Maoming City 2017 Key Work Points for Animal Husbandry and Veterinary Medicine

2017 is a crucial year for comprehensively deepening reform, and also a year that connects the past and the future for the full implementation of the “13th Five-Year Plan”. Doing the work of 2017 well is of great significance. The overall requirements are: comprehensively implement the spirit of the Third, Fourth, Fifth and Sixth Plenary Sessions of the 18th CPC Central Committee, General Secretary Xi Jinping's series of important speeches, the No. 1 Central Document, and the plenary sessions of the Provincial Party Committee and the Municipal Party Committee; take the “Four Comprehensives” strategy and the “Five Development Concepts” as guidance; center on the overall approach of “optimizing the structure, developing cattle and sheep, strengthening the seed industry, extending the chain, improving quality, and ensuring safety”; accelerate transformation and upgrading; continuously advance and improve the animal epidemic prevention system; raise the level of animal disease prevention and control; firmly grasp livestock product safety; highlight key points; strengthen invigorating animal husbandry through science and technology; optimize the structural layout; and tirelessly advance the building of a strong animal husbandry city, ensuring that no major animal epidemic or livestock product safety incident occurs in the whole city.

I. Focus on strengthening animal epidemic prevention and control to safeguard the healthy development of animal husbandry production.

Maoming City is a major animal husbandry production city in the province, and various indicators of animal husbandry production have ranked first in the province for more than ten consecutive years. Correspondingly, the task of disease prevention and control in our city is quite arduous. Through years of unremitting efforts by the whole city from top to bottom, no major animal epidemic has occurred in our city, safeguarding the people's health and life safety, and our city's animal epidemic prevention and control work has received commendation from the province. However, there are also problems such as insufficient personnel at grassroots township animal husbandry and veterinary stations, insufficient funding, and cold-chain facilities for grassroots epidemic prevention being unable to meet the current needs of epidemic prevention work. According to the “Guangdong Province Medium- and Long-Term Animal Disease Prevention and Control Plan (2012-2020)”, our city must continuously advance and improve the animal epidemic prevention system and raise the level of animal disease prevention and control.

First, comprehensively implement animal epidemic prevention and control measures. Earnestly carry out the spring and autumn prevention work, with emphasis on compulsory vaccination against major animal diseases; formulate and implement the 2017 Maoming City Compulsory Animal Disease Vaccination Plan; strengthen basic immunization, monitoring and early warning, disinfection and eradication of sources, and emergency management; and improve the immunization file system for large-scale breeding households and the immunization card system for free-range households. Coordinate the prevention and control of zoonoses such as brucellosis as well as common diseases such as swine pseudorabies and diarrhea. Ensure that our city's national compulsory immunization rate reaches 100% and the antibody level reaches above 70%. Spring is a season of high incidence of animal diseases, and the main focus of our bureau's work in the first quarter is to do a good job in spring immunization.

Second, earnestly do a good job in extended performance management. Continue to implement the “Guangdong Province 2015 Implementation Plan for Strengthening Extended Performance Management of Major Animal Disease Prevention and Control”; actively promote the informatization of animal health management; earnestly do a good job in the entry and operational application of basic information; do a good job in the construction of the slaughter traceability video monitoring system project and the animal health supervision information network platform; do a good job in the construction of the laboratories of the supervision institute and the animal disease control center; comprehensively improve the laboratory's overall capacity in terms of hardware support, personnel quality, and management operation; lay a good foundation for passing the provincial laboratory assessment and acceptance and metrological certification; and improve the efficiency and level of veterinary management in our city.

Third, effectively advance the disease purification work of breeding livestock and poultry farms. On the basis of carrying out the purification of key animal diseases in breeding livestock and poultry farms, starting from 2017, carry out the purification of swine pseudorabies, brucellosis, and H7N9 influenza.

Fourth, further strengthen animal health supervision and management. Vigorously promote the management of the main responsibility for animal epidemic prevention. According to the requirements of the province's “Epidemic Prevention Responsibilities and Supervision and Inspection System for Counterparties in Animal Epidemic Prevention Supervision and Management”, conduct a comprehensive investigation and understanding of and properly file records for supervisory objects such as animal breeding, slaughtering, trading, and diagnosis and treatment of a certain scale within the jurisdiction; sign animal epidemic prevention responsibility letters with the above supervisory objects, clarify their animal epidemic prevention responsibilities and obligations, urge supervisory objects to implement animal epidemic prevention responsibilities and accept epidemic prevention supervision; actively promote animal health risk management. Further improve animal health risk assessment of key places such as animal breeding, slaughtering, operation, and diagnosis and treatment; determine risk levels, supervision frequency, and supervision measures; implement risk management; and improve the ability to respond to and resist sudden major animal health incidents; strengthen animal quarantine supervision.

