2017 Work Priorities of the Animal Husbandry Bureau of Pengshan District, Meishan City
This year, under the correct leadership of the District Party Committee and the District Government, we will further emancipate our minds, innovate our concepts, firmly grasp supervision, ensure safety, and further accelerate the healthy and stable development of modern animal husbandry.
I. Work Approach
Following the work approach of “transformation and upgrading to create brands, quality improvement and efficiency enhancement to ensure safety”, we will firmly grasp animal disease prevention and control, livestock waste treatment, and livestock product quality and safety supervision, accelerate transformation and upgrading, improve labor productivity, resource conversion rate and livestock and poultry productivity, continuously enhance comprehensive production capacity, market competitiveness and sustainable development capacity, accelerate the advancement of modern animal husbandry, vigorously build modern animal husbandry suitable for peri-urban areas, and strive to build our district into a strong district for animal husbandry.
II. Main Work Objectives
More than 400,000 pigs sold for slaughter, more than 5.62 million small livestock, poultry and rabbits sold for slaughter, and per capita animal husbandry income increase for farmers of more than 300 yuan; more than 4 million yuan in project funds obtained from higher levels; no livestock product quality and safety accidents and no major animal epidemics in the whole district.
III. Main Work Arrangements for 2017
(1) Prevention and Control of Major Animal Diseases
1. Establish and improve the animal epidemic prevention system and the early warning and emergency response system for major animal disease prevention and control. Continue to implement the system of programmed immunization for large-scale farms and centralized immunization plus supplementary immunization for scattered farmer households, continue to follow the whole-village advancement model, solidly carry out centralized general immunization and timely supplementary immunization for animal diseases in spring and autumn, and ensure that no major animal epidemic occurs.
2. Further strengthen the prevention and control of zoonotic diseases. Do a good job in dog immunization, achieving general immunization in spring and monthly supplementary immunization, and ensure that no human rabies death cases occur throughout the year; do a good job in monitoring the “two diseases” of dairy cows and brucellosis in sheep, expand the monitoring coverage, and achieve full coverage with no blind spots; do a good job in the investigation, treatment and pen-raising of livestock with animal schistosomiasis, and consolidate the results already achieved.
3. Strengthen the functional development of veterinary laboratories. Do a good job in the renewal and acceptance inspection of veterinary laboratories, carry out “two diseases” testing, animal epidemiological investigation, disease diagnosis, animal immunization quality monitoring and other work, and ensure animal disease safety.
(2) Quality and Safety of Livestock Products
Further strengthen the supervision of feed, feed additives, veterinary drugs and other inputs, increase spot checks on “lean meat powder” and other prohibited additives, and severely crack down on the behavior of adding prohibited drugs; increase comprehensive law enforcement in animal husbandry, further improve the animal identification, supervision and monitoring, and traceability system, and implement market access and accountability systems for livestock products; strictly carry out quarantine of animals and their products in accordance with the law, strengthen animal health supervision, ensure the quality and safety of livestock products, and ensure that no livestock product quality and safety accidents occur; strengthen the supervision of harmless treatment of dead livestock and poultry in the whole district, supervise large-scale farms (households) to effectively carry out harmless treatment of dead livestock and poultry, severely crack down on illegal acts of operating and selling dead livestock and poultry, continue to implement the harmless treatment model of centralized collection, centralized transfer and centralized disposal of dead livestock and poultry, and achieve a harmless treatment rate of dead livestock and poultry of 100% in 2017.
(3) Ecological and Environmental Safety
Increase technical guidance for livestock waste treatment, actively pilot the comprehensive utilization model of livestock waste of “combining planting and breeding for on-site absorption, decentralized collection and centralized transfer for absorption, and centralized collection and storage for absorption at appropriate times”, enhance the waste treatment capacity of moderately scaled farms, and ensure ecological and environmental safety.
