Recently, the State Council issued the "Opinions on Stabilizing Pig Production and Promoting Transformation and Upgrading", providing guidance at the policy level for the transformation and upgrading of pig farming. Here, let us take a look together at the state's support opinions for pig farming.

Recently, the General Office of the State Council issued the "Opinions on Stabilizing Pig Production and Promoting Transformation and Upgrading", proposing these hard measures to stabilize pig production and enhance the capacity to guarantee pork supply:

Promote accelerated recovery of production

Continue to implement the loan interest subsidy policy for breeding pig farms and large-scale pig farms (households), extend the period to December 31, 2020, and include construction fund loans in the scope of interest subsidies.

Increase support for newly built and expanded breeding pig farms, large-scale pig farms (households) before the end of 2020, and the relocation and reconstruction of large-scale pig farms (households) in prohibited breeding areas, with emphasis on strengthening the construction of facilities for animal epidemic prevention and environmental control.

Provincial-level finance departments shall implement measures such as special subsidies for stabilizing pig production, give temporary production subsidies to large-scale pig farms (households) in major pig-producing counties that have been greatly affected, and stabilize the inventory of sows and live pigs.

Banking financial institutions shall actively support the development of the pig industry, and shall not blindly restrict loans, withdraw loans, or cut off loans to pig farms (households) and slaughtering and processing enterprises.

On the basis of doing a good job in risk prevention and control, provincial-level agricultural credit guarantee companies shall take supporting the recovery of pig production as an important current task, and provide convenient and efficient credit guarantee services to pig farms (households) that have experienced epidemics and within the scope of culling.

Standardize the designation and management of prohibited breeding areas

Strictly designate prohibited breeding areas scientifically in accordance with laws and regulations. Apart from drinking water source protection areas, scenic and historic areas, the core and buffer zones of nature reserves, densely populated areas such as urban residential areas and cultural, educational and scientific research areas, and other areas where breeding is prohibited as stipulated by laws and regulations, prohibited breeding areas shall not be designated beyond the scope.

All regions shall carry out in-depth self-inspections and immediately adjust prohibited breeding areas designated beyond the scope stipulated by laws and regulations. For large-scale pig farms (households) in prohibited breeding areas that truly need to be closed or relocated, local governments shall arrange land support for relocation and reconstruction. All provinces (regions and municipalities) shall, before the end of October 2019, submit the self-inspection results and the adjusted designation of prohibited breeding areas to the Ministry of Ecology and Environment and the Ministry of Agriculture and Rural Affairs for reference and verification.

Ensure the orderly transport of breeding pigs, piglets and pig products

Further refine convenience measures, ensure the transport of eligible breeding pigs and piglets, and do not add extra layers of bans or restrictions on transport. Optimize the quarantine procedures for cross-provincial transport of breeding pigs, focus on detecting African swine fever, carry out risk assessments for other diseases, simplify laboratory testing, and reduce transport costs.

Include piglets and chilled fresh pork in the scope of the “green channel” policy for the transport of fresh agricultural products.

Before June 30, 2020, vehicles legally transporting breeding pigs and frozen pork in full loads shall be exempted from vehicle tolls.

Continue to strengthen the prevention and control of African swine fever

Adhere to the daily epidemic reporting system, strictly implement origin quarantine and slaughter quarantine, and strictly hold accountable those who conceal or delay reporting epidemics, leading to the spread of the epidemic.

Implement the policy of compulsory culling subsidies for African swine fever, accelerate the distribution of subsidy funds, and adjust from the current annual settlement to settlement and distribution once every half year.

For counties and cities with financial difficulties, provincial-level finance shall increase overall support for culling subsidies and reduce or cancel the proportion borne by county and city finance.

Improve the market regulation mechanism

Conscientiously implement the "Regulation Plan for Alleviating Cyclical Fluctuations in Pig Market Prices", strictly implement the central and local frozen pork reserve tasks, and encourage and support qualified social cold storage resources to participate in pork purchasing and storage.

Reasonably grasp the rhythm and intensity of releasing frozen pork reserves, supply and sell pork through multiple channels, ensure effective supply of the pork market during important holidays, and keep pork prices within a reasonable range.

Promptly launch the linkage mechanism linking social assistance and security standards with price increases, and effectively guarantee the basic livelihood of people in difficulty.