Further promote the origin quarantine model of “on-site quarantine—certificate issuance at the inspection declaration point”; fully implement electronic issuance of quarantine certificates for animals and animal products, realizing real-time transmission of quarantine information and traceable management of quarantine certificate issuance; do a good job in special supervision and inspection of compulsory immunization. Do a good job in special supervision and inspection of compulsory immunization of livestock and poultry during the spring and autumn prevention periods; carry out special actions for supervision, inspection and disposal of dead animals. Increase supervision and inspection efforts in farms and areas with dense breeding; strengthen supervision and guidance on the harmless treatment of dead animals; and crack down on illegal acts of arbitrarily discarding dead animals; further standardize case-handling procedures and strive to improve the quantity and quality of case handling. Deeply promote the standardization of conduct in animal health supervision and law enforcement; organize and carry out training for law enforcement personnel on laws and regulations and professional ethics education; carry out review and evaluation of animal health supervision and law enforcement case files; standardize law enforcement conduct; and improve law enforcement levels.

II. Focus on transforming the model and adjusting the structure to accelerate the pace of transformation and upgrading of Maoming's animal husbandry.

In accordance with the Ministry of Agriculture listing Guangdong Province as a restricted development zone for live pigs, the pig industry must reduce quantity and improve quality, and Guangdong Province has correspondingly proposed the spirit of “reducing pigs and stabilizing chickens, and developing cattle, sheep and other herbivorous animal husbandry”. Our city must shift from a traditional major animal husbandry city to a strong animal husbandry city and accelerate the transformation and upgrading of the city's animal husbandry. First, make appropriate adjustments to our city's “2008-2020 Live Pig Production Development Plan and Regional Layout”, and issue as soon as possible our city's “Opinions on Accelerating Industrial Transformation and Upgrading and Promoting Supply-Side Reform in Animal Husbandry” (hereinafter referred to as the “Opinions”) as a supporting policy for our city for a certain period in the future. In the first quarter, our bureau should draft these “Opinions” on behalf of the government and strive to issue them in the first quarter. Second, focus on strengthening policy support and consolidating the foundation for animal husbandry development. Continue to implement the various policy measures of the central and provincial governments to support livestock production; promote the implementation of projects such as livestock and poultry improved breed subsidies, the central livestock and poultry standardized healthy breeding support project, the livestock and poultry improved breed project, and the construction of standardized pig and dairy cattle farms; earnestly do a good job in the planning, screening, recommendation, and application of animal husbandry support projects; actively cultivate and develop e-commerce for livestock products; do a good job in launching the pilot work of policy-based livestock and poultry breeding insurance as required by the province; do a good job in the management of construction projects, urge project construction to be organized and implemented in accordance with the “Opinions”, and give play to the effectiveness of project construction. Urge all localities to strengthen the supervision and inspection of projects under construction, such as standardized pig renovation and expansion projects, southern grassland animal husbandry projects, and provincial grassland animal husbandry projects, and strive to ensure that all projects are completed on schedule and achieve the expected results. Third, focus on promoting ecological breeding and raising the level of standardized breeding.

Deeply implement the State Council's “Regulations on the Prevention and Control of Pollution from Large-Scale Livestock and Poultry Breeding”; cooperate with environmental protection departments to actively promote the treatment of large-scale livestock and poultry farms included in the 2017 emission reduction plan; promote Maoming's animal husbandry “13th Five-Year Plan” development plan; scientifically determine and rationally lay out the scale of livestock and poultry breeding; vigorously promote ecological circular breeding models with the rational allocation and cyclic utilization of resources as the main content; continue to do a good job in the pollution remediation of livestock and poultry farms in drinking water source protection areas; continue to do a good job in organizing and applying for the World Bank loan agricultural non-point source pollution control project; use this support fund to advance the construction of environmental protection demonstration projects for pig farms in our city, and strive to promote the transformation of breeding methods through project construction; promote the standardized demonstration creation activity for livestock and poultry breeding and raise the standardization level. In the first quarter, our bureau will draft on behalf of the government the “Maoming City Implementation Plan for Comprehensive Utilization of Livestock Breeding Waste” and strive to issue and implement it as soon as possible. Fourth, vigorously develop grassland animal husbandry. In light of our city's actual conditions and according to local circumstances, explore and promote grassland animal husbandry projects suitable for our city's development, and vigorously develop herbivorous animals with local characteristics such as meat rabbits, breeding geese, and beef cattle. In the first quarter, our city plans to convene a citywide animal husbandry and veterinary work conference to convey and implement the spirit of the provincial agricultural and animal husbandry and veterinary work conference and deploy the 2017 animal husbandry and veterinary work.

