Everyone wants to get subsidies, and in agriculture, the subsidies related to farming and breeding are also the most numerous. Today I will tell you how to handle the 3 certificates involved in farming subsidies. These certificates are very important and are essential for farming sites. Without them, you may not only be unable to get subsidies, but the daily activities of the farm may also be restricted.

1. Record-filing registration for farms and farming communities

The first is record-filing registration. Whether you are an individual or a business entity, if you build livestock and poultry farms, farming communities, etc., you must apply to the county-level agricultural administrative department where the site is located for record-filing.

(1) Relevant laws

Article 39 (5) of the Animal Husbandry Law of the People's Republic of China: “The founders of farms and farming communities shall file the name, farming address, livestock and poultry species, and farming scale of the farm or farming community with the animal husbandry and veterinary administrative department of the county-level people's government where the farm or farming community is located, and obtain a livestock and poultry identification code.

(2) Competent department

The animal husbandry and veterinary bureau, or in some places the agriculture bureau. Specifically, applications can be made at either the animal husbandry and veterinary station or the agriculture station.

(3) Required materials

Record-filing application form; livestock and poultry immunization program; production process flow chart; site layout plan; map of the surrounding locations of the farm; copy of business license; copy of the animal epidemic prevention conditions qualification certificate; qualification certificates of technical personnel; safety production management system: including hazardous operation management system, special personnel management system, canteen safety management system, production safety accident hidden danger investigation and treatment system, gatekeeper safety management system, labor protection supplies allocation and management system, production safety reward and punishment system, production safety inspection system, production safety post responsibility system, production safety education and training system, and production safety post responsibility system and other relevant production safety condition materials. The above is the most comprehensive list of required materials. Many places do not require so many materials. Taking Ganzhou District, Zhangye City, Shanxi Province as an example, only a township (town) application record-filing report and a registration record-filing form stamped by the township (three copies) are needed.

(4) Tips

Many friends engaged in farming do not understand the process well. Farms cannot be built casually. Whether it is a farm or a farming community, advance record-filing is required. Operators should submit an application to the county-level agricultural administrative department where they are located, including the name of the farm or farming community, farming address, livestock and poultry species, and farming scale, all of which need to be reported. This review period is about 15 working days. If it has already been built without record-filing, then it needs to be handled retroactively as soon as possible.

2. Handling of the animal epidemic prevention conditions qualification certificate

The animal epidemic prevention conditions qualification certificate is also very important, and is often overlooked by many operators. The animal epidemic prevention conditions qualification certificate is a precondition for applying for an industrial and commercial business license. Animal farms (farming communities), slaughterhouses, and other related sites must first obtain the animal epidemic prevention conditions qualification certificate before they can apply for an industrial and commercial business license.

(1) Relevant laws

The Measures for the Examination of Animal Epidemic Prevention Conditions were reviewed and approved at the first executive meeting of the Ministry of Agriculture on January 4, 2010, and came into force on May 1, 2010. The Measures for the Examination and Administration of Animal Epidemic Prevention Conditions (Ministry of Agriculture Order No. 15) issued by the Ministry of Agriculture on May 24, 2002 was simultaneously abolished.

(2) Competent department

One of the following: animal husbandry and veterinary bureau, animal health supervision office, agriculture and forestry bureau, agriculture bureau, agricultural management committee, animal husbandry and fisheries bureau.

(3) Required materials

Animal Epidemic Prevention Conditions Examination Application Form; site geographical location map and layout plan of each functional zone; list of facilities and equipment; text of management systems; personnel information.

(4) Tips

This certificate is very important. Operators should apply to the veterinary department of the county-level local people's government where they are located. Without this certificate, you may face penalties such as fines, and at the same time, you cannot enjoy all national preferential policies, let alone obtain subsidies.

3. Establishing farming archives

Opening a farm or farming community also requires establishing farming archives.

(1) Relevant laws

The Measures for the Administration of Livestock and Poultry Identification and Farming Archives were reviewed and approved at the 14th executive meeting of the Ministry of Agriculture on June 16, 2006, and came into force on July 1, 2006. The Measures for the Administration of Animal Immunization Identification (Ministry of Agriculture Order No. 13) issued by the Ministry of Agriculture on May 24, 2002 was simultaneously abolished.

(2) Competent department

County-level animal disease prevention and control institution.

(3) Items to be recorded

Species, quantity, breeding records, identification status, source, and entry and exit dates of livestock and poultry; relevant information such as the source, name, target of use, time, and dosage of feed, feed additives, and other inputs and veterinary drugs; quarantine, immunization, monitoring, and disinfection status; incidence, diagnosis and treatment, death, and harmless treatment of livestock and poultry; livestock and poultry farming code; other content stipulated by the Ministry of Agriculture.

(4) Tips

Establishing farming archives is a farming practice enforced by law in our country. Some farms have a vague understanding of farming archives, believing that farming archives are only for coping with inspections, and that establishing and managing archives costs labor and time and is not very helpful for actual production. This is extremely inadvisable. First, it will lead to penalties; second, it will seriously restrict the future development of the farm.

Therefore, friends engaged in farming might as well first check whether these procedures have been completed. If not, please handle them as soon as possible. It may seem like just a small procedure, but failing to handle it well can have a big impact.
