Rongcheng County 2018 Implementation Plan for the Control of the Fall Webworm and the Spring Cankerworm

The fall webworm and the spring cankerworm are the main forestry pests in our county, damaging poplar, willow and many other broadleaf tree species, and they are characterized by large reproductive capacity and being prone to outbreak and disaster, seriously affecting the landscape effect and the normal growth of forest trees. In order to effectively carry out the control of the fall webworm and the spring cankerworm and ensure the ecological security of the county's forest resources and the Millennium Xiu Forest of Xiongan New Area, this plan is formulated in light of our county's actual conditions.

I. Guiding ideology

Adhere to the policy of “prevention first, scientific prevention and control, governance according to law, and promotion of health”, follow the principles of “highlighting key points, zoned governance, responsibility by locality, and joint prevention and joint control”, and adopt comprehensive prevention and control measures to effectively curb the occurrence and harm of the fall webworm and the spring cankerworm, ensure ecological security, and promote sustainable economic and social development.

II. Prevention and control goals and tasks

(1) Prevention and control goals

Achieve a control rate of over 95%; in key areas such as both sides of trunk traffic lines and the surroundings of the Millennium Xiu Forest, the average leaf preservation rate shall be over 95%; in the four sides of villages and other areas, the average leaf preservation rate shall be over 85%.

(2) Prevention and control tasks

In 2018, the county predicts an occurrence area of 35,000 mu for the fall webworm and 25,000 mu for the spring cankerworm. The annual plan is to carry out prevention and control on 75,000 mu-times, including 35,000 mu-times by aircraft spraying and 40,000 mu-times by comprehensive ground control.

(3) Key areas

First, the surroundings of the Millennium Xiu Forest of Xiongan New Area; second, the green belts on both sides of county-level and above roads such as the Jinbao Expressway, Jinbao Highway, Jinbao High-Speed Railway, Jingshi High-Speed Railway and Rongxiong Highway; third, both sides of river embankments and channels such as the Baigouyin River and the South Juma River; fourth, the surroundings of the county seat and large-scale contiguous forest patches of more than 1,000 mu.

III. Prevention and control technical measures

(1) Monitoring and general survey measures

1. Fixed-point monitoring. The whole county shall set up 10 fixed monitoring points and hang 10 insect-attracting lamps. From late March to early October, with fixed points and fixed personnel, they shall be responsible for carrying out year-round fixed-point monitoring. Monitor the occurrence time and occurrence quantity to provide a scientific basis for prevention and control.

2. Epidemic general survey. Adopt a combination of professional surveys by the forestry department, surveys by rural inspection and prevention personnel, and public reports of the epidemic. The competent forestry department shall organize a comprehensive epidemic general survey, especially taking the surroundings of the Millennium Xiu Forest, areas along traffic lines, and large-scale contiguous forest patches as key survey areas, so as to find out the epidemic base, accurately grasp the epidemic dynamics, and timely adopt prevention and control measures.

(2) Technical measures for prevention, control and disaster reduction

1. Manual and physical control

(i) Fall webworm

Digging pupae: carry out from after the fall webworm overwinters until before spring emergence, organize and mobilize the public to dig pupae and reduce the insect population base.

Cutting off webs: before the larvae of each generation of the fall webworm disperse (before the 3rd instar), organize and mobilize personnel to use long-reach pruners to cut off the webs and burn them in a centralized manner, reducing the insect population density.

Straw bundle trapping: taking advantage of the characteristic that mature larvae of each generation of the fall webworm descend the tree to pupate, before the mature larvae descend the tree, bind grass, rice straw, grass curtains, etc. around the trunk about 1.5 m above the ground, tight at the bottom and loose at the top, to attract the mature larvae to pupate. Replace the straw bundle once every week, and remove the straw bundles together with the mature larvae for centralized destruction.

Light trapping and killing: taking advantage of the phototaxis of adult fall webworms, use insecticidal lamps to trap and kill adults.

(ii) Spring cankerworm

Before adult spring cankerworms emerge and climb the tree, use methods such as applying poisonous rings, binding plastic bands, and applying insect glue to control them.

Applying poisonous rings: at 1.5 m on the trunk, scrape off the old bark to form a ring 20 cm wide. When scraping, take care to scrape it smooth and round without leaving grooves or cracks, but do not damage the new bark. Then use waste engine oil, beta-cypermethrin, and edible oil in a ratio of 30:1:0.25 to make a mixed liquid, and use a brush to apply a 10-15 cm wide ring around the trunk to block and kill adults.

Applying insect glue: first scrape the bark, then apply insect glue. The width of the glue ring is 5-10 cm, which can effectively stick and kill female adults and larvae climbing the tree.

Plastic ring barrier: wrap a ring of plastic or tape 8-10 cm wide around the trunk at about 1 m, with the lower edge of the tape closely attached to the trunk, which can effectively block female adults and larvae climbing the tree.