III. Focus on strengthening the supervision of animal husbandry inputs to ensure the quality and safety of livestock products.

Actively promote the construction of a credit system for the feed and veterinary drug industries, increase supervision over feed and veterinary drug production and operation and livestock and poultry breeding links, and ensure the quality and safety of animal husbandry inputs and livestock products. First, strengthen feed supervision. Strictly implement the new feed management regulations and strengthen standardized industry management. Strengthen routine feed management, implement the feed quality and safety supervision sampling plan, increase case investigation and handling efforts, maintain the order of the feed industry, and ensure feed product quality and safety. Second, strengthen veterinary drug supervision. Organize and implement the monitoring of veterinary drug residues in animal products and the veterinary drug quality supervision sampling plan. Strictly implement veterinary drug GMP and GSP, focus on the management of veterinary prescription drugs and over-the-counter drugs, and severely crack down on the production and sale of fake and inferior veterinary drugs. Third, strengthen the quality and safety supervision of livestock products. Deeply carry out special rectification work on “clenbuterol”, “raw milk”, breeding antibacterial drugs, and crackdowns on fake animal husbandry inputs; severely crack down on the addition of prohibited substances such as “clenbuterol” and “melamine” in the breeding link; increase sampling frequency and scope, and ensure that “clenbuterol” sampling and monitoring of live pigs covers all pig farms and slaughterhouses in the city. Cooperate with higher-level departments to do a good job in monitoring veterinary drug residues in livestock products. Increase case investigation and handling efforts, focusing on cracking down on illegal and criminal acts such as illegal addition of prohibited substances, arbitrary discarding and slaughtering of dead pigs, and production and sale of fake and inferior animal husbandry inputs; strengthen monitoring and early warning, and carry out special monitoring and risk assessment of livestock product quality and safety. Earnestly improve the three-level livestock product quality and safety supervision system at the city, county, and township levels, and establish a livestock product identification and traceability system.

IV. Focus on building a long-term mechanism to promote the harmless treatment of dead livestock and poultry.

Implement the “Opinions of the General Office of the State Council on Establishing a Harmless Treatment Mechanism for Dead Livestock and Poultry”. These opinions require that counties (cities, districts) with a live pig slaughter volume of 500,000 head must establish harmless treatment plants, and must continue to effectively advance the construction of basic systems such as harmless treatment sites and facilities and equipment for dead animals. At the same time, advance the construction of our city's dead animal harmless treatment sites and the construction of the Gaozhou City Dead Diseased Animal Harmless Treatment Center. Continue to track and implement the spirit of the “Coordination Meeting on the Construction of the Harmless Treatment System for Diseased Pigs in Maoming City” held by the municipal government on December 30 last year. In the first quarter, our bureau will guide each county (city, district) in establishing leading groups and in site selection for harmless treatment sites, and strive to complete construction and put them into operation by 2019.

V. Focus on doing a good job in organ work style and team building to better serve the building of a strong animal husbandry city.

First, deeply study the spirit of the 18th CPC National Congress and the Third, Fourth, Fifth and Sixth Plenary Sessions of the 18th CPC Central Committee, General Secretary Xi Jinping's series of important speeches, the No. 1 Central Document, and the plenary sessions of the Provincial Party Committee and the Municipal Party Committee; firmly grasp education on clean government and discipline and professional study; and comprehensively improve the overall quality of cadres and staff. Second, strengthen work style construction. Earnestly implement the central “Eight-Point Regulation”, resolutely oppose the “Four Winds”, further implement rectification measures, and consolidate the results of educational activities; earnestly implement the requirements of strictly governing the Party, adhere to the “Three Stricts and Three Earnests”, and with a truth-seeking and pragmatic work attitude, truly grasp the key links of Party conduct and clean government construction in detail and in practice, further improve the awareness of clean government and diligence among the broad cadres and staff, and escort the completion of all work. Third, effectively do a good job in the openness of Party affairs and government affairs. Further standardize the content and forms of Party affairs and government affairs openness, truthfully disclose hot issues that the masses care about and pay attention to, and make the openness of Party affairs and government affairs truly a “convenience, benefit, and service” project for the people.