Strictly implement the livestock and poultry breeding plan, eliminate new breeding farms (enterprises) in the whole district, and formulate plans for existing moderately scaled farms to gradually close and relocate them. Before the end of April 2017, carry out comprehensive law enforcement on large-scale livestock and poultry farms (households) in prohibited breeding areas, and carry out enforcement closure on large-scale livestock and poultry farms (households) that have not been relocated or shut down by the deadline. Before October 2017, carry out acceptance inspection of pollution control facilities for below-scale breeding households in prohibited breeding areas and large-scale livestock and poultry farms (households) in restricted breeding areas and suitable breeding areas, and promptly carry out closure enforcement for those that fail the acceptance inspection.
(4) Safety Production
Do a good job in safety production supervision, increase safety production inspection efforts on feed and veterinary drug production enterprises, standardized farms, pig slaughtering points and other key locations, and ensure that no safety production responsibility accidents occur throughout the year.
(5) Building Modern Animal Husbandry Suitable for Peri-Urban Areas
Adhere to the principle of “macro-level guidance, policy support, work-related services, and interaction between primary and tertiary industries”, take quality improvement and efficiency enhancement of animal husbandry and farmers' income increase as the goal, and through structural adjustment, scale control, strengthening harmless treatment of dead livestock and poultry, promoting ecological breeding of livestock and poultry, accelerating the cultivation of new agricultural business entities, and standardizing the construction of professional cooperatives, build modern animal husbandry suitable for peri-urban areas.
(6) Accelerating the Construction of a Livestock and Poultry Fine Breed Breeding System
Build 1 high-standard breeding pig farm to meet the demand for breeding pigs in the whole district's pig production, reduce losses caused by stress from long-distance purchase of breeding pigs, and lower the disease risk of introducing breeding stock from other places. Implement the livestock and poultry fine breed subsidy policy and projects, and achieve a popularization rate of fine livestock and poultry breeds of more than 98%.
(7) Completing the “Dual Certification” Work
Before the end of October this year, complete the “dual certification” (metrological certification and quality certification) work of the Agricultural Product Quality and Safety Inspection and Testing Station, obtain the “recognition right” of a national testing institution, and make the Agricultural Product Quality and Safety Inspection and Testing Station a statutory testing institution.
(8) Project Cleanup and Improvement
Further sort out unfinished project work, identify and fill gaps, accelerate implementation progress, do a good job in supervision and management during project implementation, collection and archiving of project materials, project audit and acceptance, and ensure timely, high-standard and smooth completion.
(9) Smart Animal Health Supervision
According to the requirements of the Municipal Bureau, establish an intelligent supervision platform for animal health, promote the informatization of smart animal health supervision in our district, strengthen administrative law enforcement in animal husbandry and veterinary medicine, standardize the preparation of law enforcement documents, and realize information sharing of law enforcement and case handling between the city and the district.
(10) Party Conduct and Clean Government Construction
Deeply carry out education on Party conduct and clean government, deeply promote the construction of a clean government culture, and fully complete the activity of clean government culture “entering organs, stations and offices”; deeply carry out the “special governance of demanding and soliciting bribes”, implement the soft environment construction system, and build and improve the long-term mechanism for administrative efficiency construction; deeply carry out the construction and evaluation of political conduct and industry style; do a good job in implementing the two responsibilities; and conscientiously implement various systems of inner-Party supervision.
(11) Spiritual Civilization Construction
Deeply study and implement the spirit of the 18th National Congress of the Communist Party of China, the Third, Fourth and Fifth Plenary Sessions of the 18th Central Committee, and the series of important speeches by General Secretary Xi Jinping, closely focus on the “Four Comprehensives” strategic layout and the five major development concepts, take cultivating and practicing the core socialist values as the main line, take the “grid-based service activities for the masses by 100 animal husbandry science and technology personnel entering villages and households” and “Two Studies, One Action Party member pioneer service” as the starting points, improve the coordinated operation mechanism of the “four teams”, carry out various forms of volunteer activities, and provide strong ideological guarantee, moral support and spiritual motivation for the development of animal husbandry in Pengshan District.
