Planting and livestock farming are the two major key industries in agriculture. Many people work in these two main industries, and at the same time, the policy subsidies for these two industries are also the most numerous. Today we have compiled the preferential policies and subsidies for the livestock farming industry:

Livestock farming preferential policies

1. Land use preferential policies

The Ministry of Land and Resources once issued Document No. 127, which stipulates that land directly used for or serving agricultural production is agricultural land in nature and is managed as agricultural land, and no approval procedures for converting agricultural land to other uses are required. It is only necessary to sign a land use agreement, signed by three parties: the township government, the rural collective economic organization and the operator, and submit it to the county-level land and resources department and agriculture department.

2. Water and electricity use policies

In terms of water use, the water conservancy department waives the groundwater resource fee for water use by large-scale livestock farms (communities); in terms of electricity use, both livestock breeding and aquaculture follow the agricultural electricity policy.

3. Subsidy policies for animal epidemic prevention

These can be summarized as follows: compulsory immunization vaccines for major animal epidemics are borne by the national and provincial finances, and farmers do not need to pay; compensation is given for losses from culling due to epidemics; harmless treatment of dead pigs is 80 yuan per head; losses from slaughter of dead pigs are 800 yuan per head.

4. Pollution prevention and control preferential policies

(1) For the construction and renovation of livestock and poultry breeding pollution prevention and control facilities, support from environmental protection and other related funds, including subsidized interest loans for pollution treatment, may be applied for in accordance with national regulations;

(2) Those engaged in comprehensive utilization activities of livestock and poultry breeding waste, such as the production and operation of organic fertilizer products using livestock and poultry breeding waste, enjoy the relevant national tax preferential policies and national support policies such as fertilizer transport capacity arrangements.

Subsidy policies

(1) Improved breed subsidies

Subsidy content: pigs, dairy cattle, beef cattle and sheep.

Subsidy method: generally the government determines the unit supplying frozen semen through bidding, and the unit sells at the subsidized price.

Subsidy recipients: sow, dairy cattle and beef cattle farms (communities, households) within the project area that use improved breed semen for artificial insemination, as well as farming households with more than 30 breeding ewes on hand or more than 25 breeding female yaks on hand.

Subsidy standards:

40 yuan per breeding sow for pigs; 30 yuan per breeding cow for dairy cattle, 20 yuan per breeding cow for other breeds; 10 yuan per breeding cow for beef cattle; a one-time subsidy of 800 yuan per breeding ram for sheep and goats. A one-time subsidy of 2000 yuan per breeding bull for yaks.

(2) Subsidy for the construction of high-yield and high-quality alfalfa demonstration areas

The central government arranges 300 million yuan each year to support the construction of high-yield and high-quality alfalfa demonstration areas. The area construction uses 3000 mu as one unit, with a one-time subsidy of 1.8 million yuan (600 yuan per mu), mainly used for promoting alfalfa improved varieties, applying standardized production technology, improving production conditions and strengthening alfalfa quality management.

Application conditions: The cooperative must have been established for more than 1 year. Forage production and processing enterprises must have a credit rating of Grade A (inclusive) or above (except enterprises that have not applied for bank loans), with registered capital of 2 million yuan (inclusive) or more. Dairy farming enterprises (farms) must have more than 300 head on hand.

Subsidy standard: alfalfa planting of relatively concentrated and contiguous 3000 mu or more is subsidized at the standard of 600 yuan per mu.

Use of funds: for promoting alfalfa improved varieties, applying standardized production technology, improving production conditions and strengthening alfalfa quality management.

(3) Subsidies for standardized large-scale livestock farms

The state implements activities to create standardized livestock and poultry breeding demonstration sites. The creation content is improved livestock and poultry breeds, facility-based breeding, standardized production, institutionalized epidemic prevention, and harmless manure treatment. After obtaining the designation of a standardized livestock and poultry demonstration farm, the Ministry of Agriculture will integrate relevant projects to support the creation of standardized livestock and poultry breeding demonstration sites. Local animal husbandry and veterinary authorities should actively seek support from the government and relevant departments, and increase investment in project funds and technical training.

(4) Standardized healthy breeding projects for livestock, poultry and fisheries

The main support covers five varieties: pigs, laying hens, broilers, beef cattle and mutton sheep. Among them, pigs must reach 5,000 to 50,000 head sold, laying hens must reach 10,000 to 100,000 birds on hand, broilers must reach 50,000 to 1 million birds sold, beef cattle must reach 100 to 2,000 head sold, and mutton sheep must reach 300 to 3,000 head sold.

For fisheries, pond-type operations must reach 200 mu of breeding area, and for factory-based aquaculture the water surface must reach more than 3000 mu. The subsidy standard for the above cases is 250,000 to 1 million per unit project. The application time for this project is generally from June to August each year, but as the authority for application and approval has now been delegated downward, the application time varies greatly among provinces, so for the specific application time you still need to communicate with the local animal husbandry bureau.

(5) Basic cow herd expansion and increment project——Animal Husbandry Bureau

The subsidy recipients are farms, farming households and cooperatives with more than 10 cows on hand, and farming enterprises with more than 500 cows on hand.

The subsidy standard is determined by the project province in tiers according to the scale of central government subsidy funds and in light of eligible subsidy recipients. Let us give the example of Sichuan Province: local calves are subsidized at 1000 yuan per head, and crossbred improved calves are subsidized at 1200 yuan per head. New households newly included in the subsidy scope this year still carry out construction content such as barn renovation and expansion according to project construction requirements, and basic cows are subsidized at the standard of 3000 yuan per head. The maximum subsidy for a single farm (household) does not exceed 1 million yuan.

(6) Dairy cattle standardized large-scale farm (community) construction project

What is supported is existing farms with more than 300 dairy cattle on hand. The subsidy standard is determined according to scale: 300 to 499 head on hand is subsidized 800,000 yuan, 500 to 999 is subsidized 1.3 million yuan, and 1000 head or more on hand is subsidized 1.7 million yuan.
