality purification, and wastewater resource treatment (ecological utilization), and optimize the plant environment; equip with water quality monitoring, disease prevention and control, and quality testing equipment, and promote the construction of Internet of Things technology and related facilities and equipment.
Third, advance green development and improve the quality and benefits of aquatic products. Closely centering on the main line of advancing supply-side structural reform in the fishery sector, guided by green development, promote ecological aquaculture, reduce drug use, increase the supply of green and high-quality aquatic products, strengthen brand effects, and continuously improve the quality and benefits of aquaculture.
III. Work Arrangements
(1) Application work
In accordance with the Notice of the Ministry of Agriculture on Carrying Out the Ministry of Agriculture Fishery Healthy Aquaculture Demonstration County Creation Activity (Nong Yu Fa [2013] No. 32), actively organize eligible counties (districts) to apply for Ministry of Agriculture aquatic healthy aquaculture demonstration counties (materials shall be organized according to the requirements of Nong Yu Fa [2013] No. 32). Organize units intending to create Ministry of Agriculture aquatic healthy aquaculture demonstration farms to submit creation materials, organize units subject to review to submit review application materials, and submit the relevant materials in document form to the Autonomous Region Agriculture and Animal Husbandry Department before May 20.
(2) Creation and acceptance work
From June to October, organize each creation (review) unit to independently carry out creation work such as transformation of production conditions, equipment upgrading, improvement of various management systems, technical demonstrations, and training. The Agriculture and Animal Husbandry Department shall conduct acceptance (review) according to the standards of the Ministry of Agriculture Aquatic Healthy Aquaculture Demonstration Farm Scoring Table (2017 Edition), and the results shall be publicly announced on the “Inner Mongolia Autonomous Region Agriculture and Animal Husbandry Information Network”.
(3) Work summary
From November to December, report the acceptance (review) results, after no objections have been raised in the public announcement, to the Fishery Bureau of the Ministry of Agriculture, and summarize the creation work.
IV. Work Requirements
(1) Strengthen organizational leadership. The competent fishery departments of each league city shall effectively strengthen leadership over the demonstration creation work, advance innovation of systems and mechanisms, promptly resolve difficulties and problems existing in the demonstration creation work, ensure the smooth progress of the demonstration creation work, and promote breakthrough progress in the supply-side structural reform of aquaculture.
(2) Ensure task implementation. The creation work shall be implemented at every level, with responsibility assigned to each person. The acceptance (review) work shall involve on-site assessment, item-by-item evaluation, strict checks, and preferring fewer over excessive numbers, and those responsible shall be held accountable for the acceptance (review) results. Implement dynamic management of demonstration farms and demonstration counties; upon discovery that a demonstration farm (demonstration county) violates laws and regulations or no longer meets the demonstration conditions, promptly report it level by level, revoke its title, and investigate and handle its illegal acts in accordance with the law.
(3) Increase policy support. Each league city shall give priority to arranging relevant project funds for aquatic healthy aquaculture demonstration creation units. Earnestly implement the Implementation Opinions of the People's Government of the Inner Mongolia Autonomous Region on Accelerating the Development of Modern Fisheries (Nei Zheng Fa [2014] No. 72), and actively seek local fishery-supporting and fishery-benefiting funds to give priority support to aquatic healthy aquaculture demonstration creation work.
(4) Create a creation atmosphere. Each league city shall comprehensively use radio, television, the Internet, mobile phone text messages, WeChat, newspapers and periodicals, slogans, and other means to vigorously publicize the aquatic healthy aquaculture demonstration creation activity, so that all sectors of society, especially the broad masses of aquaculture farms and households, are aware of it, raise their understanding of the importance of the demonstration creation activity, and expand the visibility and brand effects of healthy aquaculture products. Vigorously publicize the experiences, practices, typical models, technical achievements, and work results of demonstration creation, fully leverage the demonstration and driving role, provide new impetus for accelerating the pace of transforming the fishery development model and adjusting its structure, and add new highlights to the development of modern aquaculture.
(5) Report information in a timely manner. Each league city is requested to submit the first-half-year demonstration creation work summary as an official report to the Agriculture and Animal Husbandry Department before May 25; starting from June, report the progress of quantitative indicators for the previous month before the end of each month.
