Which department to contact when a farming subsidy application is not approved, and how to apply
Farming subsidies are the state's support and protection for the farming industry, but some farms and farmers report that their subsidy applications are not approved? Which department should they actually contact? How should they apply? In fact, as long as they meet the conditions and have the following 3 certificates, applications submitted within the specified time will generally be approved and issued.
1. Farm filing and registration
1. Farmers need to apply to the local agricultural administrative department for filing. The filing requirement is a farm of a certain scale, and there are specific scale standards; the actual standards still depend on what the local government has set.
2. For livestock and poultry farms within an administrative region whose designed scale reaches the following standards, the livestock and poultry farmer shall apply to the county-level animal husbandry and veterinary competent department at the place where they are located to handle filing and obtain a livestock and poultry farming code:
(1) Pigs: annual slaughter of more than 500 head;
(2) Laying poultry: inventory of more than 5,000 birds;
(3) Meat poultry: annual slaughter of more than 10,000 birds;
(4) Beef cattle: annual slaughter of more than 50 head;
(5) Meat sheep: annual slaughter of more than 100 head;
(6) All breeding livestock and poultry farms and dairy farms;
3. Main process: filing application - document review - verification and filing - filing announcement.
4. The livestock and poultry farming code shall be uniformly numbered by the county-level animal husbandry and veterinary administrative competent department according to the filing order, and each livestock and poultry farm shall have only 1 livestock and poultry farming code. The livestock and poultry farming code consists of the 6-digit county (city, district) administrative region code and a 4-digit serial number, and serves as the farming file number.
The county-level animal husbandry and veterinary administrative competent department shall complete the filing within 14 working days from the date of accepting the application. No fees may be charged for livestock and poultry farming filing.
2. Animal Epidemic Prevention Conditions Qualification Certificate
This certificate is a permit credential issued to farms, farming communities, livestock and poultry isolation sites, and some livestock and poultry meat processing and harmless treatment plants after review by the relevant management department and confirmation that they meet the conditions.
1. Handling procedure:
(1) Submit an application and the materials
(2) Preliminary review is carried out. If the application materials are incomplete or do not meet the prescribed conditions, the applicant shall be informed at one time of the contents to be corrected within 5 working days from the date of receiving the application materials
(3) For establishing an animal feeding farm, farming community, or animal slaughter and processing site, the material and on-site review shall be completed within 20 working days from the date of receiving the application. If the review is qualified, the Animal Epidemic Prevention Conditions Qualification Certificate shall be issued; if the review is not qualified, the applicant shall be notified in writing and the reasons shall be explained.
(4) For establishing an animal isolation site or a site for the harmless treatment of animals and animal products, the preliminary material review shall be completed within 5 working days from the date of receiving the application, and the preliminary review opinions and relevant materials shall be reported to the veterinary competent department of the autonomous region. The veterinary competent department of the people's government of the autonomous region shall complete the material and on-site review within 15 working days from the date of receiving the preliminary review opinions and relevant materials. If the review is qualified, the Animal Epidemic Prevention Conditions Qualification Certificate shall be issued; if the review is not qualified, the applicant shall be notified in writing and the reasons shall be explained. 2. Application materials
(1) Animal Epidemic Prevention Conditions Review Application Form;
(2) Site geographical location map and layout plan of each functional zone;
(3) List of facilities and equipment;
(4) Management system text;
(5) Personnel information.
3. Farming records
Farming records include a series of items such as livestock and poultry breeds, quantities, sources of seedlings and records of entering and leaving pens, feed and drug names, types, and so on, so farming records must be established in accordance with the law.
1. Farms must establish and improve unified farming records, and record each production link in a timely, accurate, and truthful manner according to the record requirements.
2. A dedicated cabinet for farming records shall be set up and managed by a dedicated person. Farming record management personnel shall promptly record, collect, and summarize, and be responsible for the record results.
3. Farms shall establish and improve farming records, including records of introduction of breeding stock, transfer between groups, deaths and culling, purchase and use of inputs such as feed, feed additives, and veterinary drugs, quarantine, immunization, disinfection, diagnosis and treatment, testing, harmless treatment, breeding, feed consumption, and sales of livestock and poultry products, as well as relevant work plans, summaries, reports, and other documents.
4. The retention period of records is divided into three types: permanent, long-term, and short-term. Technical material records are generally set for long-term retention. Breeding livestock and poultry farms should have the Breeding Livestock and Poultry Production and Operation License, breeding livestock and poultry qualification certificate, and pedigree certificate, with the “three certificates” complete, and file them for long-term preservation.
5. Record management should be institutionalized and marked. All management systems should be posted or hung on the wall, signs should be set up at each stage of the production management layout, and production records should correctly reflect the enterprise's actual production level.
6. Strictly implement responsibility system management. All records may not be lent out. If an employee of the unit needs to borrow record materials for work reasons, they may consult them only after completing the borrowing procedures, and must return them on time. Borrowers may not arbitrarily take apart volumes or copy them, and it is strictly prohibited to freely scribble on or lose record files. They are responsible for the confidentiality of the records.
In addition, the following points must also be achieved:
1. Obtain project application notices in a timely manner. Browse the websites of the nine major ministries and commissions and their provincial and municipal related websites more often. Obtaining project application notices in a timely manner is one of the key parts of successful project application.
2. Screen suitable projects. There are many projects and they are very good, but they may not necessarily suit you. You should screen suitable projects to apply for.
3. Project application report. When writing a project application report, you should combine it with your own situation. Being practical and feasible is the most important part of successful project application.
4. Submit to the relevant department on time. There are many agricultural departments and also many project departments. You should submit on time to the corresponding department according to the project notice requirements.
5. Maintain good government relations. Now project funds can only obtain the corresponding support and reward funds after the competent department conducts review, acceptance, and approval, so timely communication and standardized operation are indispensable.
For most subsidies, the basic approach is to build first and subsidize later. Before building a farm, it is necessary to obtain recognition from the local government department, gain local government support, complete project filing, and then apply for subsidies.
