Since the second half of 2019, pork prices in our country have been climbing steadily, causing many friends to say they can no longer afford to eat pork. Relevant departments issued related measures to curb the rise in pork prices, among which were policy opinions favorable to farmers. Below, let us take a look at the national pig farming related policies in 2020.

1. Subsidies and Grants

According to the subsidy standards released in 2019, for pig farming operations with a scale of more than 3000 head, the subsidy is 800,000; for 2000 to 2999 head, the subsidy is 600,000; for 1000 to 1999 head, the subsidy is 400,000; for 500 to 999 head, the subsidy is 200,000.

Implement subsidies for improved pig breeds, with a subsidy standard of no more than 40 yuan per year per breeding sow.

For African swine fever compulsory culling subsidy funds, the current annual settlement is adjusted to settlement and payment once every six months; after the central and provincial financial funds are allocated, counties and cities must pay the subsidy funds in place within three months;

2. Farming Land

Pig farming land is managed as agricultural land, and there is no need to go through construction land approval procedures; pig farming land is allowed to use general cultivated land.

For land used for production facilities such as pig farming pens, roads within the farm area, and green buffer belts, the upper limit of 15 mu is cancelled, ensuring land demand for facilities such as waste treatment in pig farming production.

Farming facilities are allowed to build multi-story buildings, which is commonly known as “building buildings” to raise pigs.

3. Delineation of Farming Areas

Delineate prohibited farming areas scientifically in accordance with the law; rules and normative documents other than national laws and regulations and local regulations shall not be used as the basis for delineating prohibited farming areas. For those who, under the guise of environmental protection and other names, create “pig-free counties” and “pig-free townships,” resolute and thorough rectification shall be carried out.

Rectify situations where prohibited farming areas are excessively delineated in violation of laws and regulations, and strengthen policy support for rectification and adjustment of prohibited farming areas. For large-scale farming households in prohibited farming areas that are shut down and need relocation, prioritize support for reconstruction in another location; for livestock and poultry farming construction projects that meet environmental protection requirements, accelerate environmental impact assessment approval; for farming households that indeed need to be closed, give a reasonable transition period, and strictly prohibit simple practices such as “shutting down all without exception.”

4. Insurance

As of December 31, 2020, the insured amount for breeding sows increased from 1000-1200 yuan to 1500 yuan, and the insured amount for fattening pigs increased from 500-600 yuan to 800 yuan. Encourage places with the necessary conditions to seize the time window and continue to carry out and expand pilot projects for pig price insurance.

5. Loan Interest Subsidies

The implementation period of working capital loan interest subsidies for breeding pig farms and large-scale pig farms is extended to December 31, 2020. During the extension period, construction funds used by eligible breeding pig farms and large-scale pig farms for new construction, renovation, and expansion of pig farms shall be included in the support scope.

6. Transportation

Starting from September 1, 2019, for vehicles legally transporting piglets and chilled fresh pork with a full load, the “green channel” policy for the transportation of fresh agricultural products shall be resumed.

During the period from September 1, 2019 to June 30, 2020, for vehicles legally transporting breeding pigs and frozen pork with a full load, vehicle tolls shall be waived.

7. Mortgage Loans

Carry out pilot projects for mortgage loans on land management rights, farming pens, and large-scale farming machinery in Liaoning, Henan, Guangdong, and Chongqing, and support areas with the conditions for registration and transfer of live pig mortgage loans to actively and steadily carry out pilot projects for live pig mortgage loans in accordance with the principles of marketization and controllable risk.

For breeding pig farms (local pig conservation farms), large-scale pig farms, and slaughtering and processing enterprises that meet credit conditions but temporarily encounter operational difficulties, it is not permitted to blindly restrict loans, withdraw loans, or cut off loans.

8. Agricultural Machinery

In principle, all machinery and tool items applicable to pig production within the scope of the national agricultural machinery purchase subsidy machinery and tool categories shall be fully included in the provincial subsidy scope, and for pig farms (households) purchasing agricultural machinery and equipment such as automatic feeding, environmental control, disease prevention and control, and waste treatment, subsidies shall be provided to the fullest extent.
