In accordance with the overall spirit and requirements of the “National Facility Vegetable Key Region Development Plan (2015-2020)” issued by the General Office of the Ministry of Agriculture, and in light of the current status of industry development, the “Anhui Province“13th Five-Year Plan” Facility Vegetable Development Plan” is formulated.

I. Production Status

Our province is one of the top ten major vegetable-producing provinces in the country and one of the five major greenhouse vegetable-producing areas nationwide. After more than 30 years of development, the facility vegetable industry has achieved tremendous success. In 2015, the province's facility vegetable planting area was 5.3 million mu, of which large and medium-sized greenhouse area was 3.2 million mu, small greenhouse area was 1.9 million mu, and greenhouse area was 100,000 mu. The total output of facility vegetables was 15.5 million tons, with an output value of 35 billion yuan. Facility vegetables accounted for 32.5% of the province's melon and vegetable sown area, 43% of total vegetable output, and 62% of total vegetable output value. Facility vegetables in our province are mainly arranged by structural type for crop rotation and vegetable types, mostly implementing two-crop cultivation of early spring and late autumn. The main vegetable types include over 60 species in more than 10 major categories, including solanaceous fruits, cucurbits, legumes, cabbage family, Chinese cabbage family, onion and garlic family, leafy vegetables, and edible fungi. Among them, solanaceous fruits account for 45%, leafy vegetables account for 27%, cucurbits account for 10%, root vegetables account for 10%, onion and garlic family account for 5%, cabbage family account for 2%, and edible fungi account for 1%. In 2015, the province's total domestic sales of facility vegetables were 8.1 million tons, and the total outbound transfer was 7.4 million tons, accounting for 52.5% and 47.5% respectively. The main destination for outbound transfer is the “Yangtze River Delta” region.

The development of the facility vegetable industry has not only solved the problem of balanced year-round vegetable supply, but has also made historic contributions to accelerating agricultural modernization, improving resource utilization efficiency, driving urban and rural labor employment, promoting farmers' income growth, and advancing county-level economic development. However, due to the relatively weak economic foundation of farmers in our province, coupled with inadequate support measures and incentive mechanisms, compared with the national level and neighboring major facility vegetable provinces, there are still many weak links.

First, insufficient overall planning and scientific guidance. The development of the facility vegetable industry in various regions is largely blind and arbitrary, emphasizing scale expansion while neglecting quality and efficiency. Facility types, cultivation systems, crop types, and cultivation technology structures tend to be homogenized, and regional characteristics and comparative advantages have not been fully utilized.

Second, non-standard facility design and construction. There is a lack of standards for the design and construction of facility vegetable production parks, and facility types and structures in the same region are highly diverse. Some regions blindly copy facility structure types from other provinces without scientific design based on local geographical location and environment.

Third, incomplete supporting facilities. Park planning and design are unscientific, field layout is unreasonable, water, electricity, and roads are not matched, equipment levels are not high, the ability to regulate microclimate environments such as temperature, light, water, and air is insufficient, mechanization levels are low, labor intensity is high, and the phenomenon of blindly introducing external varieties, external technologies, and external personnel is relatively prominent.

Fourth, technical services cannot keep up. The operating mechanisms of production bases are not sound, emphasizing hardware facility construction subsidies while neglecting software investment such as technology extension services. There is a shortage of specialized varieties, a low supply rate of seedlings from intensive seedling cultivation, an incomplete high-quality, high-yield, and high-efficiency cultivation technology system, imperfect pre-production, mid-production, and post-production service systems, and a low rate of technology extension coverage.

II. Analysis of Industry Advantages and Market Prospects

With the continuous growth of population, the further advancement of urbanization, and the increasing demands for vegetable commodity quality and supply balance, vegetable demand in our province will continue to show rigid growth in the coming period. At the same time, with social and economic development and the improvement of people's living standards, the demand for facility vegetables will also increase accordingly. In addition to cold protection production of facility vegetables in winter, shade and rain-shelter facility vegetable production in hot summer and rainy seasons will further increase to improve vegetable output under adverse conditions.

Advantages of developing facility vegetables in our province: First, superior natural conditions. The annual average temperature is between 14-17°C, with average sunshine of 1800-2500 hours, suitable for growing many kinds of vegetables. Especially during the winter facility cultivation season, both temperature and sunshine hours are higher and longer than in northern regions. Second, obvious locational advantages. Our province is close to the “Yangtze River Delta” region centered on Shanghai, with the unique locational advantage of connecting the east and west and being near the river and sea. With Hefei as the center and a radius of 500 kilometers, large and medium-sized cities such as Shanghai, Nanjing, Hangzhou, Wuhan, and Nanchang are densely distributed around it. Transportation is convenient, and the urban and rural population accounts for more than one-third of the national total, with enormous potential in the vegetable consumer market. Third, abundant labor resources. Facility vegetables are a labor-intensive industry, and rural labor in our province can meet the needs of vegetable production and can promote the local transfer of rural labor. At the same time, labor costs in our province are not high, and the production costs and prices of facility vegetables will maintain a competitive advantage for a considerably long time.
