Zhanjiang City 2017 Planting Industry Agricultural Product Quality and Safety Monitoring and Sampling Inspection Plan
To all county (city, district) agricultural bureaus (agricultural affairs management bureaus), Zhanjiang City Agricultural Product Quality and Safety Supervision and Testing Center:
In order to carry out the 2017 Zhanjiang City agricultural product (planting industry) quality and safety routine monitoring, vegetable high-risk pesticide residue risk assessment monitoring, special monitoring and supervision and random inspection work, and to provide a scientific basis for the lawful supervision of agricultural product quality and safety. In accordance with the relevant provisions of the Agricultural Product Quality and Safety Law and the Measures for the Administration of Monitoring of the Agricultural Product Quality and Safety Law, our bureau has formulated the 2017 Zhanjiang City Agricultural Product (Planting Industry) Quality and Safety Monitoring and Sampling Inspection Plan, which is hereby issued to you. Please implement it conscientiously, and the relevant matters are notified as follows:
I. Attach great importance to monitoring work.
Agricultural product quality and safety monitoring is an important foundational task for strengthening and implementing agricultural product quality and safety supervision. It is an important indicator for the provincial government's assessment of the municipal government's food safety work, and also an important indicator for the municipal government's assessment of county (city, district) government food safety work. Local agricultural bureaus must conscientiously implement General Secretary Xi Jinping's important thesis of “producing it well” and “managing it well” and the requirements of the “four strictest”, attach great importance to agricultural product quality and safety monitoring work, adopt targeted preventive and control measures, effectively strengthen agricultural product quality and safety supervision, continuously improve the level of agricultural product quality and safety, ensure that the pass rate of edible agricultural product quality and safety in their respective jurisdictions meets the provisions of the State Council Food Safety Commission, the Ministry of Agriculture and the provincial government, ensure that no major agricultural product quality and safety incidents occur, and safeguard the “safety on the tip of the tongue” of the broad masses of the people.
II. Effectively strengthen organizational leadership.
Local agricultural bureaus must place the carrying out of agricultural product quality and safety monitoring on the important agenda, organize and coordinate relevant internal departments, and in accordance with the division of responsibilities, each performing its own duties, each bearing its own responsibilities, and closely cooperating. In strict accordance with the city's monitoring plan and in light of local realities, they shall formulate sample sampling work plans, designate specialized agencies and personnel, assist the testing institutions undertaking the city's testing tasks in carrying out sampling work within their jurisdictions, provide necessary support and assistance for the sample preparation and testing work of city-level agricultural product quality and safety monitoring, and ensure the smooth progress of all monitoring work. Please report the sample sampling work plan to our bureau's Agricultural Supervision and Seed Management Section before January 20, 2017.
III. Ensure work quality.
Supervision and random inspection work must be carried out strictly in accordance with the Work Regulations of the Guangdong Provincial Department of Agriculture on Supervision and Random Inspection of Agricultural Product Quality and Safety, and corresponding traceability management, supervision and random inspection and law enforcement work must be carried out in a timely manner based on monitoring results, so as to comprehensively improve regulatory effectiveness. The Zhanjiang City Agricultural Product Quality and Safety Supervision and Testing Center, which undertakes city-level agricultural product quality and safety testing tasks, must strictly follow the requirements of the monitoring plan, do a good job in the sampling and testing work of the monitoring tasks it undertakes, and assist the Municipal Agricultural Bureau in the sampling work of provincial-level agricultural product quality and safety monitoring.
All county (city, district) agricultural bureaus and the Zhanjiang City Agricultural Product Quality and Safety Supervision and Testing Center must strictly follow the requirements of the Measures for the Administration of Monitoring and the Monitoring Plan to ensure that all monitoring work is carried out in accordance with the law, regulations and statutory procedures. Once any illegal or non-compliant conduct such as violating sampling and inspection work requirements or committing fraud is discovered, it must be dealt with seriously in accordance with the law.
