In 2019, under the impact of African swine fever, the number of live pigs nationwide dropped sharply, causing meat prices to rise rapidly. Pork is also one of the meats commonly eaten in daily life, and the state made relevant measures to encourage farmers to raise pigs. Let us take a look below at the policy provisions on land use for building pig houses in 2020 that farmers care about.

1. What are the policy provisions on land use for building pig houses in 2020?

According to the Notice on Issues Concerning the Guarantee of Land for Live Pig Breeding issued by the General Office of the Ministry of Natural Resources, the notice emphasizes the need to improve land use policy for live pig production:

1. Land for live pig breeding shall be treated as facility agricultural land and managed as agricultural land, and no approval procedures for construction land shall be required; on the premise of not occupying permanent basic farmland, land space shall be reasonably arranged, land for live pig breeding shall be allowed to use general cultivated land, and as a breeding use it shall not require cultivated land occupation-compensation balance.

2. For production facility land such as live pig breeding pens, passages within the farm area and green isolation belts, the land scale shall be determined according to the breeding scale; the scale of ancillary facility land shall be increased, the upper limit of 15 mu shall be abolished, and the land needs for facilities such as waste treatment in live pig breeding production shall be guaranteed.

3. Encourage the use of barren hills, barren gullies, barren mounds, barren beaches, rural collective construction land and existing breeding facility land for live pig breeding production, and localities may further formulate encouragement and support policies.

2. Regional updates

1. Tianjin Municipality

According to Tianjin's new policy, land for live pig breeding shall be treated as facility agricultural land and managed as agricultural land, and no approval procedures for construction land shall be required. On the premise of not occupying permanent basic farmland, land for live pig breeding shall be allowed to use general cultivated land, and as a breeding use it shall not require cultivated land occupation-compensation balance. Resolutely and rapidly abolish prohibition of breeding regulations that exceed laws and regulations and prohibited breeding zones that are delineated beyond the limits.

For production facility land such as live pig breeding pens, passages within the farm area and green isolation belts, according to breeding, a subsidy of 1,000 yuan per head shall be given to core breeding farms and newly built breeding pig farms for the introduction of breeding pigs, and the subsidy period shall be from the date of policy release to the end of 2020. The land scale shall be determined according to the scale; the scale of ancillary facility land shall be increased, the upper limit of 15 mu shall be abolished, and the land needs for facilities such as waste treatment in live pig breeding production shall be guaranteed (ancillary facility land shall in principle be controlled within 7% of the project land scale). Land for live pig breeding facilities may be obtained by breeding farms (households) through consultation and signing land use agreements with township governments and rural collective economic organizations.

2. Jiangxi Province

When preparing territorial spatial planning, each county (district) shall reasonably arrange new land for live pig breeding, plan construction sites for 5~10 pig farms (pig breeding communities) with a scale of more than 10,000 head each, with each site not less than 100 mu, and actively introduce large pig breeding enterprises to invest in and build modern pig farms. New breeding land shall be reported to the Municipal Natural Resources and Planning Bureau and the Municipal Agriculture and Rural Affairs Bureau for filing before the end of 2019. Each county (district) shall, in accordance with the relevant provisions of the Ministry of Natural Resources on guaranteeing land for live pig breeding, implement the facility agricultural land policy, reasonably increase the scale of ancillary facility land, abolish the upper limit of 15 mu, guarantee the land needs for facilities such as waste treatment, and encourage local pig farms (households) to use rural collective construction land and barren hills, barren gullies, barren mounds, barren beaches, the “four barren lands”, etc. to newly build, rebuild and expand pig farms and develop live pig production. At the same time, prohibited breeding zones shall be scientifically delineated strictly in accordance with laws and regulations, and except for areas where breeding is explicitly prohibited by laws and regulations, prohibited breeding zones shall not be delineated beyond the scope.

3. Xuzhou City

Define the land category of live pig breeding land in a compliant manner. Land for live pig breeding shall be treated as facility agricultural land and managed as agricultural land, and no approval procedures for construction land shall be required. On the premise of not occupying permanent basic farmland and new supplementary cultivated land projects, reasonably arrange land space for live pig breeding, allow land for live pig breeding to use general cultivated land, and as a breeding use it shall not require cultivated land occupation-compensation balance.

Reasonably guide site selection for live pig breeding land. Encourage the use of barren hills, barren mounds, barren beaches and idle rural construction land to arrange live pig breeding production, and encourage the use of existing breeding facility land for live pig breeding production.

Fully ensure the scale of live pig breeding land.