2. Chemical control

Choose environmentally friendly and ecologically safe agents, mainly biological agents such as matrine, diflubenzuron and abamectin, with appropriate selection of high-efficiency, low-toxicity chemical agents such as beta-cypermethrin, imidacloprid and emamectin benzoate. During the application process, strictly standardize operations to avoid environmental pollution and harm to humans and livestock. (1) Aircraft spraying control: carry out aerial control on 35,000 mu in the surroundings of the Millennium Xiu Forest, both sides of expressways, railways, county-level and above roads, and other key ecological forest areas. (2) Ground spraying control: during the egg stage and larval stage of the fall webworm and the spring cankerworm, especially before the 3rd-instar larvae have dispersed, carry out ground spraying control in occurrence areas outside the aerial control zones and in flight obstacle areas within the aerial control zones where forest resources are scattered and clearance conditions are poor. (3) Smoke release control: in contiguous forest areas with high canopy density, smoke machine fumigation control may be adopted, and the control agents may be beta-cypermethrin or dichlorvos smoke agents; generally choose windless early mornings and evenings to release smoke to fumigate young larvae. The longer the toxic smoke remains in the canopy, the higher the insecticidal efficiency, and the general control effect can reach over 98%.

IV. Safeguard measures

(1) Organizational safeguard

In order to effectively strengthen leadership over the control of the fall webworm and the spring cankerworm, the county government establishes the Rongcheng County Leading Group for Forestry Pest Control, headed by the county government leader in charge, with the leaders in charge of relevant departments such as agriculture, finance, housing and urban-rural development, water conservancy, transportation, and the road maintenance work area as members, responsible for organizing and coordinating inspection, prevention and pest eradication work and solving major problems arising in prevention and control work. The office of the leading group is located in the county agriculture bureau, and the director of the agriculture bureau serves as the office director.

Each township shall also establish and improve its leadership body, headed by the township head, with the township leader in charge as deputy head, and the heads of relevant township-direct stations and the directors of each village committee as members, responsible for the organization and coordination, publicity and mobilization, general survey and prevention and control of fall webworm and spring cankerworm control within its jurisdiction.

(2) Institutional safeguard

1. Implement the responsibility system at every level. The governments of each township and relevant county-level departments shall place the control of the fall webworm and the spring cankerworm on an important agenda, implement the administrative leadership responsibility system, and effectively strengthen leadership over prevention and control work. Principal leaders shall personally deploy and take overall responsibility; leaders in charge shall personally supervise and coordinate and direct on site; according to the principle of responsibility by locality, responsibility areas shall be delineated level by level, responsible persons shall be clarified, and responsibility statements shall be signed. The county agriculture bureau shall serve well as the government's staff, do a good job in epidemic monitoring, carry out epidemic surveys, formulate prevention and control implementation plans, strengthen technical guidance and supervision and inspection, and do a good job in the reserve and supply of emergency prevention and control materials; departments such as transportation, housing and urban-rural development, water conservancy, and the road maintenance work area shall, in accordance with the county government's unified prevention and control requirements, be responsible for prevention and control tasks within their own systems.

2. Establish a joint prevention and cooperation system. Each township and relevant department shall establish a joint prevention and joint control working mechanism, strengthen coordination and cooperation, timely notify information, and implement cross-regional joint prevention and joint control.

3. Implement rewards instead of subsidies and improve the prevention and control contracting system. The key to fall webworm and spring cankerworm control lies at the township and village levels. Actively promote, encourage and support economic organizations of different forms of ownership, professional prevention and control teams, and prevention and control companies to participate in prevention and control contracting, sign contracted prevention and control contracts, and pay prevention and control fees according to the inspection of control effects.

4. Establish an inspection, acceptance, reward, punishment and notification system. The county leading group for forestry pest control shall organize the formulation of inspection and acceptance plans, adopt the method of township self-inspection and county joint inspection, and regularly notify inspection results. Units and individuals that achieve remarkable results in prevention and control work shall be commended and rewarded; where organization and leadership are ineffective, prevention and eradication measures are not implemented, and major losses and adverse effects are caused, the responsibility of relevant responsible persons shall be pursued according to law.

(3) Capacity safeguard

1. Strengthen the building of prevention and control teams. Establish professional prevention and control teams with the county and townships as units, combined with public prevention and control, to undertake large-scale prevention and control operations in key areas and within their administrative regions; relevant responsible units such as transportation, housing and urban-rural development, water conservancy, and the road maintenance work area shall, according to prevention and control tasks, form professional prevention and control teams, be responsible for prevention and control tasks within their own systems, clarify responsible persons, and sign responsibility statements; each village shall set up 1 to 2 inspection and prevention personnel, responsible for insect situation surveys and eradication work within the village.

2. Increase investment in prevention and control funds. The control of the fall webworm and the spring cankerworm should be included in the scope of social disaster prevention and mitigation. The county finance department shall further increase investment in prevention and control funds to ensure the smooth development of prevention and control work. The county and township (town) levels shall respectively establish prevention and control material reserve warehouses, compile detailed material reserve lists, and calculate the demand for material reserves and their proportions according to the insect situation. At the same time, according to the input mechanism of “whoever operates shall control”, raise funds through multiple channels and at multiple levels, and mobilize operating units and large afforestation households to actively carry out eradication.

(4) Publicity safeguard

Make full use of media such as television, radio and newspapers to publicize the serious harm of the fall webworm and the spring cankerworm and the important significance of prevention and control work, and publicize the technical knowledge of inspection and prevention. At the same time, adopt various forms such as organizing publicity vehicles and printing and distributing publicity materials to carry out publicity activities in villages, and improve the initiative and enthusiasm of the whole society to participate in inspection and prevention work.
